City of Elgin Committee of the Whole met April 26.

Here are the minutes provided by the committee:

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Absent: None.

Approval of Minutes

Councilmember Shaw made a motion, seconded by Councilmember Good, to approve the minutes of the April 12, 2023 regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Thoren, and Mayor Kaptain. Nays:

None. Councilmember Steffen abstained.

Intergovernmental Agreement Between the City of Elgin and the Illinois Department of Transportation for Costs Associated with Various Improvements at Illinois Route 31 and US Route 20 and Authorization of Conveyance of Right-of-Way

A resolution was presented at the Council meeting for adoption by the City Council to improve and upgrade city-owned facilities near the intersection of Illinois Route 31 and US Route 20 in conjunction with the Illinois Department of Transportation US Route 20 at Illinois Route 31 bridge replacement, channelization and ADA Improvements project.

Poplar Creek Flood Mitigation Master Plan

Ron Rudd, City Engineer, presented information regarding the proposed update to FEMA maps as it related to the Popular Creek Flood plain. HR Green reviewed the watershed to find ways to mitigate the floodplain impact. They recommended widening the creek channels at certain chokepoints. The locations identified were Villa Street and Bluff City Boulevard, Raymond Street bypass and Route 25. The proposed phases to improve the flood plain were outlined. There was discussion regarding notifying the impacted properties, and the scope of each of the phases.

Councilmember Shaw made a motion, seconded by Councilmember Good, to authorize staff to obtain a proposal for an engineering services agreement from HR Green to conduct preliminary engineering to define the feasibility and costs for preparing grant applications for “Poplar Creek Master Plan” floodplain mitigations. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Agreement with Mad Bombers Fireworks Production for the 2023 Fourth of July Fireworks Event

Councilmember Powell made a motion, seconded by Councilmember Gavin, to award an agreement to Mad Bombers Fireworks Productions for an amount not to exceed $48,000 to provide Fourth of July fireworks display for Elgin residents and visitors for the annual Fourth of July event. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None. Agreement with Mad Bombers Fireworks Production for the 2023 “Canta con Orgullo” (“Sing with Pride”) Event Councilmember Dixon made a motion, seconded by Councilmember Steffen, to award an agreement to Mad Bombers Fireworks Productions for an amount not to exceed $42,500 to provide a fireworks display for Elgin residents and visitors during the “Canta con Orgullo” event. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: Councilmember Shaw.

Approval of Master Agreement with the Mutual Box Alarm System (MABAS)

Councilmember Dixon made a motion, seconded by Councilmember Steffen, to authorize an agreement with the Mutual Box Alarm System (MABAS) organization to comply with and be part of a master agreement for mutual aid within Illinois. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Public Roadway Expansion Easement from Commonwealth Edison Company to Widen and Improve the Shales Parkway and Sheldon Drive Intersection

Councilmember Good made a motion, seconded by Councilmember Steffen, to approve the public roadway expansion easement from Commonwealth Edison Company enabling the developer of the new industrial building at 1451 Sheldon Drive to widen and make other required improvements to the intersection of Shales Parkway and Sheldon Drive. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Economic Development Grant for the Haight at 166 Symphony Way

Councilmember Powell made a motion, seconded by Councilmember Rauschenberger, to approve awarding Central Area TIF funds to The Haight in the amount of $35,455 to provide financial assistance toward the replacement of an antiquated elevator at a downtown business. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: Councilmember Shaw. 

Amend the City’s Liquor Code to Add a License Classification for Brew Pubs 

Councilmember Powell made a motion, seconded by Councilmember Steffen, to approve moving forward with an ordinance amending the city’s liquor code to add a license classification for brew pubs and microbreweries. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

Announcements from Council

Councilmember Thoren congratulated the councilmembers that were elected in April.

Councilmember Martinez noted that the self-guided tour of the Open Elgin program was being held on April 29, 2023 and a map could be downloaded.

Councilmember Powell invited all to attend the Bethlehem Lutheran Church’s Strawberry Fest being held on May 6, 2023.

Councilmember Rauschenberger reminded residents about the Earth Summit sponsored by the Sustainability Commission being held on April 29, 2023 at Elgin Community College in Building E.

Mayor Kaptain announced the Mayors Awards being held on May 2, 2023 at Frida’s Party Room on Highland Avenue.

Councilmember Shaw made a motion, seconded by Councilmember Good, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez, Powell, Rauschenberger, Shaw, Steffen, Thoren, and Mayor Kaptain. Nays: None.

The meeting adjourned at 6:59 p.m.
