3. COMMUNITY PLANNING REPORT
Michaela Kohlstedt, Deputy Director reported the Village Board adopted a resolution approving a non binding Pre-Development Agreement for Northbrook Court; and the preliminary review will be considered by the Board on June 13, 2023. The Board approved the zoning code text amendment and special permit for a multi-colored electronic message board display at St. Norbert’s & Our Lady of the Brook. Furthermore, the Board conducted a preliminary review for Vasa Fitness, which was well received. To note, the applicant filed a formal application, which will be considered by the Plan Commission this Summer. She confirmed Commissioners who have not received paperwork can continue serving their term.

A. DOCKET NO. PCD-22-12: 2600 DUNDEE & 759 GREENWOOD ROAD - FIVE LOT SUBDIVISION (Second Public Hearing). An application filed by American LLC as owners of 2600 Dundee Road & 759 Greenwood Road, for the purpose of authorizing the following zoning relief: (A) Rezoning from R-3 Single Family Residential to R-5 Single Family Residential District; (B) Combined Tentative and Final Plat of Subdivision approval for a five-lot subdivision; and (C) Approval of any other such variations, waivers, and zoning relief as may be necessary.
Commissioner Walden made a motion to waive staff’s presentation; seconded by Commissioner Halperin. On roll call vote, all were in favor. (6 Yes Votes, 0 No Votes)
Victor Melnikov, Architect with Studio Incorporated, 910 Oak Town Evanston, provided a brief overview of the site plan modifications: increased buffering around the detention area, beautified the landscape design (70 plant species), and submitted new worksheets. Commissioner Halperin made a motion to close the public hearing; seconded by Commissioner Walden. On roll call vote, all were in favor. (6 Yes Votes, 0 No Votes)
Commissioner Sandler stated he is prepared to vote on the application.
Commissioner Melnick made a motion to approve a resolution for Docket No. PCD-22-12, as prepared and submitted by staff; seconded by Commissioner Halperin. On roll call vote, all were in favor. (6 Yes Votes, 0 No Votes)

A. Zoning Code Rewrite Update
Michaela Kohlstedt, Deputy Director discussed the Zoning Code rewrite project. She provided a brief overview of the following: project timeline, community outreach, online resources, survey (deadline June 9, 2023), missing middle housing, landscaping, signs, and sustainable initiatives. The consultants are requesting feedback from the Plan Commission. The goal is to evaluate zoning districts to determine if modifications are needed.
The Commission recommended the consultants consider the following:
∙ Affordable housing for tiny homes and duplex's
∙ Codifying sustainable items
∙ Special permit standards
∙ Community outreach requirements
∙ Comprehensive Plan process
∙ Loading dock & parking stall dimensions/sizes
∙ Maximum number of parking stalls
∙ Restrictive signage
∙ Conditional standards
∙ Building height standards
∙ Link standards (two buildings on one lot)
∙ Glare lighting
∙ Adding picture illustrations
∙ Vacant incentives
