Here are the minutes provided by the board:

CALL TO ORDER Mayor McCombie called the meeting to order at 7:01 p.m.

ROLL CALL

Village Clerk Zierk called the roll, and a quorum was noted present.

Officials Present: President Paula McCombie

Trustees: Joseph Abbate, Stephen Guranovich, Dr. Hina Patel, Dr. Anthony Stagno

Absent: Edgar Alvarado

Staff Present: Director of Finance Tanya Walker, Chief of Police Thomas Roman, Building Officer Mike Moreland, Moreland, Village Engineer Engineer Natalie Karney, Executive Assistant/Deputy Clerk Ashley Hrynko

Others Present: Village Attorney, James Vasselli

President McCombie led the Pledge of Allegiance.

APPROVAL OF MINUTES

Trustee Guranovich made a motion to approve the minutes of the Regular Board Meeting of March 9, 2023 and the Special Village Board Meeting of March 22, 2023. Trustee Stagno seconded the motion. Motion carried by unanimous voice vote.

WARRANTS AND VILLAGE FINANCIAL STATEMENTS

Trustee Panchal made a motion to approve Warrant Run #1 for $90,939.48. Trustee Stagno seconded the motion. Roll Call: Trustee Abbate-Aye, Trustee Alvarado-Absent, Trustee Guranovich-Aye, Trustee Patel-Aye, Trustee Stagno-Ayes. Ayes-5, Nays-0, Absent-1. Motion carried.

Trustee Abbate made a motion to approve Warrant Run #2 for $304,479.80. Trustee Panchal seconded the motion. Roll Call: Trustee Abbate-Aye, Trustee Alvarado-Absent, Trustee Guranovich-Aye, Trustee Patel-Aye, Trustee Stagno-Ayes. Ayes-5, Nays-0, Absent-1. Motion carried.

Trustee Stagno made a motion to approve the Statement of Revenues and Expenditures as of March 31, 2023. Trustee Guranovich seconded the motion. All in favor. Motion carried.

Trustee Patel made a motion to approve the Detailed Balance Sheet as of March 31, 2023. Trustee Panchal seconded the motion. All in favor. Motion carried.

PUBLIC COMMENTS / QUESTIONS

Mayor's Report: Mayor McCombie reviewed the following items:

Working on the preliminary engineering and feasibility regarding bringing Lake Michigan water to the Village

Working on the engineering and feasibility regarding bike paths and a grant to share the costs Investigation regarding the December 8, 2022 server crash

Advertising agency to be shooting and interviewing during the month of May

Received invitation to Mayor McCloud swearing in, in Hoffman Estates April 22

Discussed the foul odor occurred earlier in the week, resulting in resident complaints

Provided an update on Trustee Alvarado's health

Mayor McCombie invited members of the public to address the Board. Hearing none, the meeting proceeded with the published agenda items.

Oath of Office

The Mayor swore in Officer Gregory Parkhill to the Village of South Barrington Police Department.

There was a short recess to welcome Officer Parkhill.

BACOG Monthly Report: A Director's Report was included in the Packet.

SWANCC There was no report.

COMMITTEE REPORTS Building & Zoning Committee:

Approval of Resolution Authorizing and Approving a Memorandum of Understanding By and Between Sundance SB, LLC and The Village of South Barrington, County of Cook. State of Illinois: Trustee Abbate made a motion to approve a Memorandum of Understanding By and Between Sundance SB, LLC and The Village of South Barrington, County of Cook, State of Illinois. Trustee Stagno seconded the motion. Roll Call: Trustee Abbate-Aye, Trustee Alvarado-Absent, Trustee Guranovich-Aye, Trustee Panchal Aye, Trustee Patel-Aye, Trustee Stagno-Aye. Emergency Management Committee: Trustee Patel reported there was no meeting in April. There were no agenda items to consider for the Village Board.

Finance Committee: Trustee Stagno gave a report on the April meeting. There were several agenda items regarding insurance for the village.

Legal & Human Resource Committee: Trustee Stagno advised the next meeting was after the Board Meeting.

Public Safety Committee: Trustee Abbate gave a brief report and referred to the newspaper article regarding the approval of an additional Flock camera.

Trustee Stagno seconded the referral. All in favor. Motion carried.

Police Commission: Police Chief Roman gave an update regarding interviews and testing for police officer applicants.

STAFF REPORTS

Building Officer: Mike Moreland submitted a report and gave a brief review regarding new permits issued. There were no agenda items.

Village Engineer: Natalie Karney submitted a report and gave a brief review regarding meeting with a developer and erosion control measures. There were no agenda items.

Chief of Police: Thomas Roman submitted a report and gave a brief review regarding recent police activity. There were no agenda items.

Village Clerk: No report. There were no agenda items.

Village Administrator: Robert Palmer gave a brief report regarding the Tree City application, village Tree Program, and covered bridge repairs.

EXECUTIVE SESSION

No Executive Session was held.

There being no further business, Trustee Guranovich made a motion to adjourn the meeting at 8:29 p.m. Trustee Stagno seconded the motion. All in favor. Motion carried.
