City of Evanston issued the following announcement on Aug. 7.
Residents may now begin to pay for their 2021 City of Evanston wheel tax, residential parking permits, and residential parking passes.
Due to COVID-19, the Morton Civic Center is closed to the public and will not process wheel tax or residential parking permit payments this year. Residents are strongly encouraged to complete payment early using the City’s convenient, free online portal at cityofevanston.org/wheeltax, or by mail. The deadline to pay the 2021 wheel tax is Wednesday, September 30, 2020. The 2021 wheel tax covers the period of October 1, 2020 through September 30, 2021.
Preprinted renewal notices have been mailed to residents with an online renewal ID (Link Code) and instructions. Residents can pay for the wheel tax, residential parking permits and residential parking passes online at cityofevanston.org/wheeltax. Residents who do not receive a letter should contact 847-448-4311, or 311 in Evanston.
All vehicles registered through the Illinois Secretary of State to an Evanston address are required to pay an annual wheel tax. Compliance is checked by License Plate Recognition (LPR) technology, which stores the license plates of all vehicles registered to an Evanston address, as the City no longer issues physical vehicle wheel tax stickers. Failure to pay the wheel tax may subject drivers to parking tickets.
In addition to paying online or by mail, wheel tax and residential permit payments can also be made in person at:
- Robert Crown Community Center, 1801 Main St.. Hours for processing these payments are Monday through Friday, 10 a.m. to 3 p.m.
- Levy Senior Center, 300 Dodge Ave. Hours are Monday through Friday, 8:30 a.m. to 5 p.m.
- Evanston based currency exchanges (wheel tax only).
The cost for a regular passenger car vehicle sticker is $85. A penalty may be added to all applications received or postmarked after September 30.
Residents who previously elected auto renewal using the City’s online portal will have their payments processed on September 23, 2020.
All outstanding parking citations must be paid before obtaining a residential parking permit. Failure to do so may result in the delay of processing applications. For citation payments, or to look up citations for a vehicle, please visit https://evanston.rmcpay.com.

Evanston seniors who are current Benefit Card holders qualify for a wheel tax discount. Seniors who do not yet have a Benefit Card but qualify based on age and income can apply by contacting aging@cityofevanston.org, or calling the Levy Center at 847-448-8250.
