President Hayes called for a moment of silence for Andy Whowell retired Deputy Police Chief who passed away suddenly December 1st.

A. Proposed 2020 Budget Approved
Mr. Recklaus said tonight’s Public Hearing is for the proposed $177,000,000 Budget which was presented in November. The 2020 Budget calls for no increase to the property tax levy. The document was made public in October. Emails were received from the public and residents spoke in the two budget meetings that were held in November. A formal hearing is required by State Statute.
Resident Keith Moens said residents who have a household income below the median Village income of $87,790 will appreciate this zero percent increase. He asked for this flat tax to be a trend and not a one in five year event. He said there are high fund surpluses in the general fund. This Public Hearing tonight is only to satisfy an Illinois Statute but is not being held to receive any meaningful input. Mr. Moens recognized the Village’s efforts to engage the public. This hearing tonight seems to be futile beyond satisfying the statute requirement. He suggested holding a Public Hearing in June or September as the budget is being formulated.
President Hayes said tonight is the formal Public Hearing, but there were many public meetings over the past year, all of which were public, advertised, and for which notice was posted. This is not the first opportunity for residents to weigh in. There was a lot of input during the year including online surveys, contact with Board members, and emails.
Resident Melissa Cayer asked if there were any plans to change the Health Department now that Cook County has a clinic in the Village.
Mr. Recklaus said the Health Department performs inspections for restaurants, property maintenance inspections, runs the Senior Center, and maintains a social services program. There is not much overlap with the clinic. The Village did discontinue its immunization clinic a few years ago. There is no planned change to the Health Department.
Ms. Cayer asked if public money was being used for a raffle occurring at the Senior Center.
Mr. Recklaus said no, the raffle was organized by one of the agencies in the center.
Trustee Scaletta said over the past 15 years the County has reduced services. The Village’s Health Department has picked up the slack and provided services the County stopped providing. The new County facility is not yet staffed completely.

VIII. CITIZENS TO BE HEARD
Des Plaines resident and Retired Pastor John Alan Boryk asked for an official policy on diversity and inclusion in hiring practices in all departments, but especially in the police department. He asked that once approved, for it to be published on the website. He also called for the creation of an entity to help bring sustainable actions on diversity and inclusion.
Mr. Recklaus said the Board adopted the goal to improve diversity in the organization. He stated he is working with other local police agencies to encourage more applications from minorities. In the next two year Business Plan, HR’s goal will be to create a recruitment policy to get more candidates from minority backgrounds and eliminate barriers for people with disabilities.

XII. NEW BUSINESS
A. ReStore - 955 E. Rand Rd. - PC#19-013 Land Use Variation, PUD Amendment Approved
Mr. Henry Tonigan, attorney for Habitat for Humanity, presented their application for ReStore. They agree with the staff recommendations. Deana Davies, ReStore Director, presented their plan for the store and explained their mission to provide homes and home repairs for those in need. Four repairs were done in the Village last year. ReStore helps them raise funds by selling new and gently used materials to the public at reduced prices.
Mr. Perkins said the space was a former furniture store and has 53 parking spaces. A retail use requires 95 spaces. After looking at their parking statistics from other sites, staff determined the amount of parking is reasonable. Donations must be delivered during open hours. No outdoor sales are allowed. Outdoor pieces on display are not allowed. ReStore will be upgrading the landscaping. Mr. Tonigan said they agreed with the conditions.
Trustee Scaletta said the site is behind a residential neighborhood. He asked what they will do to prevent dumping. Ms. Davies said they will have signage and cameras trained to the areas. Trustee Scaletta advised them to include the recording language on the signage. Trustee Scaletta encouraged the petitioner to not have a negative impact on the neighborhood and asked them to introduce themselves to their neighbors. David Mackenzie spoke for the petitioner and said there will be a fence on the retaining wall.
Trustee Rosenberg asked for clarification on how their delivery and drop off system worked. Ms. Davies said they will install a street level opening for people to drop off items. Donations are brought immediately into the facility. Materials go into the warehouse for processing, cleaning, and pricing. Then they are put onto the retail floor. There is a wall between the warehouse and the showroom. Trustee Rosenberg recommended that they make the Village Building and Health Departments aware of their resources.
Trustee Baldino asked if they were comfortable with the number of parking spots. Ms. Davies, she said yes, they wouldn’t have pursued this location if they didn’t think the parking was adequate.
Trustee LaBedz asked if the Village’s existing retailers would be concerned. Ms. Davies said Home Depot and Lowes donate items to them when they have merchandise changeovers or discontinued items. The store sells small items too, like nails and tools.
Trustee Robin LaBedz moved to approve a Land Use Variation to permit a "Secondhand Store" in the B-1 District and an amendment to PUD Ordinance 72-052 with the recommendations made by the Plan Commission. Trustee Mary Beth Canty Seconded the Motion.

President Hayes thanked the Special Events Commission for great work at the Holiday Tree Lighting. This Friday at Harmony Park, the 4th Annual Holiday Happenings will take place from 4:30-7:30. Saturday morning is the Rotary Santa Run. December 14th is the Movie with the Mayor at CMX Theaters beginning at 8 a.m. Sunday afternoon December 15th is the Arlington Heights Community Band Concert at Forest View Educational Center. A Christmas Carol is playing at the Metropolis Theater from now until Christmas Eve.
