Village of South Barrington President and Board of Trustees Met March 11.

CALL TO ORDER President McCombie called the Board meeting to order at 7:33 p.m. Clerk Wood took roll:

A quorum was present. Also present were Village Administrator Robert Palmer, Village Engineer Natalie Karney, Village Building Officer Mike Moreland, Finance Director Michelle Bodie, Executive Assistant/Deputy Clerk Melissa Moeller, Police Chief Tom Roman and Village Attorney Melissa Wolf. President McCombie led the room in the Pledge of Allegiance.
Throughout the meeting, President McCombie asked if there were any questions or comments after the motion on each agenda item.
APPROVAL OF MINUTES
MOTION TO APPROVE THE MINUTES OF THE REGULAR BOARD MEETING OF FEBRUARY 11, 2021 was made by Trustee Kerman. SECONDED by Trustee Stagno.

MAYOR'S REPORT
President McCombie updated the Board on some of her recent activities on behalf of the Village outside of the scheduled Committee meetings. She and Trustee Abbate met with an attorney and realtor for the Kane property, as well as meeting with Hillwood about the Allstate property. The Mayor also had meetings on the Dunteman property, on the Park District property, and on The Enclave. She had various Zoom meetings, including with Microsoft concerning the poles along Barrington Road to bring power to the new Microsoft building. She has also been looking at a new phone system and ways to increase power of the internet at the Village Hall. President McCombie reviewed over 100 applications for a records clerk position and, along with Chief Roman and Records Clerk Sue Ardizzone, selected a candidate. The Mayor and Trustee Abbate also attended a SWANCC meeting, and she relayed that rates for garbage disposal will be increasing. She continued following up with Attorney Storino on the road improvements, including turn lanes, that Toll Brothers is obliged to provide.
PUBLIC COMMENTS/QUESTIONS
President McCombie asked if there were any questions or comments from the audience.
Resident Erin Chan Ding introduced herself to the Board and spoke on her desire to serve the community as a member of the School Board. She gave a brief background and highlighted the points of her campaign. She invited the Board to contact her with any questions and thanked them for their time tonight, saying that it is an honor to live in South Barrington.
A resident from The Woods addressed the Board about a variance for his pool; he wanted to know the process of what to do. He has some drainage issues on his property and has already spoken with Building Officer Moreland and Engineer Karney. He could not attend the next scheduled Building and Zoning meeting, and left copies of information for the Board. He outlined his reasons for wanting the pool further from the house than current code, and stressed safety as the most important one.
President McCombie asked if there were any other questions or comments from the audience; there were none.
CONSERVANCY COMMISSION / PRESENTATION
Conservancy Chairwoman Diane Bodkin introduced Commissioner Corinne Chrystall from the audience. She also introduced Phillip Silbert, who will be doing his Eagle Scout project in South Barrington. Mr. Silbert will be building a floating island at The Conservancy. The island will allow cranes to nest while reducing the chance of nests washing away, as well as providing other benefits such as reducing risk from predators. Mr. Silbert used pictures to show the design for the 10' x 5 island, which will use recycled milk and water containers for buoyancy. He thanked the Board for their attention, and asked for any questions. Brief discussion ensued on the project's timeframe, how to attract birds, etc. The Board thanked Mr. Silbert for his service and President McCombie said the Village is looking forward to the project. The Board and audience applauded.

President McCombie announced a brief recess for personal congratulations and picture-taking. She invited everyone to enjoy the provided refreshments.

DISCUSSION: President McCombie noted that the agreement is done each year. Trustee Patel asked about the address. The Board agreed that it should be for Studio Drive. President McCombie asked that the address be corrected for the resolution and asked for a revised motion.

