Village of Bartlett Committee of the Whole met Aug. 4.

Here is the minutes provided by the committee:

1. CALL TO ORDER

President Wallace called the regular Committee of the Whole meeting of August 4, 2020 of the President and Board of Trustees of the Village of Bartlett to order on the above date at 8:13 p.m. and NOTICE IS HEREBY GIVEN pursuant to Section 7(e) of the Open Meetings Act as set forth in Senate Bill 2135 signed by Governor J.B. Pritzker on June 12, 2020, making it effective upon said signing (“SB 2135”), that the regular Committee meeting of the Village President and Board of Village Trustees of the Village of Bartlett (the “Village Board”) scheduled to be held on August 4, 2020 at the Bartlett Municipal Building, 228 South Main Street, Bartlett, Illinois, may be conducted by audio or video conference without a physical quorum of the members of the Village Board present because an in-person meeting is not practical or prudent due to a disaster, that being COVID-19 pandemic and the applicable restrictions imposed under various laws rules, restrictions, Executive Orders and/or announcements issued by Illinois Governor J.B. Pritzker and/or Ngozi O. Ezike MD, Director of the Illinois Department of Public Health, including without limitation “Restore Illinois: A Public Health Approach to Safely Reopen Our State”, which currently limits gatherings to the lesser of 50 people or 50% of the capacity of the meeting room as a public health measure.

PRESENT: Chairmen Carbonaro, Deyne, Gabrenya, Hopkins, Reinke and President Wallace

ABSENT : None

ALSO PRESENT: Village Administrator Paula Schumacher, Assistant Village Administrator Scott Skrycki, Sr. Management Analyst Samuel Hughes, Management Analyst Joey Dienberg, Finance Director Todd Dowden, Director of Public Works Dan Dinges, Planning & Development Director Roberta Grill, Building Director Brian Goralski, Golf Pro Phil Lenz, Police Chief Patrick Ullrich, Village Attorney Bryan Mraz and Village Clerk Lorna Giless.

BUILDING & ZONING, CHAIRMAN HOPKINS 

Fair Housing Ordinance

Planning and Development Services Director, Roberta Grill stated that the ordinance’s purpose is to promote and protect fair housing opportunities throughout the village. It is to secure all persons living and working or desiring to live or work in Bartlett, an equal opportunity to view, purchase, rent or occupy real estate without discrimination based on race, color, religion, sex, age, sexual orientation, gender identity, marital status, disability, source of income, familial status or national origin of any individual. This ordinance also prohibits unlawful discrimination practices, prohibits discrimination in lending and provides for penalties for anyone found guilty of violating a provision of this ordinance. A Fair Housing Ordinance is needed as part of the villages grant request for the wastewater treatment plant as part of the Rebuild Illinois Plan. Staff has been notified that moving forward, all state grants will now require a municipality to adopt a Fair Housing Ordinance and in addition, this ordinance is required to enable the village to apply for Community Development Block Grants from DuPage County which would fund projects that would meet the needs of low to moderate income neighborhoods in Bartlett. This ordinance pertains to prohibiting discrimination in regard to the sale or rental of real property. It is not pertaining to providing affordable housing. The village is exempt from providing an affordable housing plan because we exceed the minimum 10% requirement of affordable housing units based on the total of year-round housing units in the village.

The item was forwarded on to the Village Board for a vote.

Chairman Deyne moved to adjourn and that motion was seconded by Chairman Hopkins.
