City of Park Ridge Mayor's Advisory Board met March 21.

Here is the minutes provided by the Board:

I.Call to order

Chairman Mazzuca called the meeting to order at 6:00 p.m. Chairman Mazzuca, Ald. Melidosian (arr. 6:20 p.m.), Ald. Wilkening and Ald. Moran were present. Deputy Clerk Peterson recorded the minutes.

II. Approval of the Minutes

A.March 12, 2018

Moved by Ald. Mazzuca. Seconded by Ald. Wilkening.

Motion carried; voice vote.

II.Interviews

John Bennett – Board of Fire and Police Commission

Chairman Mazzuca welcomed the applicant and briefly explained the interview process.

Mr. Bennett is active in the community and enjoys serving on various Boards and Commission. He previously served on the BFPC and was disappointed when he did not get reappointed. He enjoyed serving and the entire process. Ald. Mazzuca explained a few reasons why he was not re-appointed which was mainly due to his involvement with numerous other community organizations. Another reason was the experience or background experience of the other applicants. He indicated his attendance was never a problem. He mentioned that his term on Planning and Zoning will be expiring this coming September. Ald. Wilkening spoke of Mr. Bennett’s valuable service to the Planning and Zoning Commission.

Jon Yefsky – Board of Fire and Police Commission-

Chairman Mazzuca welcomed the applicant and briefly explained the interview process.

Mr. Yefsky resides in Park Ridge with his spouse since 2006 and has a ten year old son. His qualifications include 30 years of experience working in Public Safety, serving both the public and private sectors. He holds a BA and MA in Criminal Justice, and believes with the experience and education he offers, he would be a good fit. He indicated he would not have any conflict of interest or problem with attending the meetings. His supervisory experience was with those at a Dispatch Center for civilian employees. He served as an assistant manager of the Computer Crimes Task Force. Ald. Mazzuca explained that recommending funding is generally not within the scope of the position. Ald. Mazzuca suggested researching the information available online for reference.

Ald. Melidosian arrived at 6:18 p.m. There was a brief discussion between him and Ald. Mazzuca regarding how the final BFPC interview and deliberations would be handled. It was Ald. Melidosian’s decision to omit himself.

Greg Bartoshuk – Animal Commission-

Chairman Mazzuca welcomed the applicant and briefly explained the interview process. Ald. Wilkening disclosed that she knows Mr. Bartoshuk and that she had recommended that he apply.

Mr. Bartoshuk had a wealth of knowledge regarding animals and presented an extensive list of credentials. He taught canine obedience classes privately and for national dog training, he serves as a judge at competitions, has been called as expert witness and was involved in the bio-censored or “super dog” project to breed the ultimate military working dogs. He has breed and brought to championship 37 dogs, and the list went on. He has broad knowledge about animals in general and would prove to be an asset to the Commission. He also hybridizes lilies in his spare time.

He is no longer actively involved in training dogs. Many times, it is a multitude of things that happen at the same time that may cause a dog to react and cause harm or possibly injure a person. He understands that facts and circumstances are different for each case but he would objectively be able to make a difficult decision. If the dog has a past track record, hard decisions need to be made. The owner needs to take full responsibility of their dogs actions.

Scott Heston – Planning & Zoning Commission / Animal Commission-

Chairman Mazzuca welcomed the applicant and briefly explained the interview process.

Mr. Heston moved to Park Ridge one year ago and has recently become a stay-at-home dad. He has changed his direction in life from working a few jobs to working at home which is allowing him to become more involved in City and State government. He would be coming in with an open eye to learn how things really work. He was in charge of the renovation for the Mundelein Center of Performing Arts, a 40 million dollar project. The job involved interfacing with various aspects of construction. He also had renovations done to his home and had direct contact with the City’s building department..

If appointed, he did not foresee any conflict of interest or any problem attending the meetings. His interest in the City is residential, not business. He likes getting in the car, going to the store 5 minutes away and coming home. He spoke about the Air B & B discussion Park Ridge had last year and its pros and cons. Addressing a situation with a positive approach is a way to a compromise. He also said he has two very large dogs and that was why he also applied to the Animal Commission.

Joan Sandrik – Board of Fire and Police Commission-

Chairman Mazzuca welcomed the applicant and briefly explained the interview process.

Joan expressed her enjoyment serving on the Board. She has had a chance to accompany both Chief’s to various special events relative to Police or Fire personnel. She enjoys seeing the candidates being sworn in and hopes to continue for another three years. She has Human Resources experience and also serves on Ethics and Professional Standards Boards for various Real Estate Licensing Boards. They conduct arbitration and ethics hearings. In her opinion the process is working well and candidates are washed out before going to the academy. Those hired have stayed.

IV. Deliberations/Recommendations

Approve to recommend Greg Bartoshuk to the Animal Commission.

Moved by Ald. Moran. Seconded by Ald. Mazzuca.

Motion carried; voice vote

Ald. Mazzuca spoke about allowing for additional interested candidates to apply since this is one of the highest visible position. The Board concurred. Based on the Board’s recommendation, Deputy Clerk Peterson asked to extend the application deadline to April 9. The Board made no recommendation for Planning and Zoning.

Approve to recommend Joan Sandrik to the Board and Fire Commission.

Moved by Ald. Mazzuca. Seconded by Ald. Moran.

Motion carried; voice vote. Ald. Melidosian abstained.

V. Adjourn

The meeting adjourned at 6:59 p.m.
