APPROVAL OF AGENDA:  

Request the Board approve the September 16, 2021 Agenda as presented.   

APPROVAL OF THE MINUTES:  

Request the Board approve the Minutes of the Regular Board Meeting of September 2, 2021 as presented. Request the Board approve the Minutes of the Board Workshop held September 2, 2021 as presented. 

PUBLIC WORKS – Trustee Harper/Trustee Cecille  

A-21-081 Resolution – Approval of Bid and Contract / Sewer Pipe Lining  

Request the Board approve a Resolution entitled “A RESOLUTION DECLARING THE LOWEST RESPONSIBLE BIDDER, APPROVING AND AUTHORIZING THE VILLAGE PRESIDENT TO EXECUTE ON BEHALF OF THE VILLAGE AND AUTHORIZING THE VILLAGE CLERK TO ATTEST TO A CERTAIN CONTRACT WITH HOERR CONSTRUCTION, INC. FOR SANITARY AND STORM SEWER REHABILITATION.”   

This Resolution approves the low bid and authorizes the Village to enter into a unit price contract with Hoerr Construction, Inc., 1416 County Road 200N, Goodfield, IL for sanitary and storm sewer rehabilitation at an estimated cost of $549,575.00.  

PUBLIC SAFETY – Trustee Schmidt/Trustee Harper  

A-21-082 Motion – Vehicle Purchase  

Request the Board approve the purchase of one (1) 2021 Ford Escape support vehicle from Currie Motors of Frankfort, Illinois for a cost not to exceed $21,645.00.  

This vehicle will be used to transport the comfort dog between the handler’s home and the Department as well as to citizen engagements during normal police operations. Funds for the purchase of this vehicle come from the Department of Treasury Equitable Sharing account.  

COMMUNITY AFFAIRS – Trustee Cecille/Trustee Haque

FINANCE – Trustee Baumer/Trustee Thon  

A-21-083 Motion – Approval of Semi-Monthly Expenditures  

Request the Board approve the semi-monthly expenditures in the amount of $1,907,120.03 which represents the total of the schedule of bills dated September 16, 2021.  

General Fund $ 485,033.69  

Motor Fuel Tax Fund 91,793.70  

Wetland Special Service Areas 2,639.08  

Capital Replacement Fund 654,939.57  

Street Improvement Fund 44,167.23  

Equipment Replacement Fund 29,312.21

A-21-084 Ordinance – Personnel Policy Manual Changes  

Request the Board approve an Ordinance entitled “AN ORDINANCE AMENDING TITLE 1, CHAPTER 11 OF THE VILLAGE CODE OF STREAMWOOD AMENDING THE PERSONNEL POLICY MANUAL.” This Ordinance is being presented for first reading and posting.  

This Ordinance makes changes to the Village’s Personnel Policy to ensure consistency with recent state statute changes regarding whistleblower protection and makes other changes consistent with our policies.

The meeting will be adjourned to Closed Session to consider the appointment, employment, compensation,  discipline, performance or dismissal of specific employees per 5ILCS 120/2(c)(1).
