5. MANAGER'S REPORT  

Village Manager Pavlicek mentioned that the West Nile virus has been detected in the area, residents are reminded to take precautions like using repellent, wearing protective clothing, and eliminating standing water.  

Also, July is the time to renew vehicle stickers and pet tags, residents should renew online, by mail, or in person soon.

7. PRESIDENT'S REPORT  

Village President Ciesla mentioned that the Village and Police Department are holding meetings  on e-bikes, scooters, and unauthorized motorcycles to gather input and improve regulations, final  session is July 9 at Village Hall.  

The Northbrook Grand Prix returns July 24; volunteers are still needed.  

Thanks were given to all who made the Fourth of July enjoyable.  

The groundbreaking for Poupard Place, a 48-unit supportive housing project, will take place July 22.  

Community Moment  

James Williams spoke about the challenges of growing up with autism in Northbrook.

A. A Public Hearing for BOT-25-08: 2045 Shermer Road - North Shore Transit Inc. Amy McEwan, Director of Development and Planning Services, spoke about the request for a Special Use Permit. The applicant is requesting to remove the ten-year term limit and the  requirement to conduct a traffic study annually.

President Ciesla and Trustee Israel asked about Special Use Permit transfers.  

Director McEwan and Village Attorney Smith clarified that permits may be transferred, but new owners must obtain Village Board approval if operations lapse or conditions change.  

Trustee Israel motioned to amend the ordinance such that any transfer of ownership requires resubmittal of the Special Use Permit under its original conditions and any other conditions the  Board deems appropriate at that time.

C. Preliminary Review of a Request by Crate and Barrel Holdings Inc. for a Special Permit for Child Daycare Facility at 1250 Techny Road (Crate and Barrel Corporate Office)  

RESULT: MOVED TO REFER TO PLAN COMMISSION [6 – 0]

Amy McEwan, Director of Development and Planning Services, discussed an application submitted by Crate and Barrel Holdings Inc. for the property located at 1250 Techny Road. The  applicant is requesting zoning relief to their existing Special Use permit to repurpose existing  interior space for childcare purposes and an exterior play area.  

She noted the requested relief/primary issues the Village Board should consider.  

Trustee Ross asked if the childcare facility would serve non-employees and about impacts to heritage trees.  

Director McEwan said both were considered, non-employee access is possible, and no heritage trees are affected.  

Trustees Hebl, Israel, Ross, Ebhomielen, Kohler, and Cassidy spoke in support of application.  

D. Preliminary Review of a Request by M&D Builders LLC for Annexation and Three Lot Single-Family Subdivision at 608 - 610 Sanders Road  

RESULT: MOVED TO REFER TO PLAN COMMISSION [6 – 0]

Amy McEwan, Director of Development and Planning Services, discussed an application submitted by M&D Builders LLC for Annexation and Three-Lot Single-Family Subdivision at  608 – 610 Sanders Road. The applicant is requesting zoning relief: annexation and rezone to  R-6 District.  

She noted the requested relief/primary issues the Village Board should consider.  

Trustee Hebl asked about the detention easement, and Director McEwan confirmed it will be designated for detention only and is not buildable.  

Trustee Israel asked about the lot size and previous evaluations of egress to Sanders Road, expressing concerns about traffic generation and access, which led to the original plan not being  approved.

Director McEwan explained that since this is now a subdivision, the current developer would be responsible for establishing any required egress agreements.  

Trustee Cassidy received clarification that while 608 and 610 Sanders are unincorporated Cook Picardy Drive itself is incorporated within Northbrook, suggesting less need for County coordination.  

Trustees Hebl, Israel, Ross, Ebhomielen, Kohler, and Cassidy were in support of application.

Trustee Israel encouraged everyone experience the fun and excitement of the Grand Prix on  July 24.  

Trustee Kohler encouraged everyone that attends the Grand Prix to visit the downtown restaurants  and businesses.
