1. Call to Order at 6:30 p.m.

3. Roll Call - Deputy Clerk Karen Henneberry called the roll:

4. Approval of Minutes

Approval of Minutes of the Regular Meeting of April 19, 2021

Motion by Mary Papantos, second by Mary Krueger to approve Minutes as presented.

5. Motion to Adjourn Sine Die

President Horcher asked for a Motion to adjourn Sine Die

Police Chief James Dunne noted career highlights of the Officers and congratulated them on their promotions. President Horcher thanked the Officers and their families.

13. Staff Reports

Manager Sfondilis gave an update on the Wolf Road IDOT project, and announced a document recycling event on May 8 at Public Works.

14. Consent Agenda-All items listed on the Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion. There will be no separate discussion of these items unless a Board member or citizen so requests, in which event the item will be removed from the general order of business and considered after all other Agenda items.

A. Resolution 21-048 Authorizing the Acceptance of a Previously-Bid Contract with Xybix Systems, Inc. for the Purchase of Eight Replacement Dispatch Console Desks in an Amount Not to Exceed $167,200

B. Resolution 21-049 Authorizing the Acceptance of a Proposal from Preferred Electric for High-Voltage Electrical Services in an Amount Not to Exceed $37,875

C. Resolution 21-050 Authorizing Approval of an Illinois Department of Transportation (IDOT) Resolution to Appropriate $1,375,000 of Motor Fuel Tax Funds from the Village’s 2021 Budget for Street Improvements in FY 2021

D. Resolution 21-051 Authorizing the Acceptance of Previously-Bid Sourcewell Contract #040319-CEC for the Purchase of One Bobcat Toolcat Model 5600 from Atlas Bobcat in an Amount Not to Exceed $48,189 in FY 2021

Resolution 21-052 Authorizing the Acceptance of Previously-Bid State Contract #19-416CMS-BOSS4-P 8607 with Rush Truck Center and Sourcewell Contract #080114-MTE with Monroe Truck Equipment for the Purchase of One 2.5-Ton Single-Axle Dump Truck with Snow Plow and Salt Spreader with Electronic Liquid Pre-Wet for a Total Amount of $170,475

F. Ordinance 5403 Declaring as Surplus and Authorizing the Disposal of Personal Property Owned by the Village of Wheeling by Recycling, Trade-In, Donation or Public Auction

G. Resolution 21-053 Appointing a Director and Alternate Director to the Solid Waste Agency of Northern Cook County

Motion by Dave Vogel, second by Mary Papantos to approve Consent Agenda as presented.

A. Ordinance 5404 Granting Special Use Approval to Permit a Drive-Through Restaurant, 227–251 E. Dundee Road (Popeyes) [Docket No. 2021-05]

Clerk Brady read Items 16.A and 16.B into the record. Community Development Director Ross Klicker reviewed the project and answered questions from the Board.

Motion by Ray Lang, second by Mary Krueger.

B. Ordinance 5405 Granting Major Site Plan and Building Appearance Approval to Permit Construction of a Drive-Through Restaurant, 227–251 E. Dundee Road (Popeyes) [Docket No. PC 21-05]

Popeyes Manager Gerardo Ulloa was present and stated that they hope to break ground in October. Motion by Jim Ruffatto, second by Mary Papantos.

C. Ordinance 5406 Amending the Wheeling Municipal Code Title 2, “Officers, Administration and Personnel,” Chapter 2.25, “Purchases, Contracts and Bidding Procedures”

Clerk Brady read the legislation title into the record. Attorney Milluzzi introduced the item; there were no questions from the Board.

17. Official Communications

President Horcher thanked everyone who voted in the last election.

Trustee Papantos welcomed Clerk Brady, congratulated Trustee Ruffatto on a successful campaign, thanked everyone who took the time to vote and run for office, and thanked the Township and Park District officials.

Trustee Krueger welcomed Clerk Brady, and thanked the voters.

Trustee Ruffatto thanked his family, stated that the election was interesting, and thanked fellow Trustees for their guidance during his campaign.

18. Approval of Bills

Approval of Bills for April 15 – April 28, 2021, in the amount of $1,499,372.27¢

Motion by Dave Vogel, second by Mary Papantos to approve Bills as presented.
