A. Riverside Water Treatment Plant Main Switchgear Improvements—Change Order No. 2 for Bid 22-031 ($211,356)
Objective: Replace aging electric equipment to ensure continued reliability.
Special Presentations and Reports
B. Water Intake Studies Discussion and Soil Boring Resultsfrom the “Lincoln-Lovell Saddle” in the Fox River
Water Director Nora Bertram will be discussing the differences between the Water Master Plan Interim Report developed with EEI Engineering, Inc. that was presented to the city council in September 2023 and the draft “Elgin River Intake Improvements” report commissioned in 2018 with Burns & McDonnell Engineering Company, Inc. Ms. Bertram will discuss why the Burns & McDonnell report was never finalized and how that report’s water intake analysis differs from that performed by EEI. She will also be providing supplementary information on EEI’s 2023 interim report as it relates to the draft Burns & McDonnell report.
Public Services Director Mike Pubentz and EEI geologist Tim Holdeman will be discussing the results of the soil borings taken from the “Lincoln-Lovell Saddle” in the Fox River.

C. Electric Vehicle Charging Network Expansion 2024 Project Engineering Services Agreement with Hampton, Lenzini & Renwick, Inc. for Design and Construction Oversight Services (Not to Exceed $112,585)
Objective: Provide engineering services for the electrical design and construction oversight for the city’s 2024 electric vehicle charging network expansion.
D. DuPage Street Combined Sewer Separation Project Engineering Services Agreement with HR Green, Inc. ($394,852)
Objective: Provide professional engineering design services for combined sewer separation.
E. Summit Street and Dundee Avenue Intersection Improvements—Change Order No. 1 for Bid 23-004 (No Additional Cost)
Objective: Providing additional contract time for the completion of construction work for the Summit Street and Dundee Avenue Intersection Improvements project.
F. Illinois Department of Transportation Letter of Understanding for Maintenance Obligations Associated with the US Route 20 from Grace Street to Lavoie Avenue (No Cost)
Objective: Establish the terms of maintenance responsibilities between the city and state following Illinois Department of Transportation’s improvements US Route 20 from Grace Street to Lavoie Avenue.
G. US Route 20 and Reinking Road Roundabout Project Joint Funding Agreement with the Illinois Department of Transportation (No Cost)
Objective: Establish cost sharing levels and responsibilities between the State of Illinois and City of Elgin for the construction of the US Route 20 and Reinking Road roundabout project.
H. Construction Engineering Services Agreement with Bravo Company Engineering for the US Route 20 and Reinking Road Roundabout Project ($385,276)
Objective: Provide field inspection, design interpretation and contract administration, including all required Surface Transportation Program (STP) funding documentation, along with general coordination and control of the day-to-day construction activities for the construction of the US 20 and Reinking Road Roundabout project.
I. Automated Fire Station Alerting Hardware Update with Digicom, Inc. and U.S. Digital ($163,124)
Objective: Install and replace outdated equipment that supports the operation of the fire station alerting system.
J. Kane County Child Advocacy Center Agreement for Investigating Sensitive Crimes Involving Children ($35,000)
Objective: Provide investigative and victim services for cases involving children who have been victimized by sexual or serious physical abuse.
K. All Traffic Solutions Speed Trailer and Radar Speed Signs Purchase ($28,999)
Objective: Encourage motorists to operate at safe driving speeds along with promoting public awareness through the use of mobile multiuse radar message signs.
L. SPIDR Tech, Inc. Police Department Customer Service Software Renewal ($127,876)
Objective: Renew subscription for customer service technology that utilizes custom built electronic surveys to obtain real time feedback from victims of crime or reporting parties on how they viewed their experience with the police department.
M. Professional Services Agreement with inQuest Consulting, LLC (Not to Exceed $200,000)
Objective: Continue partnership with inQuest Consulting, LLC to sustain support and expert guidance in advancing the city’s comprehensive DEI strategy.
