Village of Palatine Fire and Police Commission met May 4.

Here are the minutes provided by the commission:

I. CALL TO ORDER

Commissioner Nallen called the meeting to order at 2:58 PM.

ROLL CALL

Present: Commissioners Jim Hader, Dan Nallen, Bob Falardeau, Bill Rossi and Geno Nowak.

Also Present: Fire Chief Pat Gratzianna, Deputy Fire Chiefs Anthony Lavacchi and Scott Mackeben, Police Chief Dave Daigle, Deputy Police Chiefs Bill Nord and Bryce Baker, Director of Human Resources Pam Jackson.

II. NOMINATION AND ELECTION OF OFFICERS

Commissioner Falardeau nominated Dan Nallen for the position of Chairman. Commissioner Hader seconded. A roll call vote was taken. Commissioner Nallen abstained, all other members voted affirmatively.

Commissioner Falardeau nominated Jim Hader for the position of Secretary and Commissioner Rossi seconded. A roll call vote was taken and all members voted “aye”. The motion carried unanimously.

III. FIRE DEPARTMENT STATUS UPDATE

A. Hiring Update

Chief Gratzianna gave a status update on hires in 2022. Six new Firefighters were hired since December 2021 including Sandquist, Madrigal, Boyd, Graf, Turner, Carnes.

B. Status of Current Candidate List

Chief Gratzianna gave an update on the candidate list. Twenty (20) of the forty-one (41) candidates on the list were interviewed and passed. Of the twenty eligible, three remain available. It is likely that the Commission will need to perform additional interviews in late summer for the second half of the list.

C. 2022 Retirements

The department had three recent retirements since the November meeting (Lindgren, Piasecki, Steier), and one is pending for June (Bednarek). There are two other pending resignations.

IV. POLICE DEPARTMENT STATUS UPDATE

A. Update on Staffing

Chief Daigle gave an update on staffing. The most recent Eligibility List is exhausted. The department is authorized to hire 107 Officers. The following four retirements are pending (Hall, Rago, Ferraro and Bahn). Three new officers are in field training. The department has five spots reserved at the upcoming September 12 police academy.

Six officers are out on FMLA. Deputy Chief Baker provided results for the current testing process. Forty candidates successfully completed the test, and twelve more are scheduled. With the process open until May 31, it is expected this year’s candidate list will meet or exceed the 2021 list of 56 candidates.

B. Discussion of Weighted Test Scoring

Commissioners discussed Commissioner Rossi’s proposal for new questions and a weighting of those 22 questions to reach a total score of 100 points. Each question would then be scored between 1-10. Commissioner Nallen motioned to adopt the new weighting. Commissioner Falardeau seconded. Motion carried unanimously.

VIII. NEXT MEETING

The next meeting, which will be a special meeting to conduct the physical testing for the Entry Level Police Officer Eligibility List is scheduled for June 11 at 8:00 am at Ost Field.

IX. ADJOURNMENT – Time 3:18 PM

Commissioner Dan Nallen motioned to adjourn the meeting. Motion passed unanimously.
