Elgin Committee of the Whole meets to discuss council rules

The City of Elgin Committee of the Whole held a regular meeting on Wednesday, June 8.

The Committee of the Whole holds less formal meetings of the City Council that give members an opportunity to discuss items and ask questions. Meetings are held at 6 p.m. on the second and fourth Wednesday of the month in the City Council Chambers of City Hall, at the Robert Gilliam Municipal Complex, 150 Dexter Court.

Approval of Minutes of Previous Meeting - May 25, 2016

Special Presentations and Reports - None

Initiatives and Other Items

A. Consideration of Agreement with Judson University for the Use of City Owned Fiber

Optic Cable ($10,000 revenue to the city)

Objective: Enhance the Elgin educational community through joint cooperation with

Judson University, ECC and NIU to connect Judson University to NIUNet.  

  

B. Consideration of License and Services Agreement with Bockyn, LLC for Recreation

Software ($61,500)

Objective: Replace the Parks and Recreation Department’s server based recreation

application with a cloud?based application.  

  

C. Consideration of Engineering Services Agreement with Strand Associates Inc. for

Various Utility Department Projects ($150,000)

Objective: Provide engineering services for a variety of projects to maintain and improve

the city’s water treatment facilities and utility infrastructure.  

  

D. Consideration of Consortium Agreement with Kane County Office of Community

Reinvestment for the 2017?2019 HOME Investment Partnerships Program (No cost to

the City)

Objective: Provide for the utilization of federal funds for projects targeted towards

homeowner rehabilitation, homebuyer assistance, the development of affordable housing

and tenant based rental assistance in partnership with the Kane County Office of

Community Reinvestment.  

  

E. Consideration of Intergovernmental Agreement with Kane County to Administer Elgin’s

Federally Funded Programs (No cost to the City)

Objective: Provide administration and oversight of Elgin’s Community Development Block

Grant and the Neighborhood Stabilization Program through services of the Kane County

Office of Community Reinvestment.  

F. Consideration of Resolution Establishing Prevailing Wage Rates on Public Works

Contracts (No cost to the City)

Objective: Establish prevailing wage rates on public works projects in accordance with the

Illinois Department of Labor’s rate schedule.  

  

G. Consideration of Co?sponsorship Agreement with Grand Victoria Casino Regarding

Fourth of July Fireworks (Not to exceed $30,000)

Objective: Partner in presenting Fourth of July fireworks and a concert with the Grand

Victoria Casino using city staff support.  

  

H. Discussion Concerning Council Rules (Councilman Shaw)

Objective: Consideration of revisions to procedures for city council members placing

matters on city council agenda.
