CALL TO ORDER

President Sussman called the meeting to order at 7:30 P.M. Those present stood and pledged allegiance to the Flag.

ROLL CALL

Roll call indicated the following present: President Sussman; Trustees Berman, Ottenheimer, Weidenfeld, Johnson and Smith. Trustee Stein was absent.

Also present were: Dane Bragg, Village Manager; Patrick Brankin, Village Attorney; Jennifer Maltas, Deputy Village Manager; Scott Anderson, Finance Director; Andrew Brown, Deputy Finance Director; Evan Michel, Management Analyst; Art Malinowski, Director of Human Resources; Katie Golbach, Human Resources Management Analyst; Brett Robinson, Director of Purchasing; Christopher Stilling, Director of Community Development; Mike Reynolds, Director of Public Works; Darren Monico, Village Engineer; Geoff Tollefson, Director of Golf Operations; Julie Dziewior, Deputy Clerk; Fire Chief Baker; Deputy Fire Chief Wagner; Police Chief Casstevens; and Deputy Police Chief Eisenmenger.

Meeting. Upon roll call, Trustees voted as follows:

Moved by Weidenfeld, seconded by Ottenheimer, to approve the minutes of the April 1, 2019 Committee of the Whole Meeting.

WARRANT #1300

Mr. Anderson read Warrant #1300. Moved by Johnson, seconded by Ottenheimer, to approve Warrant #1300 in the amount of $3,004,846.94 authorizing payment of bills listed. Upon roll call, Trustees voted as follows:

AYES: 5 – Berman, Ottenheimer, Weidenfeld, Johnson, Smith

NAYS: 0 – None

VILLAGE PRESIDENT’S REPORT

President Sussman read a Proclamation honoring and commending Trustee Jeffrey Berman for his many years of distinguished, exemplary and steadfast service to the Village of Buffalo Grove, as well as serving as an inspiration for all of those who seek to make the Village of Buffalo Grove a strong and more vibrant community.

Trustees Ottenheimer, Weidenfeld, Johnson and Smith all commented praising Trustee Berman for his strong leadership, mentorship, guidance, dedication, friendship, and overall positive impact on the Village of Buffalo Grove, and thanking him for his countless hours of devotion to the Village

Paulette Greenberg and Eric Gordon, Co-Chairs of the Buffalo Grove Days Committee announced that Jeffrey Berman has been named Grand Marshall of the 2019 Buffalo Grove Days Parade.

Trustee Berman thanked everyone for the kind words that have been bestowed on him tonight, noting that he is very humbled and honored by all that has been said tonight. Trustee Berman stated that it has been an honor and a privilege to serve the residents of Buffalo Grove with staff and elected officials for the last 28 years. Trustee Berman also thanked his wife and daughters for the support and patience that they have exhibited throughout his years of public service.

President Sussman read a personal statement apologizing for comments that she made on Election Night.

VILLAGE MANAGER’S REPORT

Mr. Bragg read a Proclamation recognizing the 50th anniversary of Municipal Clerk’s Week and declaring the week May 5-11, 2019 as Municipal Clerk’s Week in the Village of Buffalo Grove.

Mr. Bragg read a statement recognizing the contributions that Richard Drazner made to the Village of Buffalo Grove. Mr. Drazner was taken from our midst on April 5, 2019, shortly after winning yet another term as a Buffalo Grove Park District Commissioner. Mr. Drazner was a strong leader who was passionate about making Buffalo Grove a better place to live and his tireless devotion to the residents of Buffalo Grove and ever-present smile (and bad puns) will always be remembered and missed by all.

Rotary Club President Shawn Collins reviewed the mission of the Rotary Club, as well as the criteria for selecting the Police Officer of the Year Award.

Police Chief Casstevens reviewed the credentials and accomplishments of Officer Jon Officer as he presented the Police Officer of the Year for 2018 to him.

Police Chief Casstevens then reviewed the credentials and accomplishments of Commander Thomas Reed as he presented the 2018 Special Commendation Award to him.

Fire Chief Baker first thanked the Rotary Club for recognizing the outstanding service rendered by Buffalo Grove first responders, after which he reviewed the accomplishments and credentials of FF/PM Scott Renshaw, and presented the 2018 Firefighter of the Year Award to FF/PM Renshaw. FF/PM Renshaw then thanked the Board, the Fire Department, his fellow firefighters and his family for their support in making this award possible.

