Each written comment submitted on the website will be delivered to each member of the Village Board prior to the meeting but will not be read out loud at the meeting unless specifically requested. Please note that while the Village Board will not immediately respond to public comments at the meeting, or engage in a back and forth discussion during the meeting, we are of course actively listening to all comments, thoughts, and suggestions. 8. CONSENT AGENDA

The matters listed for consideration on the Consent Agenda are matters that appear to have the unanimous support of the Board of Trustees. The Village President will review, designate the resolution or ordinance number for passage and then inquire if any member of the Board or member of the public objects to any item on the Consent Agenda. If any objections are raised, the matter will be removed from the Consent Agenda and relocated to a location on this agenda for consideration during the appropriate Board Committee report. If no objection is voiced, the Village President will request a motion and second for passage of all items listed. The resultant roll call vote on the Consent Agenda will be applicable to each individual agenda item.

A. A Resolution Accepting the Utility Rate Study as Reviewed by the Public Works and Facilities Committee

The Village of Northbrook has undertaken a Utility Rate Study (URS) for the Water and Sanitary Sewer Funds to ensure the fiscal stability of these Enterprise Funds. The Public Works and Facilities Committee of the Village Board completed their review of the URS and recommended the Village Board of Trustees accept the same. The attached Resolution accepts the final draft of the URS in accordance with the Public Works and Facilities Committee's recommendation.

B. A Confirming Resolution Authorizing the Execution of an Agreement with NewGen Strategies and Solutions, LLC. of Annapolis, Maryland for a Stormwater Fund Utility Rate Study

The Village of Northbrook has completed Addendum #3 to the Master Stormwater Management Plan and to ensure adequate financial resources are available for the operations and capital investments in this fund, it is recommended the Village undertake a Utility Rate Study for the Stormwater Fund. In order to ensure work could begin as soon as possible, a contract for this work was executed by the Village Manager as the value of the work is within the Manager's purchasing authority, however staff is seeking a confirming Resolution should additional services related to this utility rate study be needed in the future.

C. A Resolution Authorizing the Purchase of LED Streetlight Fixtures from Graybar Electric Company, Inc. of St. Louis, MO

Consistent with the Climate Action Plan, new LED lights will replace 112 existing streetlight fixtures. Lights in residential areas will continue to be a "Town and Country" model while arterial roadway lights will continue to be "Cobra Head" styles. Both fixtures will conform to the Village's updated Engineering Standards and can be adjusted for brightness using a dial on the fixture.

D. An Ordinance Amending the Annual Fee Ordinance and Establishing Water and Sanitary Sewer Rates for FYS 2024-25 and 2025-26

The Village of Northbrook has undertaken a Utility Rate Study (URS) for the Water and Sewer Funds to ensure these enterprise funds were adequately financially supported. The Public Works and Facilities Committee of the Village Board completed their review of the URS and recommended the Village Board of Trustees accept the URS. The attached Resolution accepts the final draft of the URS in accordance with the Public Works and Facilities Committee's recommendation.

E. An Ordinance Providing for the Disposal of Surplus Property/Evidence The Police Department is seeking authorization pursuant to the Law Enforcement Disposition of Property Act, 765 ILCS 1030/0.01 et seq. and according to Section 2-193 of the Northbrook municipal code to dispose of surplus property and evidence that has been determined to be unclaimed.

10. PLANNING AND ECONOMIC DEVELOPMENT

A. Consideration of various actions to approve the zoning relief application of Covenant Living of Northbrook, 2625 Techny Road, Plan Commission Docket No. PCD-22-11.

As requested by the Village Board on September 12, 2023 at the Committee of the Whole meeting, the following actions have been prepared to approve the application of Covenant Living for construction of three, 3-story residential buildings, totaling 36 units, replacing one 24-unit single-story residential building on the northeast side of the property with frontage on Techny Road and the relocate an above-ground stream onto residential lots owned by Covenant Living on the east side of Mayapple Lane.

iii. Covenant Living - Ordinance Amending PUD, Granting Special Permit, Variations and Site Plan Approval

iv. Covenant Living-Resolution Approving Final Plat of Subdivision

B. Preliminary Review of Zoning Request at 3100 Dundee Road

This is a preliminary review of an application of an application for zoning relief at 3100 Dundee Road for a Zoning Code Text Amendment or Rezoning of a portion of the property to allow medical office uses as a permitted use instead of the current conditional/special permit use. The Preliminary Review by the Village Board is a high level review of the concept and provides for the Village Board to provide non-binding comments on a proposal prior to submitting to the Village a detailed application.

A. A Resolution Authorizing the Execution of a Sub-Lease Agreement for the Grind Cafe at the Metra Train Station with Charlie E. Bliss of Park Ridge, Illinois

The Village of Northbrook and the Sub-Lessee of space at the Metra Train Station desire to enter into a new lease with revised terms and conditions as well as a reduced rent at the request of the Charlie E. Bliss (Sub-Lessee).
