Village of South Barrington Village Board and Plan Commission/Zoning Board of Appeals met March 14.

Here are the minutes provided by the board:

CALL TO ORDER

Mayor McCombie called the meeting to order at 6:30 p.m.

ROLL CALL

Deputy Village Clerk Moeller called roll separately for the Village Board of Trustees and the Plan Commission/Zoning Board of Appeals. A quorum was present for Village Board of Trustees. The Plan Commission/Zoning Board of Appeals did not have a quorum present.

Staff Present: Administrator Robert Palmer, Director of Finance Michelle Bodie, Building Officer Mike Moreland, Village Engineer Natalie Karney, and Executive Assistant/Deputy Village Clerk Melissa Moeller

Others Present: John Houseal with Houseal Lavigne, Special Counsel Thomas Burney, Todd Shaffer with Haeger Engineering, Jason Fowler with Sheaffer & Roland, Steve Ludwig with Great Lakes Urban Forestry Management, Fire Chief Jason Parthum with East Dundee Fire Protection District, Executive Vice President Don Schoenheider and Vice President Andy Perille with Hillwood Development Company, Architect Karl Heitman with Heitman Architects, and Jared Placek with Manhard Consulting

PUBLIC COMMENT

Mayor McCombie invited members of the public to address the Board.

Mr. Joe Elias, South Barrington resident and developer, provided comments and concerns opposing the project development at 51 W. Higgins Road, South Barrington called Gateway 90 being proposed by Hillwood Developers.

Mayor McCombie invited additional members of the public to address the Board. Hearing none, the meeting proceeded with the published agenda items.

AGENDA ITEMS

Consultant Presentations Regarding Gateway 90/Hillwood Proposal Review:

John Houseal with Houseal Lavigne gave a presentation and an overview of items that Hillwood Developers would need to address. Such items included the accommodation for future connection to Mundhank Road; improvement to Higgins Road, potential connection to a bike lane on overpass, detailed landscape plans, complete sidewalk system on the campus, employee amenities, and parking variance.

Special Counsel Thomas Burney review requirements as contained in the Village’s Code of Ordinances and explained the Planned Unit Development (PUD) zoning designation which gives the Village more control over the development.

Todd Shaffer with Haeger Engineering gave a presentation and an overview of items that Hillwood Developers would need to address. Such items included storm water management plans, underestimation of current traffic study, consideration of development to the west, Bartlett/Higgins Road dual left turn lanes, traffic signal access on Bartlett Road, future multi-use zoning, bike path connection to the south, effects on grading and water flow, Higgins and Mundhank Roads with plans for signal, metrics on parking, define site plan, landscaping plan, and right-of-way dedication of Bartlett Road.

Jason Fowler with Sheaffer & Roland gave a presentation and an overview of items that Hillwood Developers would need to address. Such items included a third well to be added to the current water system and assisting in the expansion of the system, using existing sanitary sewer, televise and test main pipeline, irrigation needs to dictates water usage, and future expansion of well site.

Steve Ludwig with Great Lakes Urban Forestry Management gave a presentation and an overview of items that Hillwood Developers would need to address. Such items included the loss and return of shade trees, avoiding environmental loss, native landscaping, and a long term plan for maintenance of trees and area.

Fire Chief Jason Parthun with East Dundee Fire Protection District gave a presentation and an overview of items that Hillwood Developers would need to address. Such items included turning radius in parking lot, dead ends, provisions for vehicles to be able to turn around in turnabouts, following ordinance for the largest ladder radius, 300 foot hydrant plan as opposed to a 600 feet between hydrants, building addresses, and fire suppression systems.

Hillwood Comments:

Don Schoenheider with Hillwood Developers stated that Hillwood was unprepared to respond to the comments and is unable to address the issues due to a lack of time given in order to response. Mr. Schoenheider expressed some concerns over the current progress and wanted clarification from the Board on how to proceed in order to respond to the consultants’ previous comments. Administrator Palmer was directed to send out a notice based on the information from the consultants listing the five most critical issues in which Hillwood should respond to in order to move on to the next steps.

MAYOR’S REPORT

None.

ADJOURNMENT

There being no further business, Trustee Abbate made a motion to adjourn the Special Joint Village Board and Plan Commission/Zoning Board of Appeals meeting. Trustee Stagno seconded the motion. Motion carried by unanimous voice vote.

The Plan Commission/Zoning Board of Appeals adjourned with a lack quorum noted.

The Joint Meeting of the Village Board and Plan Commission/Zoning Board of Appeals adjourned at 8:38 p.m.
