3. JOINT MEETING OF THE BOARD OF TRUSTEES AND PLAN COMMISSION
A. Discussion and Review of the Draft Articles for the New Zoning Code
Jackie Berg, Consultant, Houseal Lavigne, discussed draft articles (Articles 2 to 12) of the new Zoning Code. She provided a brief overview of the following: modifications, new standards, objectives, inclusion of diagrams, and streamlined processes.
Michaela Kohlstedt, Deputy Director of Developing and Planning, clarified the two-story requirement and fifty percent parking reduction for the Green-Overlay (VG-O) zoning. She confirmed the facility definitions will be part of the new Zoning Code.
President Pro Tem Israel and Trustee Ebhomielen expressed concern regarding the fifty percent parking reduction.
Trustee Hebl encouraged the public to utilize the Metra parking lot.
Commissioner Walden suggested reviewing the provisions for facilities.
Village Attorney Steve Elrod spoke on the variation granting process. Furthermore, he clarified the Home Rule Authority and written protest provision criteria.
Deputy Director Kohlstedt confirmed a public hearing will be scheduled to discuss the draft Zoning Code.
Jackie Berg provided a brief overview of the sustainable code elements.
President Pro Tem Israel requested information regarding impacts associated with the proposed Zoning Code, such as property values.
Trustee Ross discussed the Village’s goal to increase affordable housing opportunities in Northbrook.
Attorney Elrod and Commissioner Walden suggested modifying the language in Section 2-102.
Commissioner Sandler clarified the waving process in Section 2-102 and administrative guidelines.
Jackie Berg noted the proposed Zoning Code will be presented at a future public hearing meeting.
Deputy Director Kohlstedt spoke on the open house marketing efforts.
