VILLAGE MANAGER’S REPORT:

Village Manager Sharon Caddigan recapped the Cultures of our Community event on November 6 at Poplar Creek Public Library, as well as the Route 59 Bridge Open House on November 9 and the Veterans Day Ceremony on November 11.

Request the Board approve the November 18, 2021 Agenda as presented. Trustee Cecille moved for approval. Trustee Haque seconded the motion. A voice vote approved the Agenda as presented.

A-21-103 Resolution – 7B Tax Classification Request – 960 S Barrington Road

Request the Board approve a Resolution entitled “A RESOLUTION OF THE VILLAGE OF STREAMWOOD DETERMINING THE APPROPRIATENESS FOR APPROVAL OF A CLASS 7B REAL ESTATE TAX INCENTIVE CLASSIFICATION FOR COMMERCIAL DEVELOPMENT OF PROPERTY OWNED BY DIEHL LLC AT 960 S. BARRINGTON ROAD IN THE VILLAGE OF STREAMWOOD, COOK COUNTY, ILLINOIS.” This Resolution supports an application to Cook County to consider a 7B Tax Reclassification for a vacant commercial property at 960 S Barrington Road.

Trustee Cecille presented the Resolution and moved for approval. Trustee Baumer seconded the motion. Community Development Director John Peterson stated the petitioner purchased the vacant former Value City property and intends to rehab it. After approval from the Village and Cook County, construction will start, providing approximately 50 construction jobs and 50 full time jobs as a result of the rehab project. Attorney David Reyes and owner Artie Sharma stated they intend to create 3 separate retail spaces in the building, provide new mechanicals and update the spaces for the end users. Trustee Haque confirmed the intent is for retail space. ROLL CALL:

A-21-104 Resolution – 6B Tax Classification Request – 1448 Yorkshire Drive

Request the Board approve a Resolution entitled “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR RENEWAL OF CLASS 6B INCENTIVE BY RAAJRANTA STAINLESS WIRE (USA), INC. FOR THE 10,000 SQUARE FEET OF BUILDING CONSISTING OF OFFICE SPACE, CLEAN ROOM AND WAREHOUSE AT 1448 YORKSHIRE DRIVE IN THE VILLAGE OF STREAMWOOD, COOK COUNTY, ILLINOIS.” This Resolution supports an application to Cook County to consider a 6B Tax Classification renewal for an industrial property at 1448 Yorkshire Drive.

Trustee Cecille presented the Resolution and moved for approval. Trustee Schmidt seconded the motion. Community Development Director John Peterson stated Raajratna Stainless Wire (USA) Inc. purchased this property in 2020 and currently employs 7 persons at this location. This property received a 6B Tax Classification in 2009 (formerly Aimtron Corp.) and consists of two property parcels. This is a renewal of the 6B classification for the new owner. COMMUNITY DEVELOPMENT – Trustee Thon/Trustee Baumer

A-21-105 Resolution - Intergovernmental Agreement with Cook County for Health Inspection Services

Request the Board approve a Resolution entitled “A RESOLUTION APPROVING AND AUTHORIZING THE VILLAGE PRESIDENT TO EXECUTE ON BEHALF OF THE VILLAGE OF STREAMWOOD AN INTERGOVERNMENTAL AGREEMENT WITH COOK COUNTY FOR HEALTH INSPECTION SERVICES.” This Resolution supports an intergovernmental agreement with Cook County for Health Inspection Services.

Trustee Thon presented the Resolution and moved for approval. Trustee Schmidt seconded the motion. Community Development Director John Peterson stated the Village has used Cook County for health inspection services for over 35 years. The Village is billed $100 per inspection; each establishment, including schools, have two health inspections annually. The cost plus a small administrative fee is passed through to the businesses on their annual license. ROLL CALL:

I-21-001 Development Update

General update on recent development activity in the Village provided by the Community Development Department

