City of Elgin Cultural Arts Commission Feb. 13

Here are the minutes provided by the commission:

A. Call to Order: 6:00pm

B. Roll Call:

a. Commissioners Syrris, Rende, Einterz, Kearney, Novelli, Ado-Brako present. Staff Harris and Wilhelmi present. Chairwoman Rehberg present.

C. Citizen’s Forum:

a. Karin Jones present.

b. Erin Rehberg, Side Street Studio Arts- 2022 Organizational Grant Final Report

i. The grant term spanned the year of 2022 to support a full year of free arts education for young people. More than 2,000 youth participated with more than 50 professional artists involved. Weekly classes and full summer programming was brought back in 2022 with all classes full and had a waitlist. East Side Neighborhood Garden, Western Illinois University, and field trips to area galleries and theaters were all successful. This expansion was further enabled by other funding partnerships. The programs are continuing in 2023.

D. Staff Report:

a. Financial Report:

i. Grants are approved and ready for final approval on February 22, 2023.

b. Hemmens:

i. South side pavers have been completed.

ii. Renovation continues to move forward.

iii. Talent competitions are going on now.

iv. Elgin Summer Theatre will be FAME with Up and Coming Theatre Company this summer.

c. Elgin Art Showcase:

i. Tech training for the renters will be scheduled soon.

d. Approval of January 2023 Minutes:

i. Motion to approve the January minutes by Commissioner Syrris. Seconded by Commissioner Einterz. Approved by a vote of 7-0-1 with Commissioner Kearney abstaining.

E. Old Business

a. 2023 ECAC Projects:

i. Making Space:

1. Looking at the premiere in April at the Gail Borden Library

ii. Artist Workshops:

1. Schedule is being finalized now with a new topic each month, beginning in February and ending in November. These are all open to the public and free and will take place all over Elgin.

iii. U46 TalentFest:

1. March 7th at the Hemmens.

iv. Elgin Fringe Festival:

1. Winter Fringe was a success in January at the Elgin Public House with 2 of the 3 shows being sold out.

2. The festival application is now live for submissions. Applications are coming in now.

3. The Elgin Group will be in this year again and is already seeing submissions.

4. Kathryn Eli will be designing the poster.

F. New Business:

a. Arts and Events Community Survey:

i. More than 600 responses were received.

ii. Final results will be shared soon.

b. Arts and Economic Prosperity 6 Study Update:

i. Surveys are still coming in. More participation is needed.

c. Public Art Proposals:

i. The direction is to move forward with up to 2 murals in the Centre of Elgin’s parking deck.

G. Other New Business

a. None brought.

H. Adjournment: 7:20

a. Motion to approve by Commissioner Kearney. Seconded by Rende. Approved by a vote of 8-0.