Fire Chief Baker then presented Buffalo Grove’s newest Firefighter/Paramedics, Alec Budnik and Piotr Kujawowicz. FF/PM Budnik had his badge pinned on by his father, Captain Budnik of the Elmwood Park Fire Department, and FF/PM Kujawowicz had his badge pinned on by his girlfriend, Lori. Mr. Bragg welcomed our new Firefighter/Paramedics and their families to the Buffalo Grove family.

The audience and the Board congratulated all of our first responders honored tonight.

Police Chief Casstevens noted that he is proud to recognize the career of Village Prosecutor Ronald Sandler for his 45 years of service to the Buffalo Grove Police Department and the Village of Buffalo Grove. Mr. Sandler thanked the Board and the Police Department for their devotion and dedication to public safety, noting that he is honored and appreciative for the opportunity serve Buffalo Grove and of this recognition.

Police Chief Casstevens recognized Fire and Police Commission Chairman Brian Rubin for over 10 years of dedicated service to the Buffalo Grove Fire and Police Commission, noting that this Commission is dedicated and professional and truly want to hire the best Police Officers and Firefighters to serve the Village of Buffalo Grove. Mr. Rubin stated that it has been a pleasure to serve and thanked everyone. Fire Chief Baker then gave a Presentation Shield to Mr. Rubin as he was congratulated by the audience and the Board.

REPORTS FROM TRUSTEES

Trustee Johnson reported on the recent Northwest Municipal Conference Legislative Days in Springfield, which she, Trustee Weidenfeld, Village Manager Bragg and Deputy Village Manager Maltas attended. The team met with numerous legislative leaders, including the Governor, and discussed various municipal issues with them.

CONSENT AGENDA

President Sussman explained the Consent Agenda, stating that any member of the audience or the Board could request that an item be removed for full discussion. The Village Clerk read a brief synopsis of each of the items on the Consent Agenda.

Proclamation – Arbor Day

Motion to approve a Proclamation recognizing April 26, 2019 as Arbor Day in Buffalo Grove.

Distracted Driving Awareness Month

Motion to approve April 2019 as Distracted Driving Awareness Month in the Village of Buffalo Grove.

Proclamation – Safe Digging Month

Motion to approve a Proclamation recognizing April as Safe Digging Month in the Village of Buffalo Grove.

Metro Self Storage

Motion to approve the Certificate of Initial Acceptance and Approval for Metro Self Storage Development Improvements.

Ordinance No. 2019-8 – Meridian School

Motion to pass Ordinance No. 2019-8, amending Special Use Ordinance No. 2017-47 for a Parking Lot Expansion at Meridian School located at 2195 Brandywyn Lane.

Ordinance No. 2019-9 - Starbucks

Motion to pass Ordinance No. 2019-9, granting a variation to the Sign Code for Starbucks located at 820 Milwaukee Avenue.

Ordinance No. 2019-10 – Link Crossing

Motion to pass Ordinance No. 2019-10, releasing the Link Crossing Development Property from Ordinance No. 79-53.

Ordinance No. 2019-11 – Link Crossing

ORDINANCE NO. 2019-7 – LIQUOR CONTROL

Moved by Weidenfeld, seconded by Ottenheimer, to pass Ordinance No. 2019-7, amending Chapter 5.20.130 – Liquor Control, in accordance with materials contained in Board packets.

Mrs. Dziewior reviewed the proposed ordinance, details of which are contained in her memo to Mr. Bragg of April 11, 2019, after which she answered questions from the Board.

ORDINANCE NO. 2019-17 – ROTARY VILLAGE GREEN

Moved by Smith, seconded by Johnson, to pass Ordinance No. 2019-17, renaming the Rotary Village Green to the Ernie Karge Rotary Village Green.

Mr. Bragg reviewed the proposed ordinance noting that the numerous accomplishments and contributions made by Ernie Karge to the Village of Buffalo Grove resulted in the request by the Buffalo Grove Rotary Club to bestow this honor in his memory.

AYES: 5 – Berman, Ottenheimer, Weidenfeld, Johnson, Smith

ORDINANCE NO. 2019-18 – BUFFALO GROVE FF/PM ASSOCIATION

Moved by Johnson, seconded by Berman, to pass Ordinance No. 2019-18, approving a Letter of Agreement between the Village of Buffalo Grove and the Buffalo Grove Professional Firefighter/Paramedic Association, as detailed in Board packets.

