2. A Resolution Recognizing Commander Joel Reyes on his 28 Years of Service to the Village of Northbrook Police Department Commander Joel Reyes was recognized for his years of service but was unable to be present to accept his Resolution.

5. HEAR FROM AUDIENCE

Sara Sanford addressed the Ordinance regarding composting. She stated she currently composts items such as vegetable scraps, food scraps and egg shells which should not be an issue if you have a proper enclosed container.

Madeline Farrell commented all of the items above are compostable (no bones and no meat) under the proposed Advanced agreement and after a year of service, Advanced Disposal would be willing to open up conversations about accepting items not currently permitted in the composting program.

6. MANAGER'S REPORT

Village Manager Nahrstadt updated the Board on the four-way stop at Walters and Cedar, which is still on track to be installed on September 4th.

8. PRESIDENT'S REPORT

President Frum reported former Village President Lucinda Kasperson passed away and there will be a memorial service held on September 2nd at 2:00 p.m. at the Skokie Country Club in Glen Cove.

Shermerfest will be held on September 16th and the Village will have a Proclamation for the 40th Shermerfest.

Ron Bernardi, from Sunset Foods, is turning 75 years old tomorrow.

9. CONSENT AGENDA

Trustee Ciesla made a Motion, seconded by Trustee Karagianis to move Agenda Item 9I from the Consent Agenda to the Communications and Legislations Committee and items 14 (A), (B), and (C) to the Consent Agenda". Trustee Han amended the motion to keep items 14 (B) and (C) under Communications and Legislation Committee. On voice vote, all were in favor.

10. PLANNING/ZONING

A. PRELIMINARY REVIEW - ZONING & DEVELOPMENT APPLICATIONS

1. Preliminary Review - Planned Development for 11 Single-Family Homes located at 1680 Shermer, 2002 Farnsworth, and 2001 Woodlawn

Senior Planner, Swati Pandey reported that the subject property, which is four parcels in total, is located on Shermer Road and is opposite the Grainger property. The subject property is Zoned R4, Single Family the Comprehensive Plan identifies the property as multi-family, six to nine dwelling units per acre. In 2003, a five-lot private subdivision was approved for single-family homes. Only two of those lots have been developed with new developments. There is a one-story single-family home currently on lot 5 of the subdivision along Woodlawn, the rest of the property is vacant. In June, the applicant was before the Board with a site plan for thirteen town homes at this same site, distributed in three buildings with a maximum height of 35'. The Board found the proposal to be too dense.

The applicant is currently proposing an eleven-lot single-family home subdivision and planned development with a rezoning to the Village Green Residential and Commercial Zoning District. Some of the main features of the site plan include a one-way circulation drive to the rear of the property. There are three different types of single-family homes proposed on the narrow lots, most with attached garages. Three units in the middle have detached garages with open spaces in between. There is a six-foot fence proposed on the west side of the property abutting the residential properties, including a 14' landscape buffer, which reduces at the turn of the drive aisle. The minimum setback is 22.8'. The detention for this property is proposed to be located on the out lot to the west. There are six guest parking spaces proposed. These will be three-story homes with a maximum height of 38'. The applicant states that the price point for these homes is set at $650,000.

Trustee Karagianis feels that this proposal is still too dense, and he is not in favor of a rezoning.

Trustee Buehler also feels it is too dense, 11 are too many homes on this parcel. There is very little space for water to be absorbed, i.e., storm water.

Trustee Ciesla agrees with the Trustees Karagianis and Buehler.

Trustee Israel feels that there are such nice trees at that location and this would just pave over everything. He agrees with the other Trustees and is not in favor of this application.

Trustee Han was not in favor.

President Frum does not have a problem with rezoning the property but does have a problem with amending the Code and amending the District.

11. PUBLIC SAFETY

12. ADMINISTRATION/FINANCE

There will a meeting, to present the FY 2017/18 audit and discuss the second quarter financial review at 6:30 p.m. prior to the October 23rd Board meeting.

13. PUBLIC WORKS

Matt Farmer, Village Engineer, stated the Shermer Road Bridge is on schedule, about 65% of the bridge has been removed. This project should be done mid November 2018.

IDOT work at Dundee Road and Lee Road is currently underway to relocate utilities. The project will begin in 2019.

Western Avenue is almost done. It is waiting on the final surface and landscaping.

14. COMMUNICATIONS AND LEGISLATION

A. An Ordinance Amending the Northbrook Municipal Code (1988) Concerning Property Maintenance and Nuisance Standards

Sara Sanford stated that as of now, the Ordinance that is being proposed states that food waste from home is not allowed. She would like to have the prohibited items, i.e., egg shells, vegetables and fruit scraps and fish be allowed.

Director of Development and Planning Services, Tom Poupard explained that the items referred to by Ms. Sanford would be an amendment to Section 21-61 of the Municipal Code, which is under exhibit "B", an attachment to the draft ordinance. The draft language lists certain prohibited compost items, specifically: kitchen waste, egg shells, fruit scraps, meat, fish and poultry. If the Board wishes, this can be changed. The main concern of not composting these items "outside" your home was odor and attracting animals. Composted food material should be in an appropriate container.

Sue Ellen Fish stated that there is a difference between open composting and composting in a container specifically made for composting. She uses her composting container regularly and there is no smell from this container.

President Frum recommended that the Board pull the Section that deals with composting out of the Ordinance and pass everything else, and refer this piece back to look at the comments that were made tonight.

Motion and second to approve the draft ordinance, but remove Section 21-61 and have Staff to reword it and return with a separate ordinance. All in favor.

B. A Resolution Approving An Agreement for Residential Solid Waste, Landscape Waste, Organic Materials and Recyclable Materials Collections with Advanced Disposal Services Solid Waste Midwest, LLC of Ponte Vedra, Florida

Wesley Chen, Northbrook resident questioned what kind of materials can be composted. Would forks and spoons made from corn be recycled at the facilities offered by Advanced Disposal? The Village Clerk took Wesley's information regarding the composting of organic utensils and will get back to him with an answer. Deputy Village Manager Jeff Rowitz responded stating compostable items made of paper are recycled currently and the new program includes organics that can be thrown out with yard waste and that includes fruit and vegetable peelings.

Sara Sanford was wondering if Advanced would do a campaign on reducing single use plastic. President Frum responded that the Village is looking into that through the EQC. Ms. Sanford would also like RNC (Renewable Natural Gas) to be part of the contract. She also asked the Village to consider Collective Resources for the period during the year where composting is not allowed. Deputy Manager Rowitz stated that under the contract, composting is offered year-round by subscription.

Trustee Han noted his concern that yard waste and composting will be picked up together, he would like to know if Advanced Disposal will actually be composting the yard waste and organics. Deputy Manager Rowitz responded that composting is relatively new, and the first time offered in Northbrook. There is a composting facility in Wauconda and that's where they take it.

Trustee Ciesla made a Motion to approve "B" and "C" with the caveat that Staff tighten the language ensuring that Advanced is contractually guaranteed to compost.