Chairman Guranovich reported that there was no meeting in February. Next week's meeting will have several items for discussion.
COMMITTEE REPORTS - EMERGENCY MANAGEMENT
Chairwoman Patel gave a synopsis of the last meeting. President McCombie asked if there were any questions on Emergency Management. Trustee Guranovich mentioned that several communities were dispensing COVID-19 vaccines and asked about plans in South Barrington. Chairwoman Patel said that our Village has not reached out for that. President McCombie added that we have no zoning for dispensing vaccines, plus there are nearby locations that do provide the service. The Village webpage provides information on the matter, and updates the information weekly. Brief discussion ensued on vaccines.
COMMITTEE REPORTS - FINANCE
Chairman Stagno summarized the last meeting, and highlighted the possibility of receiving COVID-19-period grants. The Road program bids came in lower than expected, so the Village may extend the scope of work. There is also slightly misleading wording on a sign for the SB Cricket Club, which may be a matter for Building & Zoning. Brief discussion ensued.

Chairman Stagno reported that there was no meeting in February, but that there will be one next week, President McCombie asked if there were any questions for Chairman Stagno; there were none.

COMMITTEE REPORTS - PUBLIC WORKS
Chairman Kerman highlighted topics covered at the last meeting and recent PW activity in the Village. He also noted that the Styrofoam recycling program is going very well and that new population signs are on order for the Village. He introduced the Committee's resolutions on tonight's agenda, and asked for any questions on Public Works. Trustee Stagno asked what the new population number is. The Village is waiting on census results and should know that number in May. The Village will continue to be home rule. President McCombie noted that there will be a Special Board Meeting coming up to expand the road program. Chairman Kerman announced the next Pubic Works meeting will be 1:00 on March 16th.

STAFF REPORTS – BUILDING OFFICER
Building Officer Moreland referred to his monthly report and noted that there was one new house permit. He asked if there were any questions; there were none.
STAFF REPORTS - VILLAGE ENGINEER
Engineer Karney referred to her monthly report and noted the Village has received several calls about dead fish in the lakes and ponds. She said that the Chicago Park District has reported that this is happening everywhere and is not due to pollutants or a virus. Rather, the weather was cold and then warmed up, which reduced the oxygen in the water. President McCombie asked if there were any questions for Engineer Karney; there were none.
STAFF REPORTS – CHIEF OF POLICE
Chief Roman reported the Starcom Radio project was being delayed by issues on the radio tower itself. But those issues now seem to be resolved, and the project should be able to move forward. He also reported that there was evidence of more car thieves in the Village. He reminded everyone of the importance of locking your car. Chief Roman asked for any questions. Trustee Guranovich asked about radio reports of teens joy riding. Chief Roman confirmed that this is a current problem, which sometimes includes car-jacking. Brief discussion ensued on new changes to the law, such as eliminating qualified immunity. Trustee Stagno asked about means of stopping stolen cars; brief discussion ensued on ways that are safe for the public.
President McCombie asked if there were any additional questions for Chief Roman; there were none.

STAFF REPORTS - VILLAGE CLERK
Clerk Wood reminded the Board that there were active contests for positions on the 220 School District, Barrington Area Library, and Harper College boards in the April 6th election. She also gave the dates for early voting and continued voter registration. President McCombie asked if there were any questions for Clerk Wood; there were none.
STAFF REPORTS - VILLAGE ADMINISTRATOR
Administrator Palmer gave the final snow report, noting that the Village had 47" of snow this season and 19 incidents when Cuba Township needed to plow the roads. He introduced tonight's proposed ordinance, noting that the Village did get two quotes, differing by over $10,000. Building Officer Moreland provided more information, stating that he was confident Diversified would do a good job. Trustee Kerman asked about steel repair. Brief discussion ensued, and Building Officer Moreland stated that the repairs will last even longer because of the way they are repairing. Administrator Palmer said the contract calls for six days to do the repairs, and that the road would be closed during the day but open at night. Trustee Kerman asked for an update on the lamp posts along Bridges Drive; Administrator Palmer said there was no update yet. President McCombie asked if there were any additional questions for Administrator Palmer; there were none.
