Village of Arlington Heights Committee of the Whole met Dec. 2.

Here is the minutes provided by the committee:

President Hayes called the meeting to order at 7:45 PM.

BOARD MEMBERS PRESENT: President Hayes; Trustees Baldino, Canty, LaBedz, Rosenberg, Scaletta and Schwingbeck

BOARD MEMBERS ABSENT: Trustees Padovani, Tinaglia

STAFF MEMBERS PRESENT: Village Manager Randy Recklaus, Assistant Village Manager Diana Mikula and Village Attorney Mark Burkland

OTHERS PRESENT: Jeanine Judge, Paul Tanzillo, Melissa Cayer

A. Consideration of recommending to the Liquor Commissioner the issuance of a Class AA Liquor License to Brinker Restaurant Corporation dba Chili’s Grill & Bar located at 640 E. Rand Road.

Mayor Hayes asked petitioners to come forward and introduce themselves. Jeanine Judge stated she is the General Manager at Chili’s in Arlington Heights and Paul Tanzillo stated he is the Attorney for the applicant. President Hayes administered the oath to Jeanine Judge. Diana Mikula gave the staff report. Ms. Mikula stated that this application is a change in ownership. A background check was done on the President and Vice President in November and there were no issues noted. In September, a background check was done on Jeanine Judge, no issues noted. The Mayor noted that the address had two previous liquor violations, one in 2002 and one in 2010.

Ms. Mikula stated she did a walk-through of the restaurant and adjusted the submitted floorplan slightly to reflect the current conditions. Upon a successful liquor interview, Ms. Mikula said it would be appropriate to issue a Class AA liquor license to Brinker Restaurant Corporation dba Chili’s Grill & Bar upon surrender of the current license.

Mayor Hayes asked Ms. Judge about her restaurant experience. Ms. Judge has managed other Chili’s locations. Ms. Judge is Basset Certified. Discussion ensued about the staffing, hours, liquor violations and Basset training of employees as well as corporate training. The Mayor asked why the submitted paperwork from Brinker did not show Illinois liquor violations. Mr. Tanzillo stated Brinker recently has only owned Corner Bakery in Illinois and that they do not serve alcohol.

Trustee Scaletta moved, seconded by Trustee Baldino to recommend that the Village Board of Trustees recommend to the Liquor Commissioner the issuance of a Class AA Liquor License to Brinker Restaurant Corporation dba Chili’s Grill & Bar located at 640 E. Rand Road.

The following voice vote was recorded:

7AYES              0 NAYS

The motion passed.

C. OTHER BUSINESS

A question was raised by Melissa Cayer. Ms. Cayer asked if there was going to be a program set up to discuss the property value assessment algorithm. Village Manager Randy Recklaus stated that is not something that the Village is involved with; it would be the township or county. Mayor Hayes pointed out that there was going to be a program at the Arlington Heights Memorial Library on December 16 at 6:00 pm with Commissioner Dan Patlak with the Cook County Board of Tax Review.

D. ADJOURNMENT

Trustee Scaletta moved, and Trustee Baldino seconded the motion to adjourn. The meeting adjourned at 7:54 pm.
