A. Continued Discussion of Northbrook Days 2020
President Frum opened the meeting, and informed the board and audience that Village received new information from the Park District, Civic, and local businesses. An email from the Landmark Inn was received today. President Frum stated that most of the questions that were asked two weeks ago had been answered. A decision needs to be made whether or not to grant the request of Civic to close down Shermer Road during Northbrook Days. A resolution would authorize Village Attorney Elrod and Manager Nahrstadt work out a license agreement with Civic to use Shermer Road. Manager Nahrstadt needs to know what conditions the Board has that might be worked into the license agreement.
Trustee Collison is only interested in closing down Shermer Road if Civic can accommodate concerns voiced by Little Louie’s and Kamehachi. She would like some type of sponsorship promotion given from Civic to make up portions of loss of revenue. She is concerned about Mr. Marcus’ apartment complex. Trustee Collison would like the non-ride portion to be in front of the apartment building and rides moved further down on Shermer. She would like to see Civic work to provide volunteers to monitor Mr. Marcus’ parking lot. She does not want to see Mr. Marcus incur out of pocket expenses. She wants the insurance coverage increased. Trustee Collison noted her dismay with the Park District’s response regarding the use of Meadowhill Park and Techny Prairie Park, but hopes to work together towards a long-term plan.
Trustee Hebl is in favor of closing down Shermer Road for this year. She thinks there is an opportunity to learn from when Northbrook Days was held at Northbrook Court. She wants the insurance coverage increased to $5 million. She wants the resolution to state that it is contingent as drawn with no last minute modifications. Trustee Hebl is comfortable with the plans as drawn. She would like to see Mr. Marcus have the opportunity to rent parking spots behind his building, if possible.
Trustee Ciesla wants to remove a line from the second paragraph, last line of the resolution, which speaks to last year’s festival not allowed in Village Green because of rain. She asks that the line be removed. Trustee Ciesla wants Civic to work with Mr. Marcus on parking lot issues for his customers.
Trustee Pepoon wants an increase in insurance. He understands that some of the businesses may experience difficulties during Northbrook Days but also states that these same businesses benefit the remaining 50 weeks of the year by having Village Green downtown. He is okay with closing down Shermer Road but would like some investigation to see if Shermer Road could be open with one lane, during non-festival hours. He would like some exploration if there were ways for Little Louie’s and Kamehachi to be more involved in the festival. He believes there should be efforts made for remote parking to lessen the burden of Mr. Marcus. He suggests that pedal powered trolley cars be explored for remote parking. He would like to see more cooperation between Civic and the Park District.
Trustee Ross is in favor of closing Shermer Road for this year. She agreed with Trustee Collison but would also like to see all businesses promoted. She is unhappy that Mr. Marcus pays for parking security and requests that Civic help him with volunteers or take over his fees. She likes the idea of trolley cars and using the Grainger parking lot.
President Frum stated the Board is ready to go forward with giving direction to Manager Nahrstadt and Village Attorney Elrod. President Frum wants the insurance increased to $5 million dollars. President Frum wants all of the businesses acknowledged and thanked that are adjacent to Shermer and affected by Northbrook Days. She wants to work with the Fire Department for proper access. President Frum is interested in finding out if the rides can be laid out so they do not affect the apartments. She wants to know if there is a possibility of having one lane open on Shermer. She wants help for Mr. Marcus to monitor his parking lot. President
Mr. Marcus made a presentation. He thanked the Board for being responsive to his comments. He does not accept public funds for private enterprise and will not accept any financial consideration from the Village or Civic. He stated that the money he pays to the Cook County Sheriff’s Police is his donation to the Civic Foundation. He inquired about Civic’s plan for next year. Mr. Marcus suggested not bringing vendors to the carnival that compete with the vendors on Shermer Road. Mr. Marcus agrees that the insurance number should be increased and perhaps Civic should invest in non-auto liability.
Trustee Hebl requested that Mr. Marcus survey his businesses to find out if they receive increased foot traffic when baseball events are taking place in the Village Green.
Matt Settler made a presentation. He thanked the Village Board for tonight’s discussion. He stated that he is prepared to do all that he can to make Northbrook Days a success for the community. He will meet with Mr. Marcus to better their relationship.
President Frum stated that the trustees would vote at the regular board meeting.
FOID-CCL Revocation Policy
Trustee Hebl asked for information on how the Village of Northbrook proceeds when FOID cards are revoked by the State. Chief Adkins answered by stating that the Illinois State Police Firearms Bureau oversees the Firearm Owners Identification Card (FOID) and the Concealed Carry License (CCL). There has been information in the media regarding backlog of the non- compliance and revocation of FOID cards. The Northbrook Police Department looked into local agencies to see what was being done and researched the policies of the State Police. The Northbrook Police Department, working with the Village Attorney, created a FOID/CCL Revocation Investigation Policy & Procedure. It is included in the packet along with two forms required by the Illinois State Police.
Northbrook now has a dedicated FOID revocation compliance team. It is comprised of the investigations commander and two investigations sergeants. Information is entered into a portal created by the Illinois State Police. The portal includes every revocation in the State of Illinois. It is updated every month and has the Concealed Carry License. The compliance team looks at those applications. Northbrook Police reach out to any noncompliant incorporated residents to make sure they are aware of the letter from the State of Illinois. Northbrook Police meet with the individuals; help them fill out the forms provided by the State Police, and document the action taken. Compliance is 100%. Chief Adkins stated that the department has made great contacts with the Illinois State Police Firearms Services Bureau. Northbrook is pleased that Cook County Sheriff’s Police also has a unit.
Trustee Ciesla asked for information on what happens when an individual ignores a letter that they have received. The answer is that Police contact is made by knocking on the individual’s door and a letter is sent by certified mail. A protocol is in place.
Trustee Ross asked if this is a new policy. Chief Adkins stated that the policy is new.
Trustee Ross asked for the best way to dispose of a gun. Chief Adkins believes it is best to contact the Police Department. The Police Department will pick up a weapon and take possession of it for safekeeping. The Police Department does not take weapons for ownership.
Trustee Hebl asked that Police Chief Adkins keep the Board informed of any new information related to this topic. President Frum stated that she was very proud of the new Northbrook Department FOID-CCL Revocation Investigation Policy.
