City of Elgin Planning & Zoning Commission met Nov. 7.

Here are the minutes provided by the commission:

The regular meeting of the Planning & Zoning Commission was called to order at 7:00 p.m. in the City Council Chambers by Chairman Cox in the City Council Chambers, 2nd Floor North Tower, 150 Dexter Court, Elgin, IL, 60120.

Members Present: Nancy Abuali, Alejandro Lopez, Karin Jones, Steven Migala, Berto Valdez, Jordan Wildermuth, and Chairman Cox.

Members Absent: None.

Staff Present: Damir Latinovic, Senior Planner.

APPROVAL OF MINUTES:

Motion made by Commissioner Migala to approve the minutes of October 3, 2022, as submitted.

The motion was seconded by Commissioner Jones.

The motion passed 6-0-1. (Abstain: Valdez)

Chairman Cox stated that Petitions 57-21 and 58-21 for Gifford's Crossing, a 44-unit townhome development at 36W380 Big Timber Road that was originally scheduled to be on tonight's agenda has been removed from the agenda, at applicant's request. The applicant has requested additional time to revise the plans and documents and expects to resubmit the documents in time for the February 2023 Planning and Zoning Commission meeting. Chairman Cox stated that if and when the project is again scheduled for the public hearing at the Planning and Zoning Commission meeting, all required legal notices will again be provided, including but not limited to the posting of the zoning sign on the property and mailing of the neighborhood notices to surrounding property owners.

Oath Administered: The court reporter administered the oath to all persons desiring to testify.

PETITION TO BE CONSIDERED:

Consideration of Petitions 41-22 & 42-22

Requesting a map amendment from Cl Commercial Industrial District to GI General Industrial District and a conditional use to establish an adult-use cannabis craft grower at the property commonly referred to as 450 Shepard Drive, by Grand Legacy Group LLC, as applicant, and Elgin Properties LLC, as property owner.

No objectors were present.

Commissioner Abuali moved to recommend that City Council approve Petitions 41-22 & 42-22, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Valdez seconded the motion, which was adopted 7-0.

OTHER BUSINESS:

2023 Meeting Schedule

Motion to approve the proposed 2023 Planning & Zoning Commission meeting schedule was made by Commissioner Jones.

The motion was seconded by Commissioner Lopez.

The motion passed unanimously.

PENDING DEVELOPMENT APPLICATIONS:

Mr. Latinovic gave a summary of pending applications.

ADJOURNMENT:

Motion to adjourn was made by Commissioner Lopez.

The motion was seconded by Commissioner Wildermuth.

The motion passed unanimously.

The meeting of the Planning & Zoning Commission was adjourned at 7:40 p.m.