Mr. Malinowski reviewed the proposed ordinance, details of which are contained in the Agreement as well as the Village Board Meeting Agenda Item Overview that he prepared.

ORDINANCE NO. 2019-19 – FISCAL 2018 BUDGET

Moved by Weidenfeld, seconded by Johnson, to pass Ordinance No. 2019-19, amending Fiscal 2018 Budget for the Village of Buffalo Grove.

Mr. Brown reviewed the proposed ordinance, details of which are contained in his memo to Mr. Anderson of April 11, 2019.

ORDINANCE NO. 2019-20 - CAFT

Moved by Ottenheimer, seconded by Berman, to pass Ordinance No. 2019-20, CAFT Site Design Build – Award of Contract to Lamp Incorporated in an amount not to exceed $945,000.00 pending final review and approval of the contract by the Village Attorney.

Mr. Robinson reviewed the proposed ordinance, details of which are contained in his memo of April 11, 2019 to Chief Baker.

Mr. Bragg extended thanks to Mr. Robinson and Chief Baker for their diligence in working on this project.

ORDINANCE NO. 2019-21 – PRAIRIE VIEW METRA STATION

Moved by Smith, seconded by Weidenfeld, to pass Ordinance No. 2019-21, approving an Amendment to Ordinance No. 2009-15, which adopted the “Village Comprehensive Plan Update 2009” as amended by Ordinance No. 2018-24 by adding thereto the Prairie View Metra Station Area Plan.

Mr. Stilling reviewed the proposed ordinance, details of which are contained in the memo that he and Ms. Woods sent to the Board, after which a brief video was presented.

With regard to a letter to Mr. Bragg from the Village Manager of Lincolnshire dated April 15, 2019, Mr. Stilling confirmed that the Village of Lincolnshire was afforded ample opportunity to participate in the open and public meetings, and that he and Ms. Maltas had met with the Lincolnshire Village Manager.

ORDINANCE NO. 2019-22 – PET SALE MORATORIUM

Moved by Weidenfeld, seconded by Johnson, to pass Ordinance No. 2019-22, extending a Moratorium on Retail Sale of Dogs and Cats at Pet Stores in the Village of Buffalo Grove.

Mr. Bragg reviewed the proposed ordinance.

Trustee Berman stated that he has not changed his opinion on this issue, however, he recognizes that it is the will of the Board to proceed with the moratorium, so he will abstain on the vote.

AYES: 4 – Ottenheimer, Weidenfeld, Johnson, Smith

NAYS: 0 – None

ABSTAIN: 1 – Berman

ABSENT: 1 – Stein

President Sussman reviewed the parameters to be followed by speakers and asked if there were any questions from the audience on items not on tonight’s agenda; there were no such questions

EXECUTIVE SESSION

Moved by Berman, seconded by Ottenheimer, to move to Executive Session pursuant to pursuant to Section 2(C)(1) of the Illinois Open Meetings Act: the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the Public Body or Legal Counsel for the Public Body, including hearing testimony on a complaint lodged against an employee of the Public Body or against Legal Counsel for the Public Body to determine its validity. Upon roll call, Trustees voted as follows:

AYES: 5 – Berman, Ottenheimer, Weidenfeld, Johnson, Smith

NAYS: 0 – None

ABSENT: 1 – Stein

Motion declared carried.

The Board moved to Executive Session from 9:10 P.M. until 9:45 P.M.

ORDINANCE NO. 2019-23 – VILLAGE MANAGER EMPLOYMENT AGREEMENT

Moved by Ottenheimer, seconded by Berman, to pass Ordinance No. 2019-23, amending the 2017 Village Manager Employment Agreement and establishing compensation. Upon roll call, Trustees voted as follows:

AYES: 5 – Berman, Ottenheimer, Weidenfeld, Johnson, Smith

NAYS: 0 – None

ABSENT: 1 – Stein

Motion declared carried.

Trustee Berman noted that the purpose of the Executive Session was the performance review and evaluation of the Village Manager. The entire Board agrees that Mr. Bragg has done an outstanding job in leading the Village and is very pleased that Mr. Bragg will be the Village Manager until at least the autumn of 2022.

Mr. Bragg thanked the Board for their consideration.

Moved by Ottenheimer, seconded by Berman, to adjourn the meeting. Upon voice vote, the motion was unanimously declared carried. The meeting was adjourned at 9:50 P.M
