City of Elgin Committee of the Whole met May 8

Here are the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.

in the Council Chambers. Present: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Absent: Councilmember Dixon.

Approval of Minutes

Councilmember Good made a motion, seconded by Councilmember Martinez, to approve the minutes of the April 24, 2024 regular meeting. Upon a roll call vote: Yeas: Councilmembers

Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays:

None.

Master Planning and Open Space Land Acquisition and Development (OSLAD) Grant Consulting Services for Wing Park Playground and Park Americans with Disabilities Act (ADA) Improvements

A resolution was presented at the Council meeting for adoption by the City Council for the completion of the Wing Park master plan and provided for the Open Space Land Acquisition and Development (OSLAD) grant preparation for renovating the Wing Park playground and surrounding Americans with Disabilities Act (ADA) improvements within the park.

Elgin Township Grant for Kids United Summer Program

A resolution was presented at the Council meeting for adoption by the City Council, to continue offering programming to support youth initiatives that provide prevention and engagement opportunities for the city’s youth.

Climate Action and Resiliency Plan Services Agreement with Planning Communities, LLC

Kristin Youngmeyer, Sustainability Analyst, presented information on the city’s early efforts in sustainability plans and efforts, such as development of a Sustainable Master Plan and the establishment of the Sustainability Commission. She also outlined the current efforts the city has been involved in including renewable energy and an electric vehicle assessment. 

Councilmember Steffen made a motion, seconded by Councilmember Rauschenberger, to enter into an agreement with Planning Communities, LLC for an amount not to exceed $183,478 to provide a climate and resiliency plan services for the city. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor

Kaptain. Nays: None.

Mama Lee’s Gourmet Popcorn, Inc. Lease Agreement

Councilmember Powell made a motion, seconded by Councilmember Steffen, to approve an agreement with Mama Lee’s Gourmet Popcorn, Inc. in the amount of $650 per month to renew their lease with increased rent for additional space for use with product production, and to provide an amenity to the members and guests of the Edward Schock Centre of Elgin. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Duff Entertainment Operational Services Agreement for the 2024 Nightmare on Chicago Street Event

Councilmember Good made a motion, seconded by Councilmember Powell, to award an agreement to Duff Entertainment for an amount not to exceed $62,925 to secure gates, ticketing, and security operations for the 2024 Nightmare on Chicago Street event. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

LeadsOnline PowerPlus Investigation System Purchase with LeadsOnline, LLC ($50,106 – 3 Years)

Councilmember Rauschenberger made a motion, seconded by Councilmember Steffen, to authorize an agreement with LeadsOnline, LLC in the amount of $50,106 to continue using LeadsOnline PowerPlus Investigation System to assist in investigative leads utilized in criminal cases. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Metro West Council of Government Membership Renewal

Councilmember Powell made a motion, seconded by Councilmember Martinez, to approve the city’s annual membership renewal with the Metro West Council of Government in the amount of $30,000 to maintain membership with a council of governments comprised of far west suburban area municipalities organized to advance regional issues through intergovernmental problem solving and cooperation. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Life Cycle Cost Analysis of the Kimball Street Dam—Engineering Services Agreement with Collins Engineers, Inc.

Councilmember Ortiz made a motion, seconded by Councilmember Powell, to approve an agreement with Collins Engineers, Inc. in the amount $93,500 for engineering services to generate a life-cycle cost analysis for the anticipated remaining service life of the Kimball Street dam. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Steffen, Thoren, and Mayor Kaptain. Nays: Councilmember Rauschenberger.

Procurements Ordinance Amendments Pertaining to Definition of “Responsible Bidder or Offeror” (Councilmember Ortiz and Mayor Kaptain)

There was discussion regarding the city’s current policy and if there were any updates needed.

Also, discussed was the impact of the proposed changes including the requirement to have apprenticeship programs. There were concerns raised regarding how the proposed changes would be monitored and enforced.

Councilmember Steffen made a motion, seconded by Councilmember Ortiz, to approve modifying the existing criteria in the Procurements Ordinance defining a “responsible bidder or offeror” to ensure individuals are correctly compensated, the company has proof of insurance, and is compliant with all local, state and federal laws in all city construction projects over $30,000. Upon a roll call vote: Yeas: Councilmembers Good, Ortiz, Powell, Steffen, and Mayor Kaptain. Nays: Councilmembers Martinez, Rauschenberger, and Thoren.

Announcements from Council

Councilmember Ortiz announced that in cooperation with NWSRA, the Parks and Recreations Department will be offering healthy minds and bodies programs for military veterans.

Councilmember Oritz noted that Memorial Day weekend will have a program “Remembering the Fallen” a tribute to post 9-11 military.

Councilmember Good congratulated Assistant City Manager Karina Nava on being named a top 100 influencer in local government by Engaging Local Government Leader (ELGL).

Councilmember Thoren thanked everyone for a successful 2024 Mayors Awards for Preservation and congratulated the winners.

Councilmember Steffen announced the Kiwanis pancake breakfast at Applebee’s from 8:00 a.m. until 10:00 a.m. on May 18, 2024.
