Village of Streamwood Village Board met Oct. 8.

CALL TO ORDER

President Roth called the Workshop to order at 7:03 p.m.

All those answering "present” were physically present at the meeting.

Also present: Village Manager Sharon Caddigan; Village Attorney Tom Bastian; Community Development Director John Peterson and Assistant Director Jeff Harris, Human Resources Coordinator Karen Gray; IT Director Victor Ambroziak and Computer Systems Coordinator Joe Ritter; Finance Director Josh Peacock and Assistant Director Lori Frankenthor; Fire Chief Chris Clark; Police Chief Daryl Syre, and Deputy Chiefs Josh Norum and Shawn Taylor; Public Works Director Matt Mann, Engineer Alex Riegler and Streets Foreman Brian Spaid.

PLEDGE OF ALLEGIANCE

The Village Board is meeting for a workshop with staff to discuss the 2021 Proposed Budget.

Finance Director Josh Peacock reviewed the Village's overall financial condition including reductions in revenues due to the COVID-19 pandemic. The Village fared well given the ten week "stay at home" orders from mid-March through May. Staff carefully prepared their budget requests for the coming year. Mr. Peacock is recommending to reduce the department contributions to ERF and FERF for 2021 to a 25% contribution and also do a one-time transfer of funds from the street program of $900,000. This is the portion of funding that would normally come from the Village General Fund. All fund balances are in compliance with policy.

Mr. Peacock stated the effects of COVID on the 2021 revenues remains to be seen as there is an expected dip in the Illinois income taxes to be received and also general sales and home rule taxes. Gaming was fully closed from mid-March through June with no taxes received, but has come back quite strong.

The proposed 2021 Budget is flat with anticipated revenues equaling anticipated expenditures.

Each department presented their budget proposal and answered any questions.

Trustee Harper moved for a short recess. Trustee Baumer seconded the motion. A voice vote approved the recess. The recess was from 8 p.m. to 8:18 p.m.

The departments continued to present their budget proposals and answer questions.

PUBLIC COMMENT

ADJOURN

Trustce Cecille moved to adjourn the Workshop. Trustee Harper seconded the motion, A voice vote approved the adjournment. The Board adjourned the Workshop at 9:24 p.m.
