P-21-001 Commission Appointments / Reappointments
President Roth requested concurrence with the appointment of Jeff Janda,
Streamwood Park District, and Mary Hauserman, Poplar Creek Library District, as members of the Community Relations Commission for 2 year terms expiring October 2023. Trustee Harper moved for approval. Trustee Schmidt seconded the motion. A voice vote approved the appointments. Village Clerk Kittie Kopitke administered the oath to Mr. Janda.
President Roth requested concurrence with the reappointment of Dawn Leardi, Katy Baumer and Leia Chapas, to the Blood Commission; Ron Weglarz, John Wiley and Andy Nolan to the Community & Economic Development Commission; and Matt Hokanson to the Natural Resource Conservancy Commission for 2 year terms expiring October 2023. Trustee Thon moved for approval. Trustee Haque seconded the motion. A voice vote approved the reappointments.

VILLAGE MANAGER’S REPORT:
Village Manager Sharon Caddigan noted the Official 2020 Census counts have been certified by the IL Secretary of State showing Streamwood will a population of 39,577.
The Blood Commission will host a Halloween Blood Drive on Wednesday, October 27 from 1 p.m. to 7 p.m. at the Streamwood Police Department Training Room.

A-21-087 Ordinance – Amendment to a Planned Unit Development – Chipotle Restaurant
Request the Board approve an Ordinance entitled “AN ORDINANCE APPROVING A FIRST AMENDMENT AND AUTHORIZING THE EXECUTION OF A FIRST AMENDMENT TO AN EXISTING PLANNED UNIT DEVELOPMENT
AGREEMENT FOR LOT 4 OF THE V-LAND DEVELOPMENT – STREAMWOOD CROSSINGS IN THE VILLAGE OF STREAMWOOD, COOK COUNTY, ILLINOIS.” This Ordinance amends Ordinance 2004-57 to permit the construction of a Chipotle Restaurant with a drive-thru at 510 S Sutton Road.
Trustee Thon presented the Ordinance for second reading and moved for approval. Trustee Cecille seconded the motion. Community Development Director John Peterson stated that the petitioner has modified the design of the trash enclosure so the doors will no longer open into the drive aisle. Additional landscaping has also been added to shield the enclosure. Staff and Chipotle representatives evaluated the feasibility for a marked crosswalk between the Arby’s and Chipotle properties. There are safety and liability concerns; staff recommends that this matter be reevaluated after Chipotle is operational and if overflow parking problems arise.

A-21-088 Ordinance – Amendment to Municipal Code – Titles 1, 4, 5, 6, and 9
Request the Board approve an Ordinance entitled “AN ORDINANCE AMENDING SELECT SECTIONS OF TITLE 1, ENTITLED “ADMINISTRATION,” TITLE 4, ENTITLED “POLICE REGULATIONS,” TITLE 5, ENTITLED “MOTOR VEHICLES AND TRAFFIC,” TITLE 6, ENTITLED “FIRE PROTECTION,” AND AMENDING, IN ITS ENTIRETY, TITLE 9, ENTITLED “BUILDING REGULATIONS,” OF THE VILLAGE CODE OF THE VILLAGE OF STREAMWOOD, COOK COUNTY, ILLINOIS.” This Ordinance amends various sections of the Municipal Code of Ordinances including updates to conform to state law, new Building and Fire Codes, and enforcement.

A-21-094 Motion – Business Assistance Grant Program
Request the Board approve and authorize the creation of the Streamwood Development Assistance Program.
This Motion creates the Streamwood Development Assistance Program, which provides grant aid to local businesses investing in the community and authorizes the Community and Economic Development Commission to review and recommend grant aid to the Village Board.
Trustee Baumer presented the Motion and moved for approval. Trustee Schmidt seconded the motion. Community Development Director John Peterson reviewed the CEDC business survey results showing a diverse and resilient business community that is satisfied with the services offered by the Village. COVID 19 brought sales loss to many businesses and only half of the survey respondents took advantage of any state or federal assistance. However, businesses said they would consider a Village sponsored assistance program. Using a similar format to Bartlett, the Streamwood Development Assistance Program would offer a rebate program up to $25,000 for façade and/or landscaping improvements, ADA compliance, lighting and other investments in the business. Grants will be competitive and criteria for consideration of funding will be based on potential job creation, amount of business (versus grant) investment, extent that the investment improves aesthetics in the area and improvement to the community. Business or property owners may apply. The CEDC will review all applications and make recommendations on the use and expenditure of funding to the Village Board. The program is purely reimbursement; all permits and work must be completed with one year of approval and only pre-approved projects would be eligible for consideration. Initial funding of $100,000 is being recommended for 2022. If successful, future allocations are recommended to be dedicated through a percentage of tax receipts from a dedicated source such as video gaming or cannabis sales tax revenues.
Trustee Harper asked that the Board be informed in the Staff’s bi-weekly reports regarding the program. Trustee Haque asked when the applications would be accepted. Village Manager Caddigan stated the program is designed as a pilot program to be funded for 2022, so applications would likely be accepted in December for consideration in January and later.

A-21-095 Resolution – Approval of Village 2022 Meeting Calendar
Request the Board approve a Resolution entitled “A RESOLUTION APPROVING THE VILLAGE OF STREAMWOOD 2022 MEETING AND HOLIDAY CALENDAR.” This Resolution adopts the 2022 Calendar for Village meetings and holidays.
Trustee Cecille presented the Resolution and moved for approval. Trustee Schmidt seconded the motion. President Roth noted there will be only one meeting per month scheduled for June, July and August in 2022.

LEGISLATIVE – Trustee Haque/Trustee Schmidt
A-21-096 Resolution – Estimated 2021 Property Tax Ley
Request the Board approve a Resolution entitled “A RESOLUTION ESTIMATING THE PROPERTY TAXES TO BE LEVIED FOR THE 2021 PROPERTY TAX LEVY.” This Resolution estimates the 2021 Property Tax Levy (payable in 2022) for the Village. The proposed levy is $12,797,960.00, which is the net levy amount from the 2020 Tax Levy.
Trustee Haque presented the Resolution and moved for approval. Trustee Harper seconded the motion. Finance Director Josh Peacock noted this is an estimate of the proposed levy, and does not bind the Village to this amount. The levy ordinances will be adopted on December 2nd and a public hearing is planned for November 18th. He briefly reviewed the proposed levy, and stated the Village’s overall EAV (Equalized Assessed Valuation) had dropped. Trustee Harper asked about that decline given the real estate market is currently booming. Mr. Peacock noted this was a 2020 number as Cook County taxes are billed the year later; he expects the EAV will show a rise for the 2021 amount next year. ROLL CALL:

A-21-091 Ordinance – Approval of Disposal of Surplus Equipment
Request the Board approve an Ordinance entitled “AN ORDINANCE AUTHORIZING THE SALE BY PRIVATE SALE, OR TRANSFER OF SURPLUS PERSONAL PROPERTY OWNED BY THE VILLAGE OF STREAMWOOD.” This Ordinance approves declaring various items surplus and authorizing the disposal of these items by private sale, trade-in, donation, or to otherwise discard them at the least cost to the Village.
