CALL TO ORDER - At 6:35 PM, Mayor Nicholas J. Helmer called to order the June 24th Regular City Council Meeting at 8 North Elmhurst Road, Prospect Heights, IL 60070.
ROLL CALL FOR QUORUM – City Clerk Prisiajniouk called roll. A quorum was present.

A.Chicago Executive Airport Report Presented by Director Scott Saewert - Director Saewert gave an update on the Chicago Executive Airport.
• Rock the Runway and Run the Runway events are to be held on Saturday, June 29th. Run the Runway starts at 8 AM, and Rock the Runway begins at 5 PM, Fireworks will start at 9:15 PM
• On July 25 - 28, the Collins Foundation will be displaying vintage WW2 bombers from 2 - 5 PM
• On July 11th, there will be an Open House Meeting at the Ramada Inn to discuss the Chicago Executive Airport Master Plan.
• He mentioned that the newly-elected officials had gone on the CEA tour.
• Director Saewert stated that the planned date for the Joint Meeting is September 18 at Chevy Chase.
• Construction of the Customs Building will be at the Hangar 4 site on the southwest side of The airport. The new construction will begin in the Spring, 2020.
• FAA Sound issues regarding flight plans has launched a pilot program regarding flight patterns. Ten homes will be chosen (including multi-family and single family). An FAA-approved contractor is searching for homes for the pilot project. This program will include anywhere within the contours of the flight patterns.
B.May Treasurer's Report Presented by Finance Director Michael DuCharme - Finance Director DuCharme updated the Council on the financial status of the City. Alderman Ludvigsen asked why the Glenview Revenue Sharing was budgeted for so low this year at only $20,000. Finance Director DuCharme said that he would research why that number was selected as the amount.
Deputy Chief Porlier - said that the police had gotten a grant for $15,000 for tactical control from Homeland Security.
- He noted that June 12th was Government Day for the Outreach Program in which 50 children took part. The next Outreach Program is Camp Duncan on July 10.
Alderman Quinn - thanked Staff and Flood Brothers for a smooth transition to the new waste removal vendor.
Alderman Morgan-Adams - As a Workshop topic, the Alderman would like to discuss the need for a Prospect Heights Chamber now that the City has withdrawn from the former Wheeling Prospect Heights Chamber. The City does not want to be a member now that the Chamber has removed Prospect Heights from the name of the chamber.
City Clerk Prisiajniouk -- noted that the Old Orchard Country Club has been remodeled, and said that it would be a good site for an event. She was part of a city-government wide meeting that included the City, the Library, and the Park District.
- She noted an Additional Escorted Transportation Service for seniors. It is a non-profit for anyone that is 60+. Phone (847) 227-9331. The service map encompasses a lot of the northwest Chicago area.
- Senator Gillespie has a Town Hall meeting on Wednesday, June 26th from 7 PM - 8:30 PM at the Memorial Library.
- There are Census taker jobs that are available. They are on the Census website.
Alderman Ludvigsen - thanked the City Administrator, the Director of Public Works, and the City Engineer for getting the contractors to fix the road repairs. The contractor had owed the City repairs to side road damage, and he congratulated the Engineer, Staff and Public Works on their punch list.
Director of Building and Development Peterson - said that weather is wreaking havoc on construction projects.
Aldi's store is closed and has 1 %2 week delay.
Thornton's is trying to meet their August 1 deadline to open.
River Trails is working as quickly as possible to get occupancy.
There are five new housing permits
Director of Public Works Roscoe - noted the role of the Public Works Department in the Block Party.
- He said that the 6-8 weeks of ground saturation from the water. Absorption has become an Issue.
- Mosquito Abatement - it was noted that the City does not spray, the County does.
City Administrator Wade - noted that money has been budgeted for Hillside Lake treatment but Clarke Aquatics said that the elodea is under control but two pond weeds were of concern. It was believed that the weeds would die off when the weather hit 80 degrees. So there is no need for treatment until Spring
Treasurer Tibbits - thanked the Park District for the job that they did at the Block Party.
- Noted that harper College offers free courses for anyone over 65
- Old Orchard Country Club catering – the Treasurer would like to shoot a video there to highlight the new eatery.
- Treasurer Tibbits would like to add water as a workshop topic. He noted that 40% of the City has no water system. He said that the City needs to find a funding system for water.

It was noted that the address had been partially in Prospect Heights and partially in unincorporated Cook County; and there had been no protest from the County.

A.Request for Waiver of 1st Reading 0-19-18 Staff Memo and Ordinance Amending Title 3, Chapter 9 - Waste Disposal of the Prospect Heights City Code (1st Reading) - Alderman Dolick moved to waive first reading of 0-19-18 Ordinance Amending Title 3, Chapter 9 - Waste Disposal of the Prospect Heights City Code; seconded by Alderman Morgan-Adams.
There was explanation of how Rob Roy residents will pay for waste disposal. It was noted by Alderman Quinn that the waste hauler would take a census of senior residents to determine who would receive the discount, because of their situation where they are billed through the association.

It was noted by City Attorney Kearney that the Ordinance codifies the changes that were made by the State. Deputy Chief Porlier said that officers typically did not stop someone that was smoking but that they could target stores that sell to minors. Attorney Kearney said that the law goes into effect July 1.

PUBLIC COMMENT (Non-Agenda Matters) - Katy Freihage of 400 Shawn Lane - spoke regarding the proposed senior living facility behind St. Alphonsus Church. She is asking that the City take seriously the fact that senior citizen drivers would then be needing to go by the church school with its 185 students. She felt that it presented a safety issue. Mayor Helmer noted that the Council would approve everything before it was implemented. It was noted that the last time that the Church had tried to change the character of the property, it was turned down. City Administrator Wade said that there was a process for a development application that included a City application that was reviewed by Staff and engineering and legal, and moved to the PZBA for review and approval, and then to the Council for final review and approval. This would include Public notification and input from residents.
City Clerk Prisiajniouk - noted from her previous comments regarding the free transportation for seniors was that they would take seniors to the hospital, but would not give rides where there was anesthesia administered.
