Village of Streamwood President and Board of Trustees met April 21.

CALL TO ORDER:

President Roth called the meeting to order at 7:07 pm.

P-22-001 Police Swearing-in – Officer Gustavo Lopez

VILLAGE MANAGER’S REPORT:

Village Manager Sharon Caddigan noted the County Clerk’s Office has mailed new voter registration cards and should be reviewed for redistricting changes. Ms. Caddigan mentioned there will be significant levels of road construction throughout the road improvement season. Work has begun on Irving Park west of Route 59 and work will begin on Monday on Bartlett and Irving Park Roads. Resurfacing work is expected to start on Schaumburg Road.

APPROVAL OF AGENDA:

Request the Board approve the April 21, 2022 Agenda as presented. Trustee Harper moved for approval. Trustee Haque seconded the motion. A voice vote approved the Agenda as presented.

APPROVAL OF THE MINUTES:

Request the Board approve the Minutes of the Regular Board Meeting of April 7, 2022 as presented. Trustee Baumer moved for approval. Trustee Thon seconded the motion. A voice vote approved the Minutes as presented.

COMMUNITY DEVELOPMENT – Trustee Thon/Trustee Baumer

A-22-049 Resolution – Fireworks Contract – Mad Bomber

Request the Board approve a Resolution entitled “A RESOLUTION APPROVING AND AUTHORIZING THE VILLAGE PRESIDENT TO EXECUTE ON BEHALF OF THE VILLAGE, AND AUTHORIZING THE VILLAGE CLERK TO ATTEST TO, A CERTAIN AGREEMENT WITH DAN MILLER AND MAD BOMBER FIREWORKS PRODUCTIONS.” This Resolution approves a contract for the Village’s annual 4th of July fireworks show at a cost not to exceed $30,000.

Trustee Thon presented the Resolution and moved for approval. Trustee Haque seconded the motion. Fire Chief Chris Clark stated fireworks vendor Mad Bomber has provided a fireworks display for the Village’s Independence Day celebration several times in previous years. Due to COVID, the last time the Village had 4th of July fireworks was in 2019. Since then, several vendors have left the fireworks industry and there have been significant price increases, particularly in fireworks shipping. Mad Bomber still provides a competitive price for their display and Staff recommends in favor of the Resolution and contract. ROLL CALL:

P-22-002 Proclamation – April 29, 2022, Arbor Day

This Proclamation recognizes Friday, April 29, 2022, as Arbor Day and celebrates the Village’s recognition as a Tree City USA for the 30th consecutive year.

A-22-050 Motion – Approval of Semi-Monthly Expenditures

Request the Board approve the semi-monthly expenditures in the amount of $1,533,683.92 which represents the total of the schedule of bills dated April 21, 2022.

General Fund $ 491,602.98

Wetland Special Service Areas 74.63

Special Tax Allocation Fund 2,450.00

Street Improvement Fund 59,589.43

Facilities Replacement Fund 310,272.00

Water and Sewer Fund 652,298.47

COMMUNITY AFFAIRS – Trustee Cecille/Trustee Haque

I-22-001 Information Item – SEED Event

On Saturday, April 30, from 10:00 am to 2:00 pm, the Natural Resource Conservancy Commission is hosting its annual event – Streamwood Environmental Education Day – at the Streamwood Police Department and in the parking lot behind Village Hall. Representatives from various groups will provide information on gardening, water quality and conservation, native plantings, recycling, and energy conservation, with free giveaways. During this event, the Commission is also offering e-waste collections, prescription drug drop-off and paper shredding. There is no cost to attend this event.

A-22-051 Resolution – Low Bid 2022 Resurfacing Program – Plote Construction

Request the Board approve a Resolution entitled “A RESOLUTION ACCEPTING THE LOW BID, APPROVING AND AUTHORIZING THE VILLAGE PRESIDENT TO EXECUTE ON BEHALF OF THE VILLAGE AND AUTHORIZING THE VILLAGE CLERK TO ATTEST TO A CERTAIN CONTRACT WITH PLOTE CONSTRUCTION, INC. FOR ROADWAY MAINTENANCE, RESURFACING, SIDEWALK, CURB, GUTTER AND DRIVEWAY REPAIRS.” This Resolution approves a contract with Plote Construction, Inc. for 2022 roadway maintenance.

Trustee Harper presented the Resolution and moved for approval. Trustee Haque seconded the motion. Public Works Director Matt Mann stated six bids were received and Plote Construction was the qualified low bid for the resurfacing. Plote is IDOT pre-qualified and has performed satisfactorily on similar Village projects in the past. The estimated cost is $1,290,000.84. ROLL CALL:

A-22-052 Resolution – Professional Services Agreement – Phase III Engineering – HR Green

Request the Board approve a Resolution entitled “A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF A PROFESSIONAL ENGINEERING SERVICES AGREEMENT WITH HR GREEN, INC. TO PROVIDE PHASE 3 CONSTRUCTION ENGINEERING SERVICES FOR WORK ON THE 2022 VILLAGE OF STREAMWOOD STREET PROGRAM.” This Resolution approves a Professional Engineering Services Agreement with HR Green for Phase III professional construction engineering services for the 2022 Village of Streamwood Street Program.

Trustee Harper presented the Resolution and moved for approval. Trustee Thon seconded the motion. Public Works Director Matt Mann stated HR Green has performed very well for the Village in the recent past. HR Green is well qualified; they have personnel available and can provide help on a part-time basis as needed. ROLL CALL:

PUBLIC COMMENTS:

Katy Dolan Baumer, Blood Commissioner expressed her appreciation for her commission award.

Dan, East Ave., expressed his appreciation for the Village Public Works Department keeping the roads maintained and cleared in winter.

Jim, Surrey Woods HOA, also expressed his appreciation for Public Works and Community Development.

Gerhard Richter, Surrey Woods, expressed concerns regarding Groot Industries.

ADJOURNMENT:

Trustee Harper moved to adjourn. Trustee Thon seconded the motion. A voice vote approved the adjournment. The Village Board adjourned their meeting at 7:42 p.m.
