Village of Wheeling Board of Trustees met Dec. 16.

1. Call to Order

President Horcher called the Meeting to order at 6:35 p.m.

3. Roll Call - Deputy Village Clerk Karen Henneberry called the roll and the following Board members were present:

Present: Pat Horcher, Mary Krueger, Ray Lang, Mary Papantos, Jim Ruffatto, Joe Vito Absent: Dave Vogel

Trustee Vogel was absent with prior notice.

4. Approval of Minutes

Approval of Minutes of the Regular Meeting of November 18, 2019

Motion by Jim Ruffatto, second by Mary Papantos to approve Minutes as presented.

Deborah Wilson spoke about the importance of doing research before voting for judges.

10. Staff Reports

Village Manager Jon Sfondilis introduced interim Community Development Director Mike D’Onofrio and welcomed him to the Village.

11. Consent Agenda-All items listed on the Consent Agenda are considered to be routine by the Village Board and will be enacted by one motion. There will be no separate discussion of these items unless a Board member or citizen so requests, in which event the item will be removed from the general order of business and considered after all other Agenda items.

Deputy Clerk Henneberry read the Consent Agenda items into the record.

A. Resolution 19-159 Granting Final Acceptance of Public and Private Improvements within the Builders Asphalt Resubdivision

B. Resolution 19-160 Adopting the Public Works Department Capital Improvement Plan (CIP) for the Five-Year Period of Fiscal Year 2020 through Fiscal Year 2024

C. Resolution 19-161 for Maintenance under the Illinois Highway Code

D. Resolution 19-162 Approving a Contract with USIC Locating Services, LLC to Perform Underground Utility Locates in the Village of Wheeling

E. Resolution 19-163 Approving an Increase in Compensation for the Village Manager Pursuant to the Village Manager's Employment Agreement

F. Resolution 19-164 Authorizing the Village President and Village Clerk to Execute a Renewed and Revised Emergency Dispatch Services Agreement between the Village of Wheeling and the City of Des Plaines

G. Ordinance 5304 Amending Chapter 4.32 of the Village of Wheeling’s Municipal Code, “ALCOHOLIC LIQUOR DEALERS,” Specifically Section 4.32.085, to Increase the Authorized Number of Class A Liquor Licenses

Motion by Mary Krueger, second by Ray Lang to approve Consent Agenda as presented.

Deputy Clerk Henneberry read the Public Hearing title into the record.

President Horcher opened the hearing at 6:42:36 p.m., and asked if anyone from the public wished to be recognized. Seeing that there were no public comments, President Horcher asked for a Motion to close the Public Hearing.

Motion by Mary Papantos, second by Mary Krueger.

B. Resolution 19-165 Consenting to a Cook County Class 6b Real Estate Tax Assessment Classification from USIP Wheeling, LLC., for the Property Located at 900 Chaddick Drive in the Village of Wheeling

Deputy Clerk Henneberry read the legislation title into the record.

Economic Development Director John Melaniphy described the request and provided history on the property.

Petitioners representative was present and answered questions from the Board.

Assistant Community Development Director Steve Robles introduced the item.

Petitioner Ross Neihaus was present and answered questions from the Board.

Director Mondschain described the ordinance; there were no questions from the Board.

O. Ordinance 5317 Amending Various Sections of Title 13, Water and Sewers, of the Wheeling Municipal Code (Waters and Sewers)

Deputy Clerk Henneberry read the legislation title into the record.

Director Mondschain reviewed the ordinance and fees. Trustee Papantos commented that Wheeling fees are still lower than our neighboring communities.

Motion by Ray Lang, second by Jim Ruffatto.

P. Resolution 19-166 Providing for and Requiring the Submission of a Binding Public Question Concerning Whether the Office of Village Clerk for the Village of Wheeling Should Be an Appointed Office of the Village, to Appear on the Ballot of the Electors of Such Village at the General Primary Election to be Held on March 17, 2020

Deputy Clerk Henneberry read the legislation title into the record.

Village Attorney James Ferolo reviewed the resolution and answered questions from the Board.

Trustee Papantos confirmed that if passed, this would go into effect in May 2021. President Horcher stated that this question has come up in the past. Attorney Ferolo stated that most communities have gone to an appointed clerk due to training and knowledge required.

14. Official Communications

Deputy Clerk Henneberry announced that mail ballot applications for the March 17, 2020, Primary will be available on December 18, 2019, and that applications can be obtained from the Cook County Clerks office, or contact Deputy Clerk Henneberry at 847-499-9085.

Trustee Papantos congratulated the Wheeling Historical Society on the success of Lollipop Lane.

Trustee Krueger welcomed interim Director D’Onofrio, and wished everyone Happy Holidays.

President Horcher encouraged everyone to enjoy the holidays and to remember why they are celebrated.

15. Approval of Bills

Approval of Bills for November 28 – December 11, 2019, in the amount of $8,253,657.42¢

Motion by Mary Krueger, second by Mary Papantos to approve Bills as presented.
