Village of Wheeling Liquor Control Commission Met April 19.

1. Call to Order

Chairman Horcher called the Meeting to order at 6:30 p.m.

2. Pledge of Allegiance led by Chairman Horcher

3. Roll Call - Village Clerk Elaine E. Simpson called the roll:

Pat Horcher, Mary Krueger, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito, Dave Vogel

4. Approval of Minutes

Approval of Minutes of the Special Meeting of March 1, 2021

Motion by Mary Papantos, second by Mary Krueger to approve Minutes as presented.

Final Resolution: Motion Approved

Yes: Pat Horcher, Mary Krueger, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito, Dave Vogel 5. Citizen Concerns and Comments - None

6. New Business

A. Consideration of a Request for a Class A-V Liquor License from Louie’s Boston Fish Market, LLC at 412 North Milwaukee Avenue

Manager Sfondilis introduced the item. Petitioner Michael Vallone was present and answered a question from the Board. Motion by Mary Krueger, second by Ray Lang, to approve with noted conditions.

Final Resolution: Motion Approved

Yes: Pat Horcher, Mary Krueger, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito, Dave Vogel B. Annual Renewal of Liquor Licenses – 2021–2022

Manager Sfondilis introduced the item and read the conditions for approval. Attorney Ferolo answered a question regarding renewals for businesses that owe food and beverage taxes to the Village, and stated that we could pursue revocation of their business license.

Motion by Mary Papantos, second by Mary Krueger to approve with stated conditions.

Final Resolution: Motion Approved

Yes: Pat Horcher, Mary Krueger, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito, Dave Vogel C. Renewal of the Class E Liquor License for Saint Joseph the Worker Catholic Church – 2021–2022 Manager Sfondilis introduced the item and read conditions for approval; there were no questions from the Board. Motion by Jim Ruffatto, second by Ray Lang.

Final Resolution: Motion Approved

Yes: Pat Horcher, Mary Krueger, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito

Abstain: Dave Vogel

Commissioner Vogel abstained as he is a member of the church.

D. Consideration of Automatic Temporary Emergency Licenses for All Class A, B, and C Liquor License Holders to Allow the Delivery of Alcoholic Liquor for Off-Premise Consumption in Conjunction with a Food Order

Manager Sfondilis introduced the item and read the condition for approval.

Motion by Dave Vogel, second by Mary Krueger to approve with stated condition.

Final Resolution: Motion Approved

Yes: Pat Horcher, Mary Krueger, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito, Dave Vogel 7. Adjournment

Chairperson Horcher asked for a Motion to adjourn.

Motion by Dave Vogel, second by Jim Ruffatto.

Final Resolution: Motion Approved by Voice Vote, all ayes, the meeting adjourned at 6:38 p.m.