Community Development Director John Peterson stated the Planning and Zoning Board recommended in favor of the modifications proposed at the Bapa Road temple property; that matter will be on the Board’s agenda on December 2nd. Two car washes will be on the December PZB meeting; one is the former Mason’s car wash and the other is proposed for the current River Rand rental property at the corner of Irving Park Rd and Bartlett Road. A special use PUD proposal has been submitted by the Streamwood Park District for the Clauss Brother property at 360 W. Schaumburg Rd. to be used as their maintenance facility and equipment storage. A limousine company is seeking a special use for property on Burgundy Parkway to operate the business and store vehicles. Speedy Bob’s car wash is closed for 2-3 weeks to install new equipment and do rehab work on the exterior. Shared Imaging on Phoenix Lake is moving operations to Wisconsin and Sun Belt Controls is interested in the property. It will be a similar use with temporary heating and cooling units being maintained inside, and storage outside.

A-21-106 Ordinance – Approval of 2021 Property Tax Levy

Request the Board approve an Ordinance entitled “AN ORDINANCE LEVYING AND ASSESSING THE TAXES OF THE VILLAGE OF STREAMWOOD FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2021 AND ENDING ON DECEMBER 31, 2021.” This Ordinance levies $12,797,960 in property taxes for general government, debt service, and pension purposes, which represents a 0% increase in the tax levy from the 2020 tax extension. A public hearing was held on November 18, 2021 to thoroughly review the levy.

Trustee Haque presented the Ordinance for first reading and posting.

Finance Director Josh Peacock stated there are no changes from the previous estimate of the tax levy passed in October. The 2021 levy is equal to the 2020 Tax extension. A public hearing was held earlier this evening. The Village’s portion of the taxes is approximately 13%; the largest portion (60+%) goes to the school district.

A-21-107 Ordinance – Approval of 2021 Special Service Area Tax Levy

Specifically, this ordinance levies $15,693 in SSA #1 for maintenance of wetland areas in the Meadows South subdivision; $4,430 in SSA #2 for the Oak Ridge Trails subdivision; $10,573 in SSA #4 for the Little Creek subdivision; $7,484 in SSA #5 for the Prospect Place subdivision; $9,555 in SSA #6 for the Cross Creek subdivision; $6,022 in SSA #7 for the Sherwood Forest Subdivision; $3,894 in SSA #8 for the Jacobs Farm subdivision; $3,066 in SSA #9 for the Emerald Hills Subdivision; $3,114 in SSA #10 for the Lakewood Streams Subdivision; $2,310 in SSA #11 for the Prairie Point subdivision; $784 in SSA #12 for the Hidden Glen subdivision; $13,989 in SSA #13 for the Willow Pond subdivision; $9,007 in SSA #14 for the Sterling Oaks I subdivision; $2,836 in SSA #15 for the Suncrest subdivision; $4,546 in SSA #16 for the Suncrest West subdivision; $4,458 in SSA #17 for the Phoenix Lake Business Park; $18,095 in SSA #18 for the Sterling Oaks 2 subdivision, $743 in SSA #19 for the Suncrest North subdivision; $780 in SSA #20 for the Suncrest 2 subdivision; $2,794 in SSA #21 for the Marquette Woods subdivision; $1,564 in SSA #22 for the Sutton Park Shopping Center; $1,350 in SSA #23 for the Moraine Woods subdivision; $13,771 in SSA #24 for the Buckingham Woods subdivision; $11,634 in SSA #25 for the Forest Ridge subdivision; $3,161 in SSA #26 for the Rolling Hills I subdivision; $1,929 in SSA #27 for the Rolling Hills II subdivision; $2,145 in SSA #28 for the Remington Ridge subdivision; and $5,867 in SSA #29 for the Villas of Cambridge subdivision. Trustee Haque presented the Ordinance for first reading and posting.

Finance Director Josh Peacock stated the Village will levy for 28 Special Service Areas which are for wetland and wooded area maintenance. The levy amounts are specific and attributable to the property owners within the SSA area and are included on their Cook County tax bill.

A-21-108 Motion – Approval of Semi-Monthly Expenditures

Request the Board approve the semi-monthly expenditures in the amount of $2,136,006.38 which represents the total of the schedule of bills dated November 18, 2021.

