Village of Arlington Heights Committee-of-the-Whole met March 4,

Here are the minutes provided by the committee:

President Hayes called the meeting to order at 7:16 PM. 

BOARD MEMBERS PRESENT: President Hayes; Trustees Baldino, Bertucci, Dunnington, Grasse, LaBedz, Shirley, Schwingbeck, and Tinaglia 

BOARD MEMBERS ABSENT: None 

STAFF MEMBERS PRESENT: Village Manager Randy Recklaus; Assistant Village Manager Diana Mikula 

OTHERS PRESENT: Peter Dalamangas 

A. Consideration of recommending to the Liquor Commissioner the issuance of a Class AA liquor license to Nostimo LLC dba Nostimo Greek Kitchen located at 286 W. Rand Road. 

The Mayor swore in Peter Dalamangas, owner of Nostimo Greek Kitchen. 

Ms. Mikula gave the staff report. Police completed a background check on Peter Dalamangas in February. No issues were noted and he has not had any liquor violations. There had been a liquor violation at the address by the previous owner. Mr. Dalamangas owns several restaurants, seven which hold liquor licenses and none of the establishments have liquor violations. 

A walk through was conducted on February 28, 2024 and the number of seats on the submitted floor plan matched what was seen at the establishment. 

Upon a satisfactory interview tonight, Ms. Mikula stated, it would be appropriate to issue a Class AA liquor license to Notstimo LLC dba Nostimo Greek Kitchen located at 286 W. Rand  Road. 

Mayor Hayes asked about the other establishments and how much time Mr. Dalamangas spends at each. He stated he goes to each of them every day however, the gaming cafes he  visits twice a week. Mayor Hayes inquired about liquor violations at the other locations. Mr. Dalamangas stated that there have been incidents at these establishments such as DUI in parking lot etc. Discussion ensued and it was determined there has been no liquor violations from the establishment and no incidents of serving to a minor. 

Trustees thanked Mr. Dalamangas for coming to Arlington Heights. The Mayor asked the type of patrons that the restaurant is geared towards. Mr. Dalamangas stated he is focusing on families, fast casual. There is no bar in the restaurant. There has already been interest  in baby showers and parties so that is why he chose an AA liquor license to meet the needs of all patrons. The establishment will only be open until 11:00 pm.

Training has begun for the 15-20 employees. Any managers or those selling and serving the liquor will be or already are Bassett certified. Discussion ensued on the location of the restaurant and issues in the past. Mr. Dalamanagas stated he has freshened the restaurant  with a light décor, removed the bar and televisions. The chef of Nostimos is importing many of his ingredients directly from Greece for a high quality fast serve establishment. 

Trustee Bertucci moved, seconded by Trustee Grasse to recommend that the  Village Board of Trustees recommend to the Liquor Commissioner the issuance of a  Class AA liquor license to Nostimo LLC dba Notimo Greek Kitchen located at 286 W. Rand Road. 

The following voice vote was recorded: 

9 Ayes 0 Nays 

The motion passed.

D. ADJOURNMENT – Trustee Baldino moved, seconded by Trustee LaBedz to adjourn. The meeting adjourned at 7:36 pm.
