Village of Arlington Heights President and Board of Trustees met Dec. 3.

Here is the minutes provided by the board:

I. CALL TO ORDER 

President Hayes said it was appropriate to honor the 41st President of the United States, George Herbert Walker Bush, who passed away yesterday. He was a model to many and a truly great American. A moment of silence was observed. 

II. PLEDGE OF ALLEGIANCE

President Hayes and the following Trustees responded to roll: Scaletta, Sidor, Glasgow, Tinaglia, Baldino, Blackwood and LaBedz.

Trustee Rosenberg was absent.

Also present were: Randy Recklaus, Robin Ward, Tom Kuehne, Charles Perkins and Becky Hume.

IV. APPROVAL OF MINUTES

VI. RECOGNITIONS AND PRESENTATIONS

A. Recognition of Retiring Board and Commission Members President Hayes said there are twenty Boards and Commissions who contribute to the Board’s decision and policy making process. He read the names of those retiring this year: Frank Appleby, Scott Delaney, Claudia Glasgow, Lisa Henderson, Grace Kho, Andrea Johnson, Scott Mahon, Derek Prusener, John Schroeder, Joe Skibbie and Peter Szabo. There are few vacancies. If a resident is interested in serving on a Commission, please contact the Mayor, a member of the Board or a staff member. President Hayes thanked the Glasgow family whose three children all served on a Board/Commission.

President Hayes thanked all those who worked in the effort to help the Village get through the difficult storm that occurred last Sunday evening. It was an unusual storm and he summarized the Village’s emergency response. Mayor Hayes thanked Mr. Recklaus, Ms. Mikula and all village staff for the leadership they showed during this trying time. Mr. Recklaus said this was a team effort. It displayed the best of our community.

Trustee Sidor said the intergovernmental cooperation was helpful with the Library and Senior Center working as warming shelters. 

VII. PUBLIC HEARINGS

A. Proposed 2019 Budget Approved Trustee Thomas Glasgow moved to open the Public Hearing. Trustee Mike Sidor Seconded the Motion. 

The Motion: Passed

Mr. Recklaus said this Public Hearing is the final step in a long process. State Statute requires a formal Public Hearing just before the Budget is passed. The Budget has been discussed in a series of public meetings over the past six months and he listed all the public meetings and inputs the process entailed. The Budget is based on the Board’s strategic priorities. The village’s operating costs are increasing 1.7% so the owner of a $300,000 home will see a $23 increase per year. The planning process will begin for the next two years in the spring.

Resident Janet Bozza said her property tax bill is $13,679, greater than a comparable home in Glenview, where their tax levy is 9.75%. She said in Terramere the property assessments are high, resale values have decreased significantly, but taxes are increasing. She asked why.

President Hayes said property assessment is different than tax levy. Mr. Kuehne said the school districts are 65% of a home’s tax levy in the village. The Village’s part of the property taxes is 12.5%. School district budgets have a lot to do with the valuations and the village doesn’t have any input in the school district taxes. Mr. Recklaus said the only piece the village controls is the 12% that comes to the village. The village tries to keep the taxes as low as it can. Mr. Kuehne said the County is solely responsible for the assessed value of the property. That value impacts your taxes. Ms. Bozza asked the Board to not increase any taxes to keep the burden lower.

President Hayes said the Board tries to balance the high level of services residents expect and the cost of these services. There is no fluff in this budget and there hasn’t been in the past 10 years. Expenses have been reduced and the village is well below its pre-2008 staffing numbers.

Resident Keith Moens said there is nothing that can be said at this point that will change the Budget. The Board will rubber stamp this budget and this Public Hearing is all for show. He said he asked for a Public Hearing in June when the process began. He asked for Citizens to be Heard to be added to each Committee of the Whole agenda. Mr. Moens said Board had 24 Committee of the Whole meetings and President Hayes asked for public comment at 12 of them. He said President Hayes has refused to meet with interested citizens on their issues twice. He said the Board and the staff work for the residents, not the other way around. He said there were some positive changes this year one of which was the Village Manager presenting the Budget at the Senior Center. He said there need to be more of those

and they should be publicized. The Budget was posted on the website and residents did forward questions. President Hayes asked for comment at the Budget Hearings. This is great, but public comment should be on every C.O.W. agenda. In his opinion, the village should hold public hearings more often and sooner in the process.