A-21-109 Ordinance – Approval of 2022 Operating and Capital Budget

Request the Board approve an Ordinance entitled “AN ORDINANCE APPROVING AND ADOPTING THE 2022 OPERATING AND CAPITAL IMPROVEMENTS BUDGET FOR THE VILLAGE OF STREAMWOOD, COOK COUNTY, ILLINOIS.” This Ordinance approves the Village's 2022 Operating and Capital Improvements Budget. The Village Board held a series of public workshop sessions, and a public hearing was held on November 18, 2021, to thoroughly review the spending plan.

Trustee Baumer presented the Ordinance for first reading and posting.

Finance Director Josh Peacock stated this is a balanced budget and all current programs and services are being maintained. Revenues are strong despite the pandemic and the Village expects to finish 2021 in the black with all major funds in compliance with policies. A boost in sales tax came from the new Elgin Chrysler Jeep Dodge Ram dealership, and the only debt is the outstanding bond used to fund the new fire station and public works renovations. The village will freeze water rates for an additional 2 years, and will plan to transfer $2M to capital projects for the 2022 budget year. Approximately 82% of the budget is for personnel costs. Planned projects include an additional community events sign, entry signs and almost $6M in road program work.

A-21-110 Ordinance – 2022-2023 Water and Sewer Rates

Request the Board approve an Ordinance entitled “AN ORDINANCE AMENDING SUBSECTION “A” OF SECTION 8-3-4-1 OF CHAPTER 3, ENTITLED “WATERWORKS AND SEWERAGE SYSTEM REGULATIONS,” OF TITLE 8, ENTITLED “PUBLIC WAYS AND PROPERTY,” OF THE VILLAGE CODE OF THE VILLAGE OF STREAMWOOD, COOK COUNTY, ILLINOIS.” This Ordinance establishes the water and sewer rates for Village of Streamwood water customers, and affirms no rate increases for the next two years.

Trustee Harper presented the Ordinance for first reading and posting.

Finance Director Josh Peacock stated staff is recommending an additional two year freeze on water rates. The Water and Sewer Fund exceeds the policy balance and funding through the American Rescue Plan (ARPA) will allow us to further upgrade critical water and sewer infrastructure.

A-21-111 Resolution – Intergovernmental Agreement with State of Illinois Appropriating Funds for Improvements to the Intersection of Irving Park Road and Bartlett Road

Request the Board approve a Resolution entitled “A RESOLUTION APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF ILLINOIS AND THE VILLAGE OF STREAMWOOD APPROPRIATING FUNDS FOR IMPROVEMENTS TO THE INTERSECTION OF IRVING PARK ROAD AND BARTLETT ROAD IN STREAMWOOD, ILLINOIS.” This Resolution supports the appropriation of an estimated $1,062,022 of Village funds to replace the water main and to match the Federal and State funds for the Village’s share of the streetlights, sidewalk, pedestrian path, landscaping, and construction engineering for the Irving Park Road Section 10-0005-00-WR roadway intersection improvements.

Trustee Harper presented the Resolution and moved for approval. Trustee Schmidt seconded the motion. Public Works Director Matt Mann stated this project is from Winchester to just east of Bartlett Road, and will add dedicated right-turn lanes in all four directions, new traffic signals, roadway lighting, water main replacement and construction of a sidewalk and multi-use path along the corridor. Federal and State funds have been secured for this project and Cook County has committed to dover their share of work for Bartlett Road. Total costs are estimated at $5.7M; Federal and State funding is $4.67M, Cook County share is $440,670 and the Village portion is $624,352 including the water mail ($404,295) and our share of the streetlights, sidewalk, path, landscaping and associated engineering ($220,057).

Trustee Harper asked about the left turn lanes on Irving Park Road. Mr. Mann stated they will still be single turn lanes, but will be longer in length. Trustee Schmidt confirmed the entire roadway will be widened to accommodate the dedicated right-turn lanes. ROLL CALL:

I-21-002 Info Item – Thanksgiving Safety Campaign and Village Office Closures

The Streamwood Police Department is joining with the Illinois Department of Transportation, Illinois State Police and nearly 200 local police and sheriff’s departments to remind motorists to Click It or Ticket and Drive Sober or Get Pulled Over throughout the Thanksgiving holiday.
