Christmas trees and wreaths, free of decorations, can be placed at the parkway for pick up on your scheduled collection day throughout January.
The Village Hall will be closed next Monday, January 16, in honor of Martin Luther King, Jr.; however, the regularly scheduled Village Council Meeting will take place at 7:00 PM, January 16, in the Council Chambers.

1. Consider a Motion to Approve the Temporary Closure of Public Streets and Waiver of Fees All Related to the Jaycees' Proposed 2023 Hometown Fest - Approved by Voice Vote (Council District: Six)
Village Manager Reid Ottesen presented the Palatine Jaycees plan for their annual Hometown Fest from Friday, June 30 - Tuesday, July 4, 2023:
• Friday June 30: 5 PM - 10 PM (Special Needs Carnival from 3 - 5 PM)
• Saturday July 1: Noon - Midnight (Parade at 11 AM)
• Sunday July 2: Noon - 10 PM
• Monday July 3: 3 PM - Midnight (Fireworks at 9:30 PM)
• Tuesday July 4: Noon - 5 PM
with requests for:
1) Waiver of fees for Village services, permits, and licenses;
2) Temporary closure of Wood Street, between Mozart Street and Oak Street, from Monday, June 26 - Wednesday, July 5 for the carnival (this approval would be subject to access being maintained to the Village Hall and Park District facilities throughout the event);
3) Setup will begin Thursday, June 29 and tear down will start Tuesday afternoon on July 4th and conclude on Wednesday, July 5th; and
4) Temporary closure of streets on July 1st for the parade. Any requested overnight security from the Palatine Police Department will be billed and paid for by the Jaycees. The hours were approved by the Palatine Park District on December 13, 2022
Ottesen recommends approval of the Palatine Jaycees Hometown Fest, but recommends Jaycees conduct overnight surveillance or hire independent contractors. Palatine police security overnight will be billed.
Zack Kulig and Andrew Namowicz presented details of Hometown Fest 2023. In response to Councilman Lamerand regarding the 2022 MC's political comments, they stated last year's MC has been replaced and barred from any microphone. This has been handled internally.

1. Consider an Ordinance Granting a Variation to Permit an Accessory Structure to be 770 Square Feet, Instead of the Maximum Permitted 700 Square Feet, at 126 N. Elmwood Avenue - Motion Carried by Voice Vote (Council District: Six)
Planning & Zoning Director Ben Vyverberg presented a proposal to expand an existing detached garage to 770 square feet (700' maximum allowed) for truck parking at 126 N. Elmwood. It complies with setback, bulk, building and lot overage code. The ZBA voted unanimously to recommend approval and staff concurs.

Planning & Zoning Director Ben Vyverberg presented the Petitioner's request for a Variation to permit a fence set back 0 feet from the side property line abutting a street (minimum required 5 feet); and a Variation not to install the required landscaping between the fence and the lot line abutting a public street. As directed, petitioner has removed some of the existing parkway landscaping to eliminate line of sight concerns for pedestrians. The ZBA voted unanimously to recommend approval of the variations and staff concurs.
In response to Councilman Myslinski, Village Manager Reid Ottesen clarified that there are five feet between the sidewalk and the property line.

Planning & Zoning Director Ben Vyverberg presented the resident's proposal to construct a one-story screened-in porch in their rear yard, set back 36 feet (minimum 40'). Building and lot coverage are within code. The ZBA voted unanimously to recommend approval of the Special Use and staff concurs.
