City of Elgin Committee of the Whole met October 24.

The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Steffen made a motion, seconded by Councilmember Shaw, to approve the minutes of the October 10, 2018, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Recreation Software License, Maintenance and Support Agreement with Vermont Systems Inc.
A resolution will be presented at the Council meeting for adoption. This agreement would allow for the replacement of the current parks and recreation software with one that fully meets department needs, including reporting for the parks and recreation and finance departments.
Consideration of Change Order to Job Order Contract with F.H. Paschen for the Replacement of the Police Security System
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve a contract with F. H. Paschen in the amount of $24,484 in order to replace the failing and outdated security system for the police facility. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Agreement with Kelso Burnett Company for Installation of Underground Fiber Optic Cable
Councilmember Powell made a motion, seconded by Councilmember Martinez, to award a contract to Kelso-Burnett Company in the amount of $316,684 to replace obsolete point to point microwave radio data links with underground fiber optic cable. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Rauschenberger congratulated Joe and Armida Dominguez for being featured in a Chicago Tribune article about difference makers in the area.
Councilmember Steffen invited residents to the Douglas Avenue Haunt on October 31st on the 700 block of Douglas Avenue. He also reminded residents that early voting had begun for the November 6, 2018 election.
Councilmember Powell thanked staff and volunteers for their work in making this year’s Nightmare on Chicago Street a success.
Councilmember Martinez also commented on the article featuring Joe and Armida Dominguez, the start of early voting, and the success of the Nightmare on Chicago Street event.
Announcements from Staff
Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events.
