April is Distracted Driving Awareness Month

The Palatine Police Department is partnering with the Illinois Department of Transportation, the Illinois State Police and more than 200 local law enforcement agencies to step up enforcement efforts across the state. Law enforcement will boost enforcement efforts, stopping anyone who is texting and driving.

1. Consider a Motion Granting Preliminary Planned Development Approval to Allow a Financial Institution with a Drive-Through at 223 E. Illinois Avenue - Denied by Roll Call (Council District: Two)

Planning & Zoning Director Ben Vyverberg presented the proposal for Preliminary Planned Development to construct a new 2-story bank with drivethrough, moving the Selfreliance Federal Credit Union from the Ukrainian Youth Center to a new building on the subject property. Setbacks, landscaping and parking were defined. Staff expressed concern for conflicting traffic movement, lack of an escape lane, incompatible use with surrounding single family residential area, and with the future land use recommendations of the Comprehensive Plan. Based on five residents' objections and objections from Rolling Meadows, and the Planning & Zoning Commission vote to deny, staff recommends denial.

Councilmen Lamerand and Councilman Millar agree with staff objecting to the proposed use in the proposed location.

1. Consider a Resolution Approving the Preliminary & Final Plat of Subdivision to Allow a Two-Lot Single-Family Residential Subdivision at 228 N. Clyde Avenue - Adopted by Voice Vote (Council District: One)

Planning & Zoning Director Ben Vyverberg presented a Resolution to approve Preliminary & Final Plat of Subdivision to allow a 2-lot subdivision at 228 N. Clyde. Lot 1 will abandon its septic system and connect to the Clyde Avenue sanitary system and water services. Lot 2 will connect to all infrastructure services including new sewer extension along Clyde. An existing drainage pipe along the southwest border of Lot 2, will be required to be inspected, and, if necessary, replaced in the Lot 2 easement. Cash in Lieu of sidewalks along Wood Street is recommended. A sidewalk will be constructed along the Clyde Avenue frontage. The Planning & Zoning Commission voted unanimously to approve the Rezoning and Preliminary & Final Plat of Subdivision and staff concurs.

Consider a Motion Authorizing the Village Manager to Approve the Purchase of a Tow-Behind Dewatering Pump - Approved by Voice Vote Public Works Director Matt Barry recommended authorizing the Village Manager to approve the purchase of one Thompson 6JSCEE-DIST-4LE2TMC Pump through Sourcewell Contract #061015-RRL from Thompson Pump & Manufacturing of Port Orange, Florida in the amount of $56,527.

XII. RECOGNITION OF AUDIENCE – Time: 7:20 PM

The following Palatine residents asked the Mayor and Council to pass a Resolution supporting a cease fire in Gaza.

Farzana Moinuddin, cited Palatine's diverse population.

Mir Farooq Ali, stressed the destruction and human suffering in Gaza.

Kristine Molo, stated all politics begin locally.

Mayor Schwantz enumerated the tasks of the Village of Palatine, Police, Fire, Roads, Water, stating that the Resolution is not in the purview of the Village.

Ferzine Arvani, likened a cease fire Resolution to Arbor Day Resolution, and asked if racism exists.

Zubair Khan, with his brother, asked that the Village support the Palestinians just as it supported the Ukrainians.

Mayor Schwantz thanked everyone for coming to the meeting and for expressing their views.
