Village of Bartlett Committee of the Whole met Jan. 7.

Here is the minutes provided by the committee:

President Wallace called the Committee of the Whole meeting to order at 7:25 p.m. PRESENT: Chairmen Camerer, Carbonaro, Deyne, Gabrenya, Hopkins ABSENT: Chairman Reinke, President Wallace

ALSO PRESENT: Village Administrator Paula Schumacher, Assistant Village Administrator Scott Skrycki, Senior Management Analyst Samuel Hughes, Management Analyst Joey Dienberg, Finance Director Todd Dowden, Planning and Development Services Director Roberta Grill, Public Works Director Dan Dinges, Public Works Engineer Bob Allen, Building Director Brian Goralski, Food and Beverage Manager Paul Petersen, Police Chief Patrick Ullrich, Deputy Chief Geoff Pretkelis, Deputy Chief Jim Durbin, Village Attorney Bryan Mraz and Village Clerk Lorna Giless.

COMMUNITY & ECONOMIC DEVELOPMENT, CHAIRMAN GABRENYA 120 Live BEDA Application

Economic Development Coordinator Tony Fradin stated the building at 120 Bartlett Ave. is a historic building about 100 years old. The last two users of the building were Pound Cakes Bakery and approximately 10 years ago, the Marre’s purchased it and converted it into a show room for their home renovation company. The Bollman family purchased the building recently and have been working very closely with staff on various aspects of their project which includes very extensive renovations which are detailed in the packet. You have seen most of the details of their business at some of the zoning hearings and at the time that this BEDA application was submitted a couple of months ago, the Bollman’s estimate to renovate the building amounted to just over $375,000 which is in addition to the purchase price of the building. Based on previous conversations, this number has likely risen over the past several months. Staff asks the petitioners to submit a business plan which was included with the packet and as you can see, they have extensive experience running a restaurant in Elgin for over three decades. Staff ran the BEDA application concurrent with their special uses and variances. Staff made the recommendation of $50,000, because of the major investment they are making in remodeling the building. The EDC also recommended in favor of granting the maximum $50,000 grant. This is the third BEDA grant for this fiscal year.

President Pro Tempe Deyne asked when they would be opening.

Owner of 120 Live, Mary Ann Bollman stated they plan to open in February.

Chairman Camerer asked about the menu.

Ms. Bollman stated that it will be very similar to the menu they had in Elgin. They were known for their pizza. It will also have your standard pub food and some healthier options.

Chairman Hopkins asked if they anticipate having video gaming. Ms. Bollman stated, yes.

Chairman Gabrenya stated that she admired all the work they have put in. The item was forwarded to the Board for a final vote.

Interactive App for Capital Improvement Plan (Draft)

Village Administrator Paula Schumacher stated the Villages GIS staff put this together with major help from our GIS Intern Caitlin Ketel. This project brings the capital improvements program into a new realm of communication for the village. It is part of our goals to enhance the awareness of the community about our projects and our spending and this tool is an engaging and comfortable way for our community to have this communication.

Ms. Ketel stated that the system is very easy to change from year to year. She demonstrated the interactive app for the Committee to understand how it works. This app aligns with the village’s strategic plan of enhancing public awareness and enticing the public to get further involved in the village’s decision-making process.

Ms. Schumacher stated that they plan to roll it out with the new website in a couple of months.

Chairman Hopkins stated that he is excited about it. He thought the residents would really enjoy it.

President Pro Tempe Deyne moved to adjourn the Committee of the Whole Meeting. That motion was moved by Chairman Camerer and seconded by Chairman Carbonaro.
