City of Elgin Planning & Zoning Commission met July 11.

The regular meeting of the Planning & Zoning Commission was called to order at 7:00 p.m. in the City Council Chambers by Chairman Cox in the City Council Chambers, 2nd Floor North Tower, 150 Dexter Court, Elgin, IL, 60120.
Members Present: Nancy Abuali, Karin Jones, Steven Migala, Berto Valdez, and Chairman Cox.
Members Absent: Alejandro Lopez, and Jordan Wildermuth.
Staff Present: Damir Latinovic, Senior Planner.
APPROVAL OF MINUTES: Motion made by Commissioner Abuali to approve the minutes of June 6, 2022, as submitted.
The motion was seconded by Commissioner Jones. The motion passed 4-0-1. (Abstain: Migala)
Oath Administered: The court reporter administered the oath to all persons desiring to testify.
PRELIMINARY & FINAL PLAT - PETITION TO BE CONSIDERED:
Consideration of Petition 29-22 Requesting approval of a preliminary and final plat of subdivision, and resubdivision of an approximately 10-acre vacant property into three lots of records at the intersection of Capital Street and Mason Road. The properties are located west of Randall Road and south of 1-90 Tollway. Addresses known as 2530 Mason Road, 1755 Capital Street, 1765 Capital Street, 1775 Capital Street by ABCP Investments, LLC as owner and applicant.
No objectors were present.
Commissioner Migala moved to recommend that City Council approve Petition 29-22, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Valdez seconded the motion, which was adopted 5-0.
Consideration of Petition 19-22 Requesting a conditional use to permit accessory package liquor sales as part of the proposed convenience food store at the property commonly referred to as 526 Dundee Avenue, Suite B, by Maria Zavala, as applicant, and Maria Zavala and Eduardo Guerrero, as property owners
No objectors were present.
Commissioner Abuali moved to recommend that City Council approve Petition 19-22, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Jones seconded the motion, which was adopted 5-0.
Consideration of Petition 25-22
a conditional use to establish a commercial event space for activities pertaining to the assembly of people at the property commonly referred to as 28 Tyler Creek Plaza, by Gilberto Conejo as applicant, and J7J Covina Center LLC, as property owner.
Per applicant's request, and staff's recommendation, Commissioner Jones made a motion to continue Petition 25-22, to the next regularly scheduled Planning and Zoning Commission meeting on August 1, 2022, at 7 pm.
Commissioner Migala seconded the motion, which was approved 5-0.
Consideration of Petition 37-21 Requesting approval of a planned development as a conditional use with departures from the Elgin Municipal Code requirements for a fence, the maximum number of wall graphics, and any other departures as may be necessary or desirable, to allow the construction of a 12-foot-high solid fence and the installation of a third wall graphic for Old Republic Kitchen and Bar restaurant at the property commonly referred to as 155 S. Randall Road, by OR1, Inc - Nick Smith, as applicant, and Castle Investment Properties, LLC, as property owner.
No objectors were present.
Commissioner Migala moved to recommend that City Council approve Petition 37-21, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Abuali seconded the motion, which was adopted 5-0.
Consideration of Petitions 23-22, 24-22 & 30-2 Requesting approval of a preliminary and final plat of subdivision, conditional use for two residential care facilities, and planned development as a map amendment, with departures from the Elgin Municipal Code requirements for the number of parking spaces, building street yard setback, canopy street yard and interior yard setbacks, vehicle use area interior yard setbacks, maximum sign surface area for wall graphics, state license requirement for a residential care facility, and any other departures as may be necessary or desirable to construct one two-story permanent supportive living facility with 24 units, one three-story permanent supportive living facility with 50 units, and a two-story office building for a community resource center, all at the Cronin, as applicant, and property commonly referred to as 695 S. State Street, by John Association for Individual Development (AID), as property owner.
Several persons from the audience spoke regarding the petition.
Commissioner Abuali moved to recommend that City Council approve Petitions 23-22, 24-22 & 30-22, subject to the conditions outlined within the staff report; and to adopt as the findings of the Commission, the documents and conditions provided within such staff report. Commissioner Valdez seconded the motion, which was adopted 5-0.
OTHER BUSINESS: None.
PENDING DEVELOPMENT APPLICATIONS: Mr. Latinovic gave a summary of pending applications.
ADJOURNMENT: Motion to adjourn was made by Commissioner Migala. The motion was seconded by Commissioner Jones. The motion passed unanimously.
