VILLAGE MANAGER’S REPORT:
Village Manager Sharon Caddigan thanked all the Police Department personnel who participated in the Jr. Police Academy. She also stated the adult Citizens Police Academy is scheduled to start on August 16th.
APPROVAL OF AGENDA:
Request the Board approve the August 5, 2021 Agenda as presented. Trustee Harper moved for approval of the Agenda. Trustee Haque seconded the motion. A voice vote approved the Agenda as presented.
APPROVAL OF THE MINUTES:

COMMUNITY DEVELOPMENT – Trustee Thon/Trustee Baumer
A-21-073 Ordinance – Approval of Special Use For Sale of Packaged Alcoholic Beverages / 1062 E. Schaumburg Road / 7-Eleven
Request the Board approve an Ordinance entitled “AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO ALLOW FOR THE SALE OF PACKAGED ALCOHOLIC BEVERAGES FOR OFF-PREMISE CONSUMPTION IN A C-2 COMMERCIAL DISTRICT 1062 E. SCHAUMBURG ROAD.” This Ordinance approves a Special Use Permit to allow the sale of packaged alcoholic beverages in a retail store in a C-2 Commercial Shopping District at 1062 E. Schaumburg Road.
Trustee Thon presented the Ordinance for first reading and posting.
Community Development Director John Peterson stated this is an existing 7-Eleven store (since 1986) where the franchisee has left the business and 7-Eleven Corporate will take over for the current time until a new franchisee comes in. The Planning and Zoning Board heard this Special Use petition and granted in favor with the condition that the interior use of the existing building be in substantial compliance with the floor plan by Royston dated April 17, 2008. Staff concurs with the recommendation.
Trustee Harper confirmed that a new franchisee would be required to obtain a new special use. Trustee Cecille confirmed that 7-Eleven Corporate is responsible for any liquor violations at the store.
A-21-074 Ordinance – Approval of Zoning Variance / 14 Bayberry Court
Request the Board approve an Ordinance entitled “AN ORDINANCE GRANTING VARIATION IN AN R-3 PUD SINGLE FAMILY RESIDENTIAL DISTRICT TO PERMIT A THREE-SEASON ROOM ADDITION TO BE CONSTRUCTED ON THE REAR OF THE EXISTING STRUCTURE TO ENCROACH EIGHT FEET INTO A REQUIRED REAR YARD SETBACK PURSUANT TO TITLE 11, SECTION 11-5.4-6(C)(6) OF THE VILLAGE CODE OF THE VILLAGE OF STREAMWOOD, COOK COUNTY, ILLINOIS.” This Ordinance grants a variation to permit a rear yard three-season room addition to encroach eight (8) feet into a required rear yard setback at 14 Bayberry Court.
Trustee Thon presented the Ordinance for first reading and posting.
Community Development Director John Peterson stated the homeowners are seeking to add a three-season room, 16 ft. by 18 ft. to the rear of the house. The property is in a cul-de-sac and triangular-shaped which would cause the room to encroach into the required setback. The existing deck will be removed, and the three-season room will house an 8 ft. by 12 ft. hydrotherapy pool with the chairlift needed by the homeowner for a existing medical condition. The Planning and Zoning Board heard this petition and recommended in favor of the variance for this specific three-season room addition. Staff concurs with the recommendation.
Trustee Cecille confirmed no additional deck area will be added.
A-21-075 Ordinance - PUD Amendment / Westview Center III – 1098 S. Barrington Road
Request the Board approve an Ordinance entitled “AN ORDINANCE APPROVING AND AUTHORIZING THE EXECUTION OF AN ELEVENTH AMENDMENT TO AN EXISTING PLANNED DEVELOPMENT AGREEMENT TO MODIFY THE PARKING LOT AND REMOVE THE DECORATIVE BELL TOWER IN THE WESTVIEW CENTER III SUBDIVISION 800 TO 1098 S. BARRINGTON ROAD.” This Ordinance approves an amendment to an existing agreement to add spaces and reconfigure parking and improve visibility at the Westview Shopping Center.
Trustee Thon presented the Ordinance for first reading. Community Development Director John Peterson stated the Westview Center management company has asked to remove the existing decorative bell tower because it blocks the view of storefronts at the south end of the building. Two new tenants are waiting to take possession of this space which will also allow a reconfiguring of the drive lanes and create 20 new in-line parking spaces where the tower had been. The Planning and Zoning Board heard this petition and recommended favorably, asking for landscaping, planters, benches, etc. within the project area. The petitioner has agreed to this, and staff concurs with the recommendation. A representatives from Westview Center and their civil engineer were present for questions. They did ask the Board to consider waiving the first reading so the prospective tenants can move forward as quickly as possible.
Trustee Thon moved to waive the first reading for the Ordinance. Trustee Haque seconded the motion.

