The first balanced budget in eight years was presented to the Wheeling president and board of trustees on Oct. 31 at a special workshop meeting.
The 2016 budget also includes the first strategic plan for the village, which will lay the groundwork for future projects.
The village's bond rating remains high, at AA and AA+. The ratings were downgraded slightly from previous years because the village had to draw from its reserves.
Among the high points of the budget is the new CERF policy. It saves $260,000 per year by moving secondary vehicles from departments with frontline or emergency personnel to other departments within the village.
The total budget for the village will be more than $72.7 million, with the general fund total at a little more than $38.8 million. Despite the state's continuing budget impasse and its failure to pay the Motor Fuel Tax funds, staff was able to prepare a balanced budget and keep core services intact.
The head of each department provided an overview of its budget. Future needs were presented and budget saving measures explained to the board.
The board discussed personnel and staffing levels before adjourning.