President Hayes said he will not meet on procedural issues with Mr. Moens, but he has never refused public comment whether it was on the agenda or not. He said he strongly disagreed with the characterization of this process. The Board has had many meetings and the Budget took months to formulate. Input from residents was actively sought in a number of different ways and input was received from those who wished to comment. He said the Board cannot force people to come to Budget Meetings and suggested that residents are satisfied as to what their elected officials are doing. President Hayes said Mr. Moens’ request was to discuss Roberts Rules of Order. President Hayes reiterated he would not meet on procedural issues.

Resident Bill Davis said the Terramere Creekside area recently formed a civic association which is looking at the different tax rates. They have an overlay of taxing groups that creates one of the highest property tax rates in the area. They know that 71% is the school districts. He said the tax rates are crushing their resale value. They asked for the village’s help to find ways to reduce the cost. Mr. Davis thanked the Board for the Budget, which they reviewed on line. A 1.7% increase is great in anybody’s book, but it’s too much for them. He asked the Board to look at the vacant retail space and to please fill it to reduce the tax burden. The auto dealerships are leaving to go to Palatine. There is $30 million in a reserve fund. It should be 25% of operating budget, which would be $18 million. The reserve is $12 million more than needed and could be used to defer the tax increase. He asked if the Board could intervene on their behalf with School Districts 21 and 214. He asked if the Board could help with the Library costs. He said they were not asking for reduction in services but for savings where they could be found.

President Hayes, said he and the Board commit to keeping Terramere’s tax burden as low as they can and do so for every neighborhood. He noted that the residents in District 21 passed a recent referendum overwhelmingly. It’s a taxing body the village cannot control. This Board is always committed to keeping taxes low. The business community is very important The village has kept vacancy rates lower than the surrounding communities. Mr. Perkins said he can provide that information to Mr. Davis. President Hayes said the Board and Staff do all they can to retain and attract new businesses and keep vacancy rates as low as possible.

Trustee Scaletta said the group should reach out to the Wheeling Township Assessor’s Office. That is a good place to help make things clearer. He also noted the car dealerships along Dundee Road East of Old Arlington Heights Road are actually in Buffalo Grove, but use the Arlington Heights name.

Trustee Sidor asked Mr. Kuehne to address the reserve fund question. Mr. Kuehne said there is a 25% minimum reserve, and because we don’t want to fall below that amount, we keep more because the village is sales tax dependent. Sales taxes have leveled off over the past years and the telecom fees have drastically reduced too. There are a lot of issues that go into the total revenue package for the village.

Trustee LaBedz asked for residents to shop in the village so it can receive those tax dollars. If you have a choice for a store, pick Arlington Heights. The sales tax revenue goes to support the village services. Shop the small businesses so they will stay open. The internet sales boom makes this very difficult.

Trustee Glasgow asked how much the limb pick-up from the snowstorm is going to cost. Mr. Recklaus said it will depend. Overtime will be involved, but the Public Works Director thinks we will be able to cover it without outside help. Mr. Kuehne said storm clean-up is the kind of situation where the village will pull from reserves to cover unexpected costs.

Trustee Scaletta said in 2011 when we had the microburst, it cost over $1 million to take care of the clean-up in the village. We try and use it for emergencies, and retail sales have leveled off. He said he manages commercial properties, and even when there are vacancies, a lot of taxes are paid. Trustee Thomas Glasgow moved to close the Public Hearing. Trustee Mike Sidor Seconded the Motion. Absent: Rosenberg VIII. CITIZENS TO BE HEARD Resident Jed Wiener said there were a litany of opportunities to be involved in the Budget process. He said he was chagrined that he missed all of it. He encouraged the Board to advertise the opportunities more in the future. He asked for more marketing and ways to support additional businesses coming in. He said he would hope that the State of Illinois, Cook County and the village would do something to enhance businesses here and promote all that is wonderful about Arlington Heights. He said to use what is being done as a foundation to commit to do more and solicit public comment any way that can be best accomplished. He asked to Board to commit to open participation and transparent local government.

holidays at this event.
