Village of Buffalo Grove Board of Fire and Police Commissioners met Dec. 2.

Here is the minutes provided by the board:

CALL TO ORDER and ROLL CALL:

The meeting was called to order at 6:00 p.m. by Chairman Dibbern in the Trustee Conference Room of Village Hall. Commissioner Johnson called the roll and noted for the record that a quorum was present at the meeting. Present were Commissioners Johnson, Hartman, Fishman and Dibbern. Also, in attendance were Police Chief Casstevens, Fire Chief Baker, HR Director Malinowski, Management Analyst Golbach, Management Analyst Grace, and Trustee Liaisons Stein and Smith.

APPROVAL OF MINUTES:

A. Commissioner Hartman made a motion to approve the minutes of the BFPC Regular Meeting of November 4, 2019, seconded by Commissioner Fishman. Commissioners Johnson, Hartman, Fishman, and Dibbern voted in favor of the motion. The motion passed.

CHAIRMAN’S REPORT:

A. Chairman Dibbern congratulated Police Chief Casstevens on the timely and professional handling of the unfortunate double murder in Buffalo Grove. She further stated that Chief Casstevens did a professional job during the press conferences. Chairman Dibbern thanked Chief Casstevens and team for their diligence.

B. Chairman Dibbern thanked Art, Katie, Tyler and the CERT volunteers for assisting with the FF/PM orientation and testing.

C. Chairman Dibbern welcomed Stuart Berman who was sitting in the audience and advised that he will be officially appointed by President Sussman during the Village Board Meeting tonight.

COMMISSIONER’S REPORTS:

A. Commissioner Johnson congratulated Chief Casstevens and team for another successful Trivia Night fundraiser for Special Olympics.

B. Commissioner Johnson advised that she will conduct the swearing-In ceremony for new FF/PM Dustin Baniqued on November 11, 2019 on behalf of Chairman Dibbern.

C. Commissioner Johnson also thanked Art, Katie, and Tyler for ensuring a seamless process for the FF/PM orientation and testing. She gave kudos to the entire team for their collective efforts.

D. Commissioner Hartman thanked Chief Casstevens for how he handled the investigation and media reports associated with the double homicide. She was impressed with the professional job the Chief did during this unfortunate matter.

E. Commissioner Hartman advised that the service dogs are available for any emergencies.

TRUSTEE REPORTS: None

CHIEF REPORTS:

POLICE DEPARTMENT:

A. Chief Casstevens reported that Nick Kries and Robert Lawyer are at the Suburban Law Enforcement Academy and doing extremely well.

B. Chief Casstevens reported that with the impending swearing-in of Dawid Wojs, the Police Department will for the first time during his tenure that the department will be fully staffed.

C. Chief Casstevens advised that he is attending a holiday party at the White House on December 6, 2019.

FIRE DEPARTMENT

A. Chief Baker reported that Dustin Baniqued’s Pinning Ceremony will be tonight at the Village Board Meeting.

B. Chief Baker provided an update on an employee who has been on medical leave.

C. Chief Baker reported that there are two current vacancies for early next year.

SPECIAL BUSINESS: None

OLD BUSINESS:

A. Chairman Dibbern highlighted the adjustments to a few dates for the 2020 BFPC calendar. Some of the changes are: July 20, 2020, September 14, 2020. Chairman Dibbern will send a final and revised calendar by early next year.

B. Chairman Dibbern reported that there were 170 applicants for the FF/PM position, and 13 applicants did not pay by the deadline. She reported that 127 tested, which is the same count as the last testing cycle. There were 30 no-shows and 98 passed for an average score of 83.50.

C. Chairman Dibbern reported that one of the candidates requested an exception to the oral interview due to a military exception. A discussion ensued about whether to honor the military exception. The Commissioners agreed to the military exception, and Chairman Dibbern will notify the candidate accordingly. Commissioner Fishman suggested that the BFPC set parameters around exception requests to ensure consistency and fairness in the process.

D. Chairman Dibbern reminder Commissioners to plan on arriving by 7:15 a.m. on Saturday, December 7, 2019 and 8:00 a.m. on Sunday, December 8, 2019 for the FF/PM oral interviews. She advised that the Commissioners will review the interview questions and response rubrics prior to the interviews.

NEW BUSINESS:

A. Police Chief Casstevens reported that the revised Lateral Police Entry process manual includes amended sections and minor clean-up to certain language. He advised that the changes will allow Command staff to review three to five applications of candidates for the lateral police entry list and update the list accordingly once preference points have been accepted. Chief Casstevens further advised that the lateral police entry list will be ongoing and the updated list will be posted onto the Village website and bulletin board.

B. A motion was made by Commissioner Hartman and seconded by Commissioner Fishman to accept the changes to the Lateral Policy Entry process per Chief Casstevens request, which will be effective on December 3, 2019. Commissioners Johnson, Hartman, Fishman, and Dibbern voted in favor of the motion. The motion passed.

C. Discussions on personnel will be conducted in Executive Session.

EXECUTIVE SESSION:

A. A motion was made at 6:32 p.m. by Commissioner Fishman, seconded by Commissioner Hartman to move to Executive Session to discuss Section 2(C)(1) of the Illinois Open Meetings Act: the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body or Legal Counsel for the Public Body, Including Hearing Testimony on a Complaint Lodged Against an Employee of the Public Body or Against Legal Counsel for the Public Body to Determine its Validity. Commissioners Johnson, Hartman, Fishman, Johnson, and Dibbern voted in favor of the motion. The motion passed.

B. The Commission moved to Executive Session from 6:33 p.m. to 6:38 p.m.

RETURN TO OPEN SESSION:

The open session resumed at 6:38 p.m.

A. FF/PM Candidate: Thomas Kelly. A motion was made by Commissioner Johnson, seconded by Commissioner Hartman, to make a conditional offer of employment to FF/PM Candidate Kelly.

Commissioners Johnson. Hartman, Fishman, and Dibbern voted against the motion. The motion failed.

ADJOURNMENT:

A motion was made by Commissioner Johnson, seconded by Commissioner Hartman to adjourn the meeting at 6:40 p.m. All Commissioners present voted in favor of the motion. The motion passed.
