A. Master Planning and Open Space Land Acquisition and Development (OSLAD) Grant Consulting Services for Wing Park Playground and Park Americans with Disabilities Act (ADA) Improvements ($27,700)
Objective: Complete the Wing Park master plan and provide Open Space Land Acquisition and Development (OSLAD) grant preparation for renovating the Wing Park playground and surrounding Americans with Disabilities Act (ADA) improvements within the park.
B. Elgin Township Grant for Kids United Summer Program ($20,000 Grant)
Objective: Continue offering programming to support youth initiatives that provide prevention and engagement opportunities for the city’s youth. Special Presentations and Reports
C. Climate Action and Resiliency Plan Services Agreement with Planning Communities, LLC (Not to Exceed $183,478)
Objective: Provide climate and resiliency plan services for the city.

D. Mama Lee’s Gourmet Popcorn, Inc. Lease Agreement ($7,800 Annual Revenue)
Objective: Renew the Mama Lee’s Popcorn, Inc. lease with increased rent for additional space for use with product production, and to provide an amenity to the members and guests of the Edward Schock Centre of Elgin.
E. Duff Entertainment Operational Services Agreement for the 2024 Nightmare on Chicago Street Event (Cost Not to Exceed $62,925)
Objective: Secure gate, ticket and security operations for the 2024 Nightmare on Chicago Street event.
F. LeadsOnline PowerPlus Investigation System Purchase with LeadsOnline, LLC ($50,106 – 3 Years)
Objective: Continue using LeadsOnline PowerPlus Investigation System to assist in investigative leads utilized in criminal cases.
G. Metro West Council of Government Membership Renewal ($30,000)
Objective: Maintain membership with a council of governments comprised of far west suburban area municipalities organized to advance regional issues through intergovernmental problem solving and cooperation.
H. Life Cycle Cost Analysis of the Kimball Street Dam—Engineering Services Agreement with Collins Engineers, Inc. ($93,500)
Objective: Contract for engineering services to generate a life cycle cost analysis for the anticipated remaining service life of the Kimball Street dam.
I. Procurements Ordinance Amendments Pertaining to Definition of “Responsible Bidder or Offeror” (Councilmember Ortiz and Mayor Kaptain)
Objective: Modify existing criteria in the Procurements Ordinance defining a “responsible bidder or offeror” to ensure individuals are correctly compensated, the company has proof of insurance and is compliant with all local, state and federal laws in all city construction projects over $30,000.