COMMUNITY AFFAIRS – Trustee Cecille/Trustee Haque
I-21-001 Information Item – Blood Drive
A blood donation truly is a “gift of life” that a healthy individual can give to others in their community. The Streamwood Blood Commission and Vitalant will host a blood drive Wednesday, August 25 from 1:00 – 7:00 pm at the Police Station (401 E. Irving Park Road). Registrations are encouraged.

I-21-002 Information Item – Back to School Safety
District U-46 will open its doors for the 2021-22 school year on Monday, August 16. Please remember to drive slower and use extra caution when school children are present. Please also remember that cell phone usage is prohibited while driving. Police Officers will be enforcing these regulations.
Police Chief Daryl Syre also reminded everyone about school bus safety and watching for children when the stop arm is extended.

I-21-003 Information Item – Roadwork Update
The 2021 Road Program continues to make progress. Millwork has begun on Sunnydale, Romajean and South Park Avenue. These projects will be completed prior to the start of school. Unfortunately, the Schaumburg Road rehabilitation project has been delayed. We continue to work with Cook County to move this project forward. The Village has been awarded $2,000,000 through the Illinois Transportation Enhancement Program for the Route 59 Bridge. Work continues on the bridge type, size and location details for approval by IDOT.

A-21-077 Motion – Waiver of Locational Restrictions / 7 W Streamwood Blvd / Chicago Loop
Request the Board approve a Motion to renew the Waiver of Locational Restrictions to permit live entertainment at an existing restaurant bar with the service of alcoholic beverages for The Chicago Loop, 7 W. Streamwood Blvd.
This Motion renews the Waiver of Locational Restrictions for live entertainment for The Chicago Loop. The Chicago Loop was originally granted a waiver of locational restrictions in 2001, but it must be renewed every year.
Trustee Haque presented the Motion and moved for approval. Trustee Schmidt seconded the motion. Community Development Director John Peterson stated this owner has held a permit for live entertainment since 2011 and has submitted all necessary paperwork for the waiver. Entertainment was suspended during the COVID shutdown/outdoor dining times. Police reported no complaints stemming from the live entertainment at this location, and there have been no complaints regarding noise or disturbances from neighbors. Food sales of 39% are reported (minimum is 35%) for 2020. Trustee Cecille asked about service during COVID shutdown. Police Chief Daryl Syre stated those reports were directed to the Cook County Health Department as required. ROLL CALL:

PUBLIC COMMENTS:
Susan Kalfus, Fulton Drive, expressed concern for the lack of social media for the police department. President Roth stated the Village is currently reviewing requests for revamping the Village’s website and that social media is a component of that request.
Gerhard Richter, Surrey Woods HOA, asked about appointment to a commission. President Roth stated she has his application but no vacancies are currently available for commissions for which he is eligible.
A member of the Surrey Woods HOA Board expressed appreciation to Matt Mann and Public Works personnel who cleared a blockage in their detention drainage area.
Former Trustee Dave Stoves and his wife, Judy Stoves, were visiting and expressed their appreciation that the Veterans Memorial area is being so well maintained (Trustee Stoves is a veteran and was instrumental in the creation of the memorial in 1991).
