Village of South Barrington Plan Commission/Zoning Board of Appeals met April 13.

Here are the minutes provided by the board:

CALL TO ORDER 

Chairman McCombie called the meeting to order at 6:54 p.m. 

ROLL CALL 

Deputy Village Clerk Moeller called roll and a quorum was noted present. 

Commissioners Present: Chairman: Mike McCombie Commissioners: Anthony Abri, David Gillis, Dr. Louise Fox, Julius Kwasek, Dr. Narayan Murarka 

Staff Present: Administrator Robert Palmer, Director of Finance Michelle Bodie, Building and Zoning Officer Mike Moreland, Village Engineer Natalie Karney, Executive Assistant/Deputy Clerk Melissa Moeller 

Others Present: Village Attorney James Vasselli, Clerk Reporter Debra Lura, Jodi McCarthy with Manhard Consulting, Deputy Fire Chief Nick Asta with Barrington Countryside Fire Protection District, Steve Ludwig with Great Lake Urban Forestry, Bill Grieve with Kimley-Horn, Developer Joe Elias with Vintage Inc., Nichole Aylward with Vintage, Inc. Nicole Arnold with Buckley Fine, Mike Anderson with Haeger Engineering, Luay Aboona with KLOA, Inc., Pete Sorenson with Davey Tree, and Joe Davito with J. Davito Designs. 

PRESENTATION 

Mr. Joe Elias with Vintage, Inc. gave a presentation regarding a proposed residential development, Sundance South Barrington, located at 61 East Palatine Road in South Barrington. An application and project plans have been submitted to the Village for a residential development consisting of 65 custom homes on a lot size of .6 acres. The development with be a private gated community and offer amenities such as swimming pools, a fitness center, a community center, Pick Ball and Bocce courts. Chairman McCombie thanked Mr. Elias for his presentation. Chairman McCombie asked for Mr. Vasselli to introduce the Village consultants and have them provide comments on the project. Chairman McCombie proceeded with swearing in of consultants individually as they presented their testimony. The consultants swore under oath to tell the truth and the whole truth to the best of their knowledge and stated “Aye" in confirmation.

Ms. Jodi McCarthy, Engineer with Manhard Consulting, was questioned by Mr. Vasselli and provided comments indicating that further evaluation and engineering details need to be provided by the applicant but that the development was consisted with the surrounding areas and Village Code of Ordinances. Mr. Nick Asta, Deputy Fire Chief with Barrington Countryside Fire Protection District, was questioned by Mr. Vasselli and provided comments in regard to the development coinciding with the 48 square miles that under the jurisdiction of the Barrington Countryside Fire Protection District and did not find any issues with the plans submitted and maneuvering of emergency vehicles without the planned subdivision, 

Mr. Steve Ludwig, Municipal Forestry Consultant with Great Lakes Urban Forestry Management, was questioned by Mr. Vasselli and provided comments in regard to the development being consistent to the area and having sensitivity to the environmental attributes of the parcels. The developer has submitted a comprehensive tree inventory and felt the developer is showing environmental accountability with the project. Mr. Bill Grieve, Senior Transportation Engineer with Kimley-Horn, was questioned by Mr. Vasselli and provided comments regarding his review of the traffic study done by KLOA. Mr. Grieves reported that the study followed all the Illinois Department of Transportation guidelines and was correct for existing traffic. Mr. Vasselli and Chairman McCombie thanked the presenters for their introduction and comments on the project. 

PUBLIC HEARING 

Petitioner (Vintage, Inc.) Requests Amendments for Proposed Land Use Adjustments in Order to Rezone the Property Located at 61 East Palatine Road to a Planned Unit Development and to Make Any Changes Related to This Proposal Development at 61 East Palatine Road, South Barrington, Cook County, Illinois: 

Chairman McCombie asked for a motion to open the Public Hearing for Consideration and Possible Recommendations to the Village Board of Trustees Regarding Proposed Amendments for Proposed Land Use Adjustments in Order to Rezone the Property Located at 61 East Palatine Road to a Planned Unit Development and to Make Any Changes Related to This Proposal Development at 61 East Palatine Road, South Barrington, Cook County, Illinois. 

Commissioner Abri made the motions to open the Public Hearing. Commissioner Gillis seconded the motion. Roll Call: Commissioner Abri-Aye, Commissioner Fox-Aye, Commissioner Gillis-Aye, Commissioner Kwasek-Aye, Commissioner Murarka-Aye, Chairman-McCombie. Ayes-6, Nays-0. Motion carried. 

Chairman McCombie requested Deputy Village Clerk Moeller to read a submission from Janet Agnoletti, the former Executive Director of the Barrington Area Council of Governments, in regard to the regions water and deep and shallow aquifers. Chairman McCombie thanked Ms. Moeller for reading the comment submitted. Chairman McCombie invited members of the public to address the Commission. The following people provided sworn testimony in regard to the proposed development: Jon Anderson, Christie Baines, Amy McCue, Karen Chun, and Diane Larsen. 

Chairman McCombie requested Deputy Village Clerk Moeller to read comments provided to the Village prior to tonight's meeting. The following people provided comments in regard to the proposed development: Angela Kondraros, Amjad Safvi, Lori Martin, Michael Saujani, and Roseann Rustia, Chairman McCombie invited development consultants to address the written comments. The following people provided sworn testimony in regard to the proposed development: Mike Anderson, Vice President with Haeger Engineering; Paula McCombie, Mayor of the Village of South Barrington. Mr. Vasselli informed the attendees that notice of the Public Hearing was published and noticed as required by law. Chairman McCombie asked the Commission to close the Public Hearing and continue the discussion. Commission Gillis made a motion to close the Public Hearing, Commissioner Fox seconded the motion. Roll Call: Commissioner Abri-Aye, Commissioner Fox-Aye, Commissioner Gillis-Aye, Commissioner Kwasek-Aye, Commissioner Murarka-Aye, Chairman-McCombie. Ayes-6, Nays-0. Motion carried. Chairman McCombie and Commissioners discussed several areas of concern in regard to the proposed plan submittals and made recommendations to Mr. Elias for correcting issues currently reviewed. 

MOTION FOR RECOMMENDATION 

Consideration and Possible Recommendations to the Village Board of Trustees Regarding Proposed Amendments for Proposed Land Use Adjustments in Order to Rezone the Property Located at 61 East Palatine Road to a Planned Unit Development and to Make Any Changes Related to This Proposal Development at 61 East Palatine Road, South Barrington, Cook County, Illinois: Chairman McCombie asked for a motion to recommend proposing to the Village Board the plan use adjustments, including, without limitation, the rezoning of the property after annexation from a residential district to a planned unit development district. Commissioner Kwasek made a motion to recommend to the Village Board of Trustees the plan use adjustments, rezoning of the property after annexation from residential district to a planned unit development district. Commissioner Gills seconded the motion. Roll Call: Commissioner Abri-Aye, Commissioner Fox-Aye, Commissioner Gillis-Aye, Commissioner Kwasek-Aye, Commissioner Murarka-Aye, Chairman-McCombie. Ayes-6, Nays-0. Motion carried.

There being no further business, Commissioner Kwasek made a motion to adjourn the meeting at 8:29 p.m. Commissioner Gillis seconded the motion. Motion carried by unanimous voice vote.
