4. PUBLIC COMMENT TIME 

This agenda item is reserved for members of the public who desire to address the Village Board on a topic that is within purview and jurisdiction of the Village Board, but that is not listed in another location on the agenda. If you would like to speak about a matter that is listed on the agenda, we ask that you wait until that agenda item is called, and we will give you an opportunity to speak then. If your matter is on the “Consent Agenda”, please let us know if you would like us to remove that matter so that you can speak about it. 

Anyone desiring to speak should fill out a written speaker form (located in the back of the Board Room) and submit it to the Village Clerk. “Public Comment Time” is not a forum for open dialogue or engagement with members of the Village Board. Rather, it is intended as an opportunity for you to make comments to the Village Board. While the Village Board will not immediately respond to public comments at this meeting, or engage in a back and forth discussion during the meeting, please be assured that the Board is actively listening to all comments, thoughts, and suggestions. 

All speakers will be limited to a total of three minutes. We request that everyone be respectful, civil, and non-repetitive; and we ask that members of the audience refrain from applauding or making any other comments during or after any speaker. 5. MANAGER'S REPORT 

A. Upcoming process for public review and adoption of the 2024 International Code Council (ICC) building codes and 2023 National Electric Code (NEC) The Village typically adopts updated model building codes every six years relative to the International Code Council (ICC) and the National Fire Protection Association (NFPA) which issue new “model codes” for proper construction techniques every three years.

A. Review and Approval of Escrow Deposits/Performance Bond Refunds Processed Between June 1, 2025 - June 15, 2025

7. PRESIDENT'S REPORT 

Community Moment 

A. Commission Appointments - Reappoint Keri Halperin to the Plan Commission for a four year term ending in 2029, Katie McKillip-Von Feldt and Andrea Pipito to the Plan Commission for a four year term ending in 2029. 

8. CONSENT AGENDA 

The matters listed for consideration on the Consent Agenda are matters that appear to have the unanimous support of the Board of Trustees. The Village President will review, designate the resolution or ordinance number for passage and then inquire if any member of the Board or member of the public objects to any item on the Consent Agenda. If any objections are raised, the matter will be removed from the Consent Agenda and relocated to a location on this agenda for consideration during the appropriate Board Committee report. If no objection is voiced, the Village President will request a motion and second for passage of all items listed. The resultant roll call vote on the Consent Agenda will be applicable to each individual agenda item. 

A. A Resolution Authorizing a Contract with Global Infrastructure LLC, of Country Club Hills, Illinois for Contractual Dive Services for the Inspection of the 30 and 48 inch Lake Michigan Raw Water Intakes 

The Village of Northbrook inspects its raw water intake pipes on a routine basis. The Village uses contractual assistance to perform this work and make any necessary emergency repairs found during the intake inspections. 

B. A Resolution Authorizing Execution of a Contract with ULB-Dry Waterproofing, Inc. of Villa Park, Illinois for the 2025 Local Drainage Improvements Project Three drainage improvement projects designed to address flooding concerns at the intersection of Auburn Lane and Manor Drive, Helen Drive and Harbor Lane, and Dehne Road from Butternut Lane to Penfold Place. 

C. A Resolution Approving a Three-Year Software Subscription Contract for Citizen Request Management and Code Enforcement Systems from GOGov 

The contract includes subscriptions for GOGov’s citizen request management (GORequest) and code enforcement (GOEnforce) systems in use by all Village Departments. 

D. A Resolution Authorizing the First Renewal of an Agreement for Manhole Rehabilitation Services with Culy Contracting LLC of Winchester, Indiana

The Public Works Department maintains 134 miles of sanitary sewer main with 3,411 manholes as part of the Village's responsibilities for managing inflow and infiltration under the Metropolitan Water Reclamation District of Greater Chicago's (MWRD's) Watershed Management Ordinance. To ensure sanitary sewers function as designed, necessary repairs are made to preserve the structural integrity of the manhole and extend the useful life of the structures. 

E. A Resolution Waiving Competitive Bidding and Authorizing the Purchase of Contractual Services from Industrial/Organizational (IO) Solutions, Inc. 

The Village has a need to refresh an entry level firefighter eligibility list and establish a lieutenant eligibility list in fiscal year 2026. These processes require an examination and evaluation process to be conducted by an outside vendor. 

F. An Ordinance Providing for the Disposal of Surplus Property and Evidence The Police Department is seeking authorization pursuant to the Law 

Enforcement Disposition of Property Act, 765 ILCS 1030/0.01 et seq. and according to Section 2-193 of the Northbrook municipal code to dispose of surplus property and evidence that has been determined to be unclaimed. 

G. A Resolution Approving a First Amendment to the Agreement for Residential Solid Waste, Organic Materials, and Recycling Materials Collections with Lakeshore Recycling Systems 

As discussed at the May 27, 2025 Committee of the Whole, the current Franchise Agreement with LRS for residential refuse, recycling, and compost collections provides for a rate increase tied to the C onsumer Price Index (CPI) each September and an amendment to the Franchise Agreement is needed to shift the index month from August to March annually as well as provide minor language clarifications. 

H. A Resolution Approving a Master Services Agreement for Technology Professional Services with Sentinel Technologies 

This Resolution approves a two-year technology professional services Master Services Agreement with Sentinel Technologies, with two optional one-year extensions. The Master Services Agreement uses Task Orders to manage each specific project Sentinel Technologies is contracted to complete. Any Task Order with a total cost over the amount requiring Board approval, as per the Village’s Purchasing Policy, will be included on an upcoming Regular Board of Trustees agenda for review. 

I. Motion to Approve the April 8, 2025 Closed Session Minutes from the Regular Meeting of the Village Board and the April 22, 2025 Closed Session Minutes held during the Committee of the Whole and Regular Meeting of the Village Board 

9. ADMINISTRATION AND FINANCE 

A. A Resolution Approving Contributions to Non-Profit Community Organizations

As discussed at the May 27, 2025 Committee of the Whole meeting Community Contributions to a total of 14 non-profit organizations that serve the Northbrook community is recommended within the amount appropriated in the FY26 Budget. 

10. PLANNING AND ECONOMIC DEVELOPMENT 

A. An Ordinance Granting a Special Permit for Elementary and Secondary School; Loading Space Variation; and Site Plan Approval in the IB and OS District (Meadowbrook School - District 28 - 1600 Walters Avenue) (Plan Commission Docket No. PCD-25-05) 

Meadowbrook School has proposed a new gymnasium and an ordinance has been prepared approving a special permit for Elementary and Secondary School to allow continued existence and operation of Meadowbrook School at 1600 Walters Avenue as it has for decades.

A. Preliminary Review of a Request by SFP Northbrook Pointe LLC to amend the Affordable Housing Covenant at 175 Pointe Drive 

This is a preliminary review of an application requesting relief to amend a previously approved affordable housing covenant for 34-unit rental townhome subdivision at 175 Pointe Drive to move the location of one of the affordable units. The Preliminary Review by the Village Board is a conceptual review for the Village Board to provide nonbinding comments on a proposal prior to the applicant submitting to the Village a detailed application.
