The City of Elgin, Illinois Committee of the Whole to meet today at 6 p.m. in the City Council Chambers.

After roll call and approval of the Dec. 2 minutes, the committee will move on to the agenda.

Items under consideration include accepting the Kane County DUI Task Force Grant of $18,000 and amending the redevelopment agreement with Capstone Development Group LLC for the Elgin Tower.

Under special presentations and reports, the committee will discuss the 2016 Budget.

Following the budget discussion, the committee will continue with initiatives and other items. The agenda includes establishing a calendar and the funding policies and priorities for the 2016 Community Development Block Grant, a public hearing on amending the 2015-2019 Consolidated Plan regarding the Community Development Block Grant Program funds, accepting the plats of vacation and easement from the Graber Subdivision for stormwater management, the agreement with the Historical Society for rehabbing 302 W. Chicago St., the Elgin Image Commission's 2015 Recognition Awards, and the proposed amendment to the Randall 90 Auto Mall agreement, all of which have no cost or no direct cost to the city.

Also under initiatives and other Items, the committee will consider funding the city's contribution to the Ride in Kane Program with Pace, ($100,000); the software maintenance agreement with New World Systems Corp., ($207,812 for 2016 and $1.07 million over five year), and the lease for golf cars and GPS with PNC Financial, ($91,666).

After announcements from the council and staff, the committee will retire to executive session to discuss personnel matters. When the committee returns from the closed session, the meeting will be adjourned.
