A. Preliminary Review - Zoning & Development Applications
1. Preliminary Review of a Request for Special Permit to Allow a Dance Studio for Soorya Dance Studio at 1946-1948 Raymond
Senior Planner, Swati Pandey stated that the subject property at 1946-1948 Raymond Drive is a multi-tenant industrial property, located at the northeast corner of Raymond Drive and Shermer Road, across from the Glenbrook North High School. The property is currently zoned Industrial and Commercial Services, and the Comprehensive Plan identifies the property for the same. The applicant is requesting a Special Permit for a dance studio at the units 1946 and 1948. In 2015 a Special Permit was granted to a physical fitness facility at this location, which was set to expire in October 2018. When Staff reached out to the physical fitness facility, it was found that they stopped their operations here and a dance studio was operating instead. The applicant was informed that they need to receive a Special Permit for their specific use. The dance studio will be occupying approximately 3,600 sq. ft. which is greater than 2,500 sq. ft. and requires a Special Permit. The dance school offers lessons to children from first grade to high school. Mostly, there will be one teacher present with six to eight participants, with a maximum of about four teachers with twelve to sixteen participants occasionally. There are no outdoor activities associated with the use and there are no exterior changes to the property. The pick-up/drop-off policy for the dance school states that children under the age of ten would be picked up and dropped off inside the facility by the parents or guardians. Children above the age of ten may be picked up at the entrance, however there will be a teacher or an employee present at the time of pick-up. It appears that there will be sufficient parking on the property.
The Trustees do not have a problem with the use in this property with a ten-year term, but would like the Plan Commission to review the plan for pick-up/drop-off.
Trustee Ciesla would like some feedback from the Plan Commission on what, if anything, can be done with landlords regarding renting space to a business without the proper permits.
2. Preliminary Review of a Request to Renew a Special Permit to Allow Continued Operation of Fred Astaire Dance Studio and to Transfer the Special Permit to the Current Operator
Deputy Director, Michaela Kohlstedt reported that the existing Special Permit for Fred Astaire Dance Studio was up for renewal and when Staff reached out to them, it was discovered it was now under a new operator. Therefore, this is to renew a Special Permit, as well as transfer to the current operator, who has been operating under the existing Special Permit conditions, and states that they will continue to do so.
The Trustees agreed that the transferring of the Special Permit would be fine.
3. Preliminary Review of a Request by Pyra-Med for a Special Permit for an Interior Design Business at 2890 Dundee Road
Deputy Director Michaela Kohlstedt reported that this is a property zoned O5, Restricted Office surrounded to the west, north and east by R3, Single Family and to the south R6, Multi-Family. The subject property was originally granted a Special Permit for business import/export office business to operate there in 1998. The special permit was renewed in 2009 and again in 2014 with a ten-year term. The current operator and owner of the property has put it on the market. Pyra-Med, the applicant, is now under contract to acquire the property and they are seeking their own Special Permit to operate their interior design service offices. They are not proposing any changes to the site, nor are they proposing any changes to the building at this time. Hours of operation would be Monday through Friday 9:00 a.m. - 5:00 p.m. There will be no outdoor activity. The relief necessary would be a Special Permit for the use. There will also be a need for a corner side yard variation, to accommodate the existing parking. This was something the previous owner was granted and would be maintained under the new owner, and a variation to reduce the required number of loading spaces from one to zero.
The Trustees agree that the use is fine for this property and will not require a term, as long as the term is with the ownership and not the building.
4. PRE-18-24: 1910 Techny - Multi-Family Residential Development - Preliminary Review of a Request for Concept Plan Approval of a Rezoning and Subdivision for an 86-Unit Townhome Development Proposed by MI Homes
Senior Planner, Swati Pandey reported that the subject property is located on Techny Road, east of Shermer bounded by the railroad tracks on the east and the IDOT facility to the west. This is currently the Maurice Sporting Corporate Office. It is currently zoned I-1, Restricted Industrial, the properties to the north, south and east are zoned I-1 as well. The IDOT facility is zoned Institutional Building. The Comprehensive Plan identifies the property for major corridor multi-use. The proposed site plan shows 86 town homes. The property is 11.14 acres, the proposed density is 7.7 dwelling units per acre. There is an existing retention pond on the site at the south east corner that will be maintained. The total capacity of storm water retention will be determined at the time of formal application. There are 18 town home buildings proposed with 3 to 7 units each. A two-way private road connecting the various parking courts has been proposed, which has access on Techny Road. Landscaping and interconnected walkways are proposed throughout the property. There is an increased setback proposed on the east side, where the railroad tracks are located with a landscaping buffer. Based on the site plan, the development meets the bulk requirements for R-8, Multi-Family Residential District. The applicant is requesting to rezone the property to R-8. The garages would be rear loading with space for two cars and two cars accommodated on the driveway. There are seven guest parking spaces proposed on the property. The applicant has stated that there is room for more and they are willing to accommodate more guest parking spaces on the site.
The Trustees feel like this is a nice development at this location, but it looks like it may be too dense, and the parking spaces need to be increased. The application must also be reviewed by the ACC.
Trustee Karagianis would like to see the private road become a public street. He is concerned about the buildings being too close together relative to their height.
Trustee Buehler feels the Plan Commission must review the layout and had concerns about snow removal. He would like to see more green space added on the property near Techny Road.
Trustee Ciesla was agreeable to a private road. She would want to see that development is reviewed for fire access and other public services and feels there is insufficient guest parking.
Trustee Israel feels that storm water needs to be closely reviewed, along with more parking spaces.
Trustee Collison would like to see the guest parking increased on-site and has traffic concerns that backs up on Shermer Road.
Trustee Han feels it should not be rezoned and should be left at I-1, mainly due to traffic concerns.
President Frum likes the price point for these town homes and identified that the development proposal does not request any variation from the code, as presented. Decreasing the number of units could cause the sales prices to increase. She would like some items more closely reviewed such as parking and stormwater.

16. Remarks For The Good Of The Order
Trustee Karagianis reported the Northbrook Symphony Orchestra is conducting a used instrument drive, for collecting old instruments that are no longer in use in the public sector. They will collect those instruments and through a program in Waukegan called "Bravo", award those instruments to young students, who could not afford to buy them.
