City of Elgin Committee of the Whole met June 28.

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Good, Martinez, Ortiz, Powell, Steffen, Thoren, and Mayor Kaptain. Absent: Councilmembers Dixon and Rauschenberger.
Approval of Minutes
Councilmember Good made a motion, seconded by Councilmember Martinez, to approve the minutes of the June 14, 2023 regular meeting. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Renewal of a Property Insurance Program for the Period July 1, 2023 through June 30, 2024
A resolution was presented at the Council meeting for adoption to protect the city’s financial resources and provide business interruption insurance. It was noted there was a further reduction to the cost for the insurance program.
Sikich, LLC Audit Presentation
Sikich, LLP, Director Tom Siwicki presented the city of Elgin’s 2022 Annual Consolidated Financial Report. He provided a high level overview and noted the unmodified auditor opinion.
Continued Discussion on Project Timeline for New Trash Collection, Recycling Pickup and Organics Composting Contract Beginning in January 2025
Aaron Neal, Public Works Director, and Jennifer Phillips, Neighborhood Services Director, reviewed the questions in the updated survey to collect resident feedback on current and future uses of curbside waste, recycling, and organics collection. They provided an updated timeline for the survey to be available and when the data would be returned. This data will guide the creation of the request for proposals for trash collection, recycling pickup, and organics composting contract to begin in January 2025.
There was discussion regarding the survey questions, how long the survey would be available, and who would be receive the survey.

Councilmember Good made a motion, seconded by Councilmember Powell, to adjourn the City Council meeting. Upon a roll call vote: Yeas: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Reconvene
Councilmember Steffen made a motion, seconded by Councilmember Good, to reconvene the Committee of the Whole meeting. Upon a roll call vote: Yeas: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Approve Agreement with Fly by Chicago to Provide a Drone Show as Part of the End of Summer Bash
Councilmember Powell made a motion, seconded by Councilmember Good, to enter into an agreement with Fly by Chicago for services at Festival Park on August 19, 2023 for an amount not to exceed $40,000 to provide Elgin residents and visitors with the city’s first drone show during the “End of Summer Bash.” Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Amendment No. 3 to Engineering Services Agreement with Strand Associates, Inc. for Treatment Facility Engineering Projects
Councilmember Steffen made a motion, seconded by Councilmember Good, to approve Amendment No. 3 to the agreement with Strand Associates, Inc. in the amount of $18,000 for engineering services needed to evaluate, design and provide construction services related to facility improvements at various utility department facilities including the Leo Nelson Riverside and Airlite Water Treatment Plants. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz, Powell, Steffen, Thoren, and Mayor Kaptain. Nays: None.
Review of City Council Rules of Procedure
There was a review of the city council rules of procedure as required by ordinance. The staff had a suggestion to add a public comment section to Committee of the Whole agendas. The consensus of the city council was to add the public comment section.
There was discussion regarding how councilmembers are appointed to and interact with boards and commissions.
Announcements from Council
Councilmember Powell wished everyone a happy and safe 4th of July. She urged everyone to leave the fireworks to the professionals and also congratulated the organizers of the Juneteenth event.
Councilmember Thoren noted there were yard signs available regarding fireworks. Councilmember Martinez thanked everyone involved in the recent Pride parade.
Councilmember Steffen announced the bike race in NENA on July 28, 2023 from 11:00 a.m. to 8:00 p.m.
Mayor Kaptain wished all a safe 4th of July and encouraged everyone to participate in the various events being held that day.
