Northbrook Plan Commission holds second public hearing on the Jacobs Homes Townhomes

The Northbrook, Illinois Plan Commission held a public meeting on the Jacobs Homes Townhomes development on Nov. 3, which was continued to Dec. 1.

After correcting and approving the Oct. 20 meeting minutes, the commission heard the Community Planning Report. Director of Development and Planning Services Tom Poupard reported that the Northbrook board approved the Roti wall sign and an amendment to the subdivision code at the last board meeting. The board also reviewed and voted to prepare documents for the 1000 Skokie Blvd. development. In addition, the board reviewed the recommendations on zoning code amendments.

The commission held a public hearing of the Jacobs Homes Townhomes at 1179-1275 Shermer Rd. An amended application had been submitted by Jacobs Companies LLC regarding the proposed high density multiple-family development of 73 units. The applicant submitted a revised plan that only the Development and Planning Services staff reviewed. The revisions included adding open space, breaking up the buildings' mass and allowing emergency access to the south side of the development.

The potential zoning changes were also reviewed and discussed, as well as fence heights, setbacks, yards, building heights and parking. The applicant's architect Steve Rezabek noted the concerns and answered questions from the commission and the public. The landscaping, open space, density, traffic patterns and other concerns of the residents of the surrounding properties were also discussed.

After the public hearing, the commission heard that the developer suggested a neighborhood meeting Nov. 16 and a follow-up meeting on Nov. 24. The revised site plan is due by Nov. 20 to be placed on the agenda for the Dec. 1 Plan Commission meeting.

After the public meeting was reopened and continued to Dec. 1, the Plan Commission meeting was adjourned.
