Village of Northbrook Board of Trustees met Oct. 30.

President Ciesla noted the public can make comments by emailing publiccomments@northbrook.il.us. Email responses must be under 200 words in length.

4) Manager’s Report 

Village Manager Cara Pavlicek reported Trustee Collison shared information for remote participation.

5) President’s Report 

President Ciesla provided a brief overview of Northbrook Courts history and development plan. The $825 million development project will greatly enhance the Village. The Village places high priority on economic development and financial support of schools.

Village Manager Cara Pavlicek stated the Village Board has held eight public meetings since the start of the year to discuss the Northbrook Court development project. She provided a brief overview of the following: application history, development plan, past meetings, and sales tax revenue generation.

Village Attorney Steve Elrod spoke on the subject property's characteristics. He provided a brief overview of the following: Planned Development Ordinance (sub-areas), development plan, estimated project cost, approval documents, affordable housing, and agenda action items. The Village will provide financing from new funds generated by the Northbrook Court property. Furthermore, the tax increment documents eliminate liability and recourse against the Village.

The applicant has agreed to pay the Village a fee-in lieu relative to the proposed land donation and affordable housing construction should the units not be built. Trustee Israel spoke in support of the development project. The project will positively impact the Village.

President Ciesla stated Trustee Collision favors the development project; will be voting in support of approval.

Trustee Ross asked if the chosen affordable housing developer will be responsible for securing financing. Mr. Elrod responded the qualified affordable housing must be able to secure financing.

Trustee Ross spoke in favor of the development project. She expressed the following concerns regarding the affordable housing proposal: clustered units, non-guaranteed financing/tax credits, and fees in lieu. Furthermore, she requested more time to discuss the affordable housing plan.

Trustee Collision concurs with Trustee Ross's comments regarding the affordable housing plan. The development will benefit the following: affordable housing stock, Northbrook community, and local schools. She thanked the developer for choosing to invest in Northbrook.

Trustee Hebl spoke in support of the development project. The development will generate great tax revenue for the Village. She noted the applicant will add green elements to the development plan and increase affordable housing.

Trustee Pepoon spoke in support of the development project. He requested the developer address the mentioned affordable housing concerns.

Trustee Ebhomielen concurs with Trustee Ross's comments regarding affordable housing. She supports rejuvenating the retail space and suggested adding language regarding the timeframe. Furthermore, she favors the development project.

Mr. Elrod clarified the assessed penalty to the applicant for failing to find a qualified affordable housing developer, that can obtain financing.

President Ciesla recognized Village staff and the Village Board for their hard work. She requested the applicant return and present on their timeline with renderings in the next month. Ben Freeman, Brookfield Properties, thanked the Village and Village Board for their partnership. He said he would schedule a presentation time with the Village Manager. The development project sets a foundation for investment in the community and will create a mixed-use destination.

With an omnibus vote, Trustee Israel made a motion to approve documents related to the termination of the 2019 Northbrook Court Redevelopment & Economic Incentive Agreement and 2019 Northbrook Court TIF District.
