Village of Streamwood President and Board of Trustees met Feb. 18.

CALL TO ORDER: 

President Roth called the meeting to order at 7:07 p.m. 

ROLL CALL:

PRESIDENT'S REPORT: 

P-20-001  Commission Resignation, Appointments and Re-appointments 

President Roth requested concurrence with the resignation from Kathleen Kenney of our Planning & Zoning Board, which she served for 4 years, effective immediately, Trustee Baumer moved for approval. Trustee Carlson seconded the motion. A voice vote approved the resignation. 

President Roth requested concurrence with the appointment of Lukasz Stykowski as a member of the Planning & Zoning Board for a two-year term expiring March 2023. Trustee Harper moved for approval. Trustee Thon seconded the motion. A voice vote approved the appointment. 

President Roth requested concurrence with the appointment of Erin Hokanson as an alternate member of the Natural Resource Conservancy Commission for a two-year terin expiring March 2023. Trustee Cecille moved for approval. 

Trustee Carlson seconded the inotion. A voice vote approved the appointment. 

President Roth requested concurrence with the re-appointment of members Desi Karafizieva (Community and Economic Development Commission), Tom Kuttenberg (Community Relations Commission), Eric Okunevich (Planning & Zoning Board), and Kevin Soss (Police Pension Board) for a two-year term expiring February 2023. Trustee Thon moved for approval. Trustee Harper seconded the motion. A voice vote approved the re-appointment. 

President Roth requested concurrence with the re-appointment of alternate members Dick Hoppel (Blood Commission) and Patricia Hogan (Community Relations Commission) for a two-year term expiring February 2023. Trustee 

PUBLIC WORKS - Trustee Baumer/Trustee Schmidt 

A-21-017 Resolution - 2021 Water / Sewer Repair Projects 

Request the Board approve a Resolution entitled “A RESOLUTION APPROVING AND AUTHORIZING THE VILLAGE PRESIDENT TO EXECUTE ON BEHALF OF THE VILLAGE AND AUTHORIZING THE VILLAGE CLERK TO ATTEST TO A CERTAIN CONTRACT WITH HOLIDAY SEWER & WATER CONSTRUCTION, INC. FOR WATER MAIN REPLACEMENT AND STORM SEWER REHABILITATION.” This Resolution authorizes a unit price contract for various water main and sewer repair projects for a cost estimated at $547,550.00. 

Trustee Baumer presented the Resolution and moved for approval. Trustee Cecille seconded the motion. Public Works Director Matt Mann stated that funds were included in the 2021 budget for this project and the majority of the work will be new water main on Pine Street, Popular Creek Court, and Spruce Court. He also added that the project also includes some minor storm sewer improvements on Audubon and Sunnydale Boulevards. Trustee Cecille inquired on the accuracy of the estimates for these projects. Director Mann stated that contingencies are built into these figures and that most of these projects are under budget.

RESOLUTION 2021-10 

LEGISLATIVE – Trustee Cecille/Trustee Thon 

A-21-018 Resolution - Approval of Resolution in Lieu of Surety Bond / Illinois Department of Transportation 

Request the Board approve a Resolution entitled “A RESOLUTION FROM THE VILLAGE OF STREAMWOOD IN LIEU OF SURETY BOND TO THE ILLINOIS DEPARTMENT OF TRANSPORTATION.” This Resolution will serve as a surety bond to the Illinois Department of Transportation for any improvements completed on state highways in the Village during the years 2021 and 2022. 

Trustee Cecille presented the Resolution and moved for approval. Trustee Baumer seconded the motion. Public Works Director Matt Mann stated that the Illinois Department of Transportation (IDOT) requires this resolution, every few years, to confirm indemnification from any entity performing work in the IDOT rights of way. Passage of this resolution allows this type of work (i.e., water and sewer repairs, street light repair, sidewalk, and landscape work) to be completed in lieu of a formal surety bond.

Trustee Thon presented the Resolution and moved for approval. Trustee Schmidt seconded the motion. Public Works Director Matt Mann mentioned that KI was previously used for the Public Works lobby and reception area remodeling project in 2019. He stated that this purchase includes the rest of the Public Works building including the IT Department, Engineering, conference rooms, offices, training room, and the lunchroom. Director Mann stated that this remodeling plan includes furniture and some prefabricated walls and doors with glass windows which will provide a buffer from high traffic and noisy areas while still allowing natural light to illuminate the offices. Durability as well as long life were a key consideration and that the items have a 15-year warranty, Trustee Cecille asked about the options of furniture chosen. Director Mann stated that KI made a presentation and staff also took suggestions from the architect before making their choices.

Information Item - Winter Safety Tips 

Please check on any neighbors, elderly residents or shut-ins who may need help. Consider helping by shoveling a driveway or sidewalk. We would also like to remind everyone that the Police Department serves as a warming center if frigid temperatures impact homeowners. Please remember that parking is prohibited after a 2 inch or greater snowfall until streets are fully plowed. Finally, our winter parking regulations end soon. Please remember not to block the sidewalk starting on March 1. Parking is still prohibited on Village streets between the hours of 1-5 am, except where noted in specific subdivisions.
